ACTION
Approve State Lobbying Services Contract Extension - Adopt Resolution No. 13819 to:
1) Authorize, approve, and direct the Mayor to execute, on behalf of the city, Contract No.
2025-188-COS-A1 with Kutak Rock LLP, to extend Contract No. 2025-188-COS for the term of
December 2, 2026, through Decernber 1, 2027, for an amount of $80,000.
2) Authorize the City manager or designee to execute any other documents and take such
other actions as are necessary to carry out the intent of this Resolution.
BACKGROUND
In October of 2025, the City of Scottsdale issued a Request for Proposal (RFP] 26RFP014
seeking qualified consultants to provide state lobbying services. The solicitation requested
support for the City's Government Relations Department in developing and advocating for the
City's position on proposed state legislation, administrative rulemaking, and other actions
taken by the Arizona Legislature, Governor's Office, and statewide agencies.
During the formal RFP process, 22 firms or individuals downloaded the solicitation, and the
City received three proposals. Following the comprehensive evaluation, the Evaluation
Committee recommended Kutak Rock LLP for the retained state lobbying contract. On
December 2, 2025, City Council adopted Resolution 13555, which authorized Contract No.
2025-188-COS with Kutak Rock LLP for state lobbying services. The contract has a one-year
initial term and the option to renew for up to four additional oner-year terms.
City Council approved this contract with the stipulation that it return before council for
renewal. This approval is for the second year of the contract.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE,
MARICOPA COUNTY. ARIZONA, APPROVING CONTRACT NO. 2025-188-
COS-A1, A ONE-YEAR EXTENSION TO AN EXISTING CONTRACT WITH
KUTAK ROCK LLP.
WHEREAS, the city has a need for state lobbying services; and
WHEREASj Kutak Rock LLP was selected by the city to provide this service under
Contract No. 2025-188-COS (the “Contract”); and
WHEREAS, the city desires to extend the Contract for the term of December 2, 2026,
through December 1, 2027, for an amount of $80,000; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, Maricopa
County, Arizona, as follows:
Section 1. The City Council hereby authorizes, approves and directs the Mayor to
execute, on behalf of the city. Contract No. 2025-188-COS-A1 with Kutak Rock LLP to extend the
Contract for the term of December 2, 2026, through December 1,2027, for an amount of $80,000.
Section 2. The City Council hereby authorizes the City Manager or designee to execute
any other documehts and take such other actions as are necessary to carry out the intent of this
Resolution.

By signing below, you agree to the following:
Contract terms and conditions require current certificates of insurance to be on file with the City
during the contract term. Failure to do so may render this extension void. The required insurance limits
are listed in the original contract.
