City Council Report | Community Event Funding Program
ANALYSIS & ASSESSMENT
Events are an important component of Scottsdale's overall image and its product. They help
increase national and international visibility for Scottsdale as a desirable tourist destination and
enhance quality of life.
The Community Event Funding Program supports events that are locally significant, enhance quality
of life, and provide unique experiences for in-market visitors. The maximum funding amount per
event is $27,500.
On September 15, 2026, the Tourism Development Commission recommended funding the Million
Dollar Breakaway, and the Scottsdale Symphonic Orchestra, each in an amount up to $8,500.
City staff have evaluated the application to identify the benefits for the city and the local tourism
industry. The marketing and promotional benefits provide direct consideration substantially equal
to the proposed city's expenditure.
Following the conclusion of the event, the producer will provide the city with a post-event report
evaluating the producer's performance under the event funding agreement and the benefits
achieved for the city and the public. If the producer does not meet the funding criteria established
in the agreement, the funding amount will be reduced accordingly, consistent with the terms of the
agreement.
Community Involvement
Discussion regarding this event took place at the Tourism Development Commission meeting on
September 15, 2026.
RESOURCE IMPACTS
Available Funding
The recommended city investment is up to $17,000 for the Community Event Funding agreements.

evaluation and verification of the cost of the work, and any invoices, change orders, payments or
claims submitted by the Producer or any of Producer’s payees in accordance with the terms of
the contract. The City’s authorized representative must be given access, at reasonable times and
places, to all of the Producer's records and personnel in accordance with the provisions of this
Section throughout the term of this contract and for a period of 3 years after last or final payment.

the Event at a City park or right-of-way or on other City land. If Producer desires use of City
resources, then Producer must pursue those City resources through normal processes. Without

available, even if the City resources are discussed in this Agreement or are necessary to conduct
the Event in the manner contemplated by this Agreement. Without limitation, this Agreement does
not authorize any use of any land or facilities owned, controlled or operated by City or any third
party. Producer shall not use such land or facilities without first entering into separate contracts
for such use. City has not promised Producer any such contracts or use. This Agreement is not a
promise to make City venues or other resources available for the Event. Any use of City property
for the Event would require a separate contract. If Producer enters into any other agreements with
City, including without limitation agreements for the same event, for other events, or for use of
city venues or resources for any event, then any violation of this Agreement or any of the other
agreements by Producer shall be a violation by Producer of all such agreements and this

evaluation and verification of the cost of the work, and any invoices, change orders, payments or
claims submitted by the Producer or any of Producer’s payees in accordance with the terms of
the contract. The City’s authorized representative must be given access, at reasonable times and
places, to all of the Producer’s records and personnel in accordance with the provisions of this
Section throughout the term of this contract and for a period of 3 years after last or final payment.

with this Section in a written agreement between Producer and subcontractor; or obtaining the
relevant documents from the subcontractor.

Producer to the City in excess of 1% of the total contract billings, the cost of the City’s audit, but
not exceeding the amount of the overcharge, will be reimbursed to the City by the Producer. Any
adjustments and/or payments which must be made as a result of any audit or inspection of the

the Event at a City park or right-of-way or on other City land. If Producer desires use of City
resources, then Producer must pursue those City resources through normal processes. Without
limitation. City’s support of the Event is not a commitment that such City resources will be
available, even if the City resources are discussed in this Agreement or are necessary to conduct
the Event in the manner contemplated by this Agreement.
If Producer enters into any other agreements with
City, including without limitation agreements for the same event, for other events, or for use of
city venues or resources for any event, then any violation of this Agreement or any of the other
agreements by Producer shall be a violation by Producer of all such agreements and this
paragraph shall be deemed to be included in all such other agreements. If any other such
agreement imposes on Producer different requirements than this Agreement, then the stricter
requirements shall apply.

The Scottsdale Symphonic Orchestra is a Scottsdale-based 501(c)(3) nonprofit
organization with a demonstrated record of producing high-quality, large-scale
cultural events for residents and visitors. Since its founding, the orchestra has
grown into an established community arts organization presenting a full season of
orchestral concerts, chamber music performances, and related educational and
community programs.
f
During the 2025-2026 season, the organization successfully produced six full-
orchestra concerts and three free chamber music performances, coordinating i
professional artistic leadership, more than 75 musicians, guest artists, venue I
operations, ticketing, marketing, audience services, production logistics, and
financial management. This experience directly supports the City’s expectation that
event producers manage required approvals, insurance, operational
responsibilities, and contractual obligations.
The organization is led by founder, Executive Director, and Board President Denise
Wilson, who oversees strategic planning, fundraising, budgeting, marketing, I
partnerships, and event execution. Denise holds a Bachelor of Music in
Performance from the University of Southern California and previously founded
and directed an instrumental music program serving students in grades 5-12.
During her seven-year tenure, she produced numerous concerts and coordinated
international performance tours involving complex artistic, financial, and logistical
planning.
Artistic Director Kin “Desmond” Siu provides artistic leadership and directs the
orchestra’s programming and performances. An award-winning conductor and
violinist, he brings extensive performance experience, strong musical leadership,

Description of Event
The Scottsdale Symphonic Orchestra's 2026-2027 season, In Motion: A Kaleidoscope of
Sound, Energy and Emotion, will present six full-orchestra concerts at the Scottsdale Center
for the Performing Arts. Through programs inspired by rhythm, imagination, celebration, 1
connection, exploration, and discovery, the season will combine symphonic masterworks,
contemporary music, film and popular repertoire, guest artists, and engaging educational
elements designed to welcome both experienced concertgoers and audiences who are new to
orchestral music.
Each performance is designed as a distinct cultural event while contributing to a cohesive i
season that strengthens Scottsdale’s identity as an arts and culture destination. The concerts
will be open to the public and are projected to attract approximately 4,000 attendees over the
course of the season, including Scottsdale residents, visitors from surrounding communities, !
seasonal residents, and out-of-state guests.
The season will generate direct and indirect economic activity in downtown Scottsdale.
Audience members attending afternoon concerts frequently combine their visit with dining,
shopping, museum visits, and other activities in the surrounding district. The orchestra also
directs event expenditures to local and regional businesses, including performance and
rehearsal venues, production providers, printers, photographers, videographers, advertisers,
hospitality vendors, and other professional services. By presenting six concerts throughout the
year rather than a single isolated event, the season creates repeated opportunities to bring
patrons into downtown Scottsdale and support nearby businesses.
i
The Scottsdale Symphonic Orchestra is committed to producing the season in a financially and
operationally sustainable manner. The organization is supported by a dedicated volunteer
orchestra, an engaged Board of Directors, professional artistic and administrative leadership,
ticket revenue, individual donations, sponsorships, grants, and in-kind support. This diversified
model reduces reliance on any single funding source and allows the organization to direct
resources toward high-quality artistic programming while maintaining affordable admission.
Environmental and operational sustainability are also incorporated into event planning. The
orchestra uses digital ticketing, electronic musician communications, online registration,
targeted digital advertising, and reusable signage whenever practical. Programs and other
printed materials are produced in quantities based on anticipated attendance to reduce waste.

Presenting performances at an established professional venue also allows the orchestra to use
existing infrastructure, audience services, accessibility features, parking resources, and
production systems rather than creating temporary facilities for each event.
i
Community accessibility remains central to the season. The orchestra maintains affordable
ticket prices and provides discounted or complimentary admission for students, veterans, and I
individuals facing financial barriers. Our Behind the Baton pre-concert presentations help i
audiences understand the music, composers, and historical context before each performance,
making the concert experience more engaging and approachable.
Beyond the mainstage season, the orchestra extends its impact through free chamber music
performances, outreach activities, and opportunities for community, professional, and
advanced student musicians to participate in meaningful artistic experiences. These programs
foster connection, reduce isolation, support lifelong learning, and create opportunities for
musicians and audiences from different backgrounds and generations to come together :
through live music. !
The 2026-2027 season will contribute to Scottsdale's quality of life by providing accessible,
professionally produced cultural experiences that inspire community pride, encourage repeat
visitation, support local economic activity, and strengthen the city's reputation as a vibrant
destination for arts and culture.

Scottsdale Community Event Funding Grant Application
Does your event have a charitable component?
\
Yes. As a 501(c)(3} nonprofit organization, the Scottsdale Symphonic Orchestra is committed
to ensuring that participation in Scottsdale’s cultural life is not limited by income, age, or
personal circumstance. The 2026-2027 season includes several charitable access initiatives
that make live orchestral music available to residents who might otherwise be unable to attend.
The orchestra plans to provide up to 100 complimentary tickets for each mainstage
concert to veterans, individuals experiencing financial hardship, and community members
served through nonprofit and social-service partners. This program ensures that the cost of
admission does not prevent residents from experiencing a professional-quality orchestral
performance in their own community.
Charitable components include;
Veteran and military-family access: Through the orchestra’s partnership with Vet Tix,
complimentary tickets are made available to veterans, active-duty service members,
and their families. These experiences promote connection, appreciation, and shared
time with family and community.
♦ Affordable student access: Students may attend concerts for $10, reducing financial
barriers for young people and encouraging lifelong engagement with orchestral music. \
« Free chamber music performances: The Scottsdale Chamber Music Series presents
intimate, high-quality performances at no cost to the public, expanding access beyond
the ticketed mainstage season. \
Educational enrichment: Free Behind the Baton pre-concert presentations introduce
audiences to the music, composers, and cultural context of each program. These
sessions make orchestral music more understandable and welcoming, particularly for
first-time attendees.
Opportunities for musicians: The orchestra provides community, professional, and I
advanced student musicians with meaningful opportunities to rehearse and perform
substantial orchestral repertoire in a supportive environment. Financial assistance is
offered when cost would otherwise prevent participation, such as during our Arizona
Chamber Music Weekend.
These initiatives are integrated into the orchestra’s operations rather than treated as a
separate, one-time charitable activity. They advance the organization's mission to transform
lives by providing musicians and audiences with equitable access to a welcoming and
reimagined orchestral experience.
