Boardmember Winstanley arrived at the meeting at 4:42pm
Planner II Kwasi Abebrese presented Case ZON26-00454 for Superstition Springs Honda, a
design review request to allow the construction of an approximately 4,392-square-foot
automotive detail building at an existing automobile sales facility. The approximately 4.6-acre
project site is located west of Superstition Springs Boulevard, along the south and east sides of
East Auto Park Drive, within the Superstition Springs Auto Park Development Plan. The site
currently serves as a vehicle display area for the existing Honda dealership located to the east
and is bordered by automobile sales facilities to the south and east. (See Attachment 1 Page 1
through Page 4)
The proposed development includes a 4,392-square-foot automotive detail building with 10
detail bays located at the southeast corner of the site. Vehicle display areas are proposed along
the north and west sides of the building. A 10-foot masonry screening wall is proposed along the
north side to screen the detail bays, overhead garage doors, and vehicle display areas from the
public right-of-way. Primary access to the site is provided from East Auto Park Drive, with
additional cross-access proposed along the east side to connect the project site to the adjacent
Honda dealership. (See Attachment 1 Page 5 through Page 6)
Mr. Abebrese explained that the project provides the required 12 parking spaces, along with 399
vehicle display spaces. The proposed site plan incorporates landscaped foundation areas,
landscaping around parking areas, and landscape yards along East Auto Park Drive and the
southern and eastern property boundaries. The landscape plan includes a variety of trees and
shrubs selected from the approved Superstition Springs Auto Park Development Plan
landscape palette, including fruitless olive, evergreen elm, southern live oak, mulga acacia,
willow acacia, red yucca, pink muhly grass, and dwarf oleander. (See Attachment 1 Page 7
through Page 8)
The proposed building design incorporates stucco in white and gray tones, split-face concrete
masonry units with an integral purple-beige color, and blue metal wall panels. Mr. Abebrese
reviewed the building elevations and explained the proposed screening measures along the
building's various sides. The north elevation will be screened by the proposed 10-foot masonry
wall, which will help conceal the overhead garage doors and detail bays from public view. The
south and east elevations are adjacent to existing automobile sales facilities, including Toyota to
the south and Honda to the east. These elevations will be screened by existing six-foot and
eight-foot masonry walls, as well as existing buildings. The west elevation will face the vehicle
display areas and will be the only building façade visible from East Auto Park Drive. This
elevation primarily features metal wall panels and stucco. (See Attachment 1 Page 8 through
Page 11)
Mr. Abebrese also presented a perspective rendering illustrating the proposed building, the 10-
foot masonry screening wall along the northern portion of the building, and the planned
landscaping. Following the presentation, staff requested the Board's review and decision
regarding the proposed site plan, building design, and landscape plan. Staff recommended
approval of the request subject to conditions and offered to answer questions from the Board.
(See Attachment 1 Page 12 through Page 13)
The Board added a condition of approval, which states:

• Provide the split face CMU on the screen wall all the way up rather than be coated in
stucco, with the vertical posts remaining as they are.
Chairperson Astle motioned to approve ZON26-00454 "Superstition Springs Honda Detail
Building," and was seconded by Boardmember Udall.
Upon tabulation of votes, it showed:
AYES – Astle– Dunlop – Lynam – Udall – Winstanley
NAYS – None
ABSENT– Circello
Chairperson Astle declared the motion carried unanimously by those present.
3. Discussion Items:
3-a. DRB25-00684. “Gateway Crossing,” 36.8± acres located at the southwest corner of East
Williams Field Road and State Route 24. Design Review of a Large Commercial Development
including a 166,000± square foot major tenant building, two shops buildings totaling 27,950±
square feet, and two Hotels with approximately 212 total rooms. (District 6) (See Attachment
2)
Senior Planner Kellie Rorex presented Case DRB25-00684 for Gateway Crossing, a design
review request for an approximately 37-acre commercial development located at the southwest
corner of East Williamsfield Road and State Route 24. The proposed development includes two
hotels totaling 212 rooms, two shopping buildings, an anchor retail store, a fuel station, and
conceptual drive-through pads, comprising more than 355,000 square feet of commercial space.
(See Attachment 2 Page 1 through Page 6)
Ms. Rorex reviewed the proposed landscape plan, which includes a variety of trees and shrubs
throughout the site, including landscaping along Williams Field Road, the eastern property
boundary, the fuel station, and the parking areas. Staff noted that a 100-foot SRP easement
along the eastern boundary limits landscaping in certain areas. The fuel station landscaping
meets the Mesa Zoning Ordinance requirement of 10% site landscaping. (See Attachment 2
Page 7 through Page 15)
The proposed building designs incorporate various materials, including EIFS, cultured stone
veneer, fiber cement cladding, CMU, metal panels, and wood. Staff presented elevations and
renderings of the two hotels, shopping buildings, anchor store, fuel station, and proposed site
walls. The development incorporates a consistent color scheme and similar wall designs
throughout the site. (See Attachment 2 Page 15 through Page 19)
Ms. Rorex explained that the applicant requested alternative compliance for several design
requirements, including shared architectural characteristics among buildings, the number and
percentage of exterior building materials, parapet detailing, and fuel station design standards.
The requests vary by building and elevation, with certain façades not meeting the required
minimum of three distinct materials or exceeding the maximum allowable percentage of a single
material. (See Attachment 2 Page 20 through Page 42)
Ms. Rorex concluded by requesting the Board's review and recommendation regarding the
design of the five buildings and fuel station, the landscape plan, and the applicant's alternative
compliance requests. (See Attachment 2 Page 43 through Page 46)

Page 4
The Design Review Board made recommendations based on the Staff presentation.
Ms. Rorex provided the following summary of the Board’s recommendations:
• Consider additional shade coverage over plaza areas
• The elm trees in the open space between the two drive-thrus should be placed in larger
planters or the artificial turf should be scaled back to allow those trees to mature
• Review and update where necessary the lighting plan and conflicts with landscaping
• Consider larger parking lot landscape islands within the anchor’s parking field
3-b. DRB26-00277. "Waffle Flower Expansion Design Review," 2.5± acres located approximately
700± feet east of the northeast corner of North Higley Road and East Thomas Road. Design
Review of an 18,000± square foot industrial building. (District 5) (See Attachment 3)
Planner II Tulili Tuiteleleapaga-Howard presented Case DRB26-00277 for Waffle Flower
Warehouse, a design review request to construct an approximately 18,000-square-foot
industrial building on a vacant 2.5-acre site located east of Higley Road, north of Thomas Road,
and west of 54th Street. The proposed site plan includes 19 parking spaces and a serenity
garden in the northeast corner of the property. (See Attachment 3 Page 1 through Page 7)
Ms. Tuiteleleapaga-Howard reviewed the proposed landscape plan, which includes trees such
as mulga, willow acacia, and palo verde, along with shrubs and ornamental grasses. The project
also includes an eight-foot-tall perimeter wall to provide screening and privacy. To enhance the
streetscape, additional landscaping is proposed along the Thomas Road and 54th Street
frontages, including enhanced corner landscaping, planters, and annual flowers designed to
complement the serenity garden. (See Attachment 3 of Page 8)
The proposed building materials include painted masonry and CMU, alabaster-colored EIFS
cladding, and metal panels. The perimeter wall materials include brick veneer and stucco . Ms.
Tuiteleleapaga-Howard presented the building elevations and renderings, including views of the
primary entrance and proposed screening wall along Thomas Road and 54th Street. (See
Attachment 3 Page 9 through Page 14)
Ms. Tuiteleleapaga-Howard concluded the presentation by requesting the Board's review and
recommendation regarding the proposed building elevations, landscape design, and perimeter
wall design. (See Attachment 3 of Page 15)
The Design Review Board made recommendations based on the Staff presentation.
Ms. Tuiteleleapaga-Howard provided the following summary of the Board’s recommendations:
3-c. DRB26-00327. "Val Vista Oil," 0.5± acres located approximately 250± feet north of the
northeast corner of South Val Vista Drive and East Southern Avenue. Design Review of a
3,356± square foot Minor Automobile Service facility. (District 2) (See Attachment 4)
Planner II Tulili Tuiteleleapaga-Howard presented Case DRB26-00327 for Val Vista Oil, a
design review request to construct a 3,356-square-foot minor automobile repair facility on an
approximately half-acre site located at the northeast corner of Southern Avenue and Val Vista
Drive, within an existing commercial development. The proposed facility would operate as a
two-bay oil change business and include a 2,200-square-foot main floor, an approximately

1,156-square-foot internal pit area, and six on-site parking spaces. (See Attachment 4 Page 1
through Page 7)
Ms. Tuiteleleapaga-Howard reviewed the proposed landscape plan, which incorporates existing
and new trees and shrubs. The building design includes split-face and articulated CMU, ribbed
and board-and-batten steel panels, and corrugated steel roofing. Renderings and elevations
were presented to illustrate the proposed building's appearance from Val Vista Drive and within
the development. (See Attachment 4 Page 8 through Page 12)
Staff requested review of the Alternative Compliance request for wall articulation, building
materials, and colors. To address wall articulation requirements, the applicant proposed painted
wire mesh trellis panels with climbing bougainvillea in areas where windows and doors were not
feasible. Additional requests relate to the use of metal paneling as a primary exterior material,
corrugated steel roofing, the requirement for at least three distinct building materials, and the
limitation on any single material covering more than 50% of a building façade. Ms.
Tuiteleleapaga-Howard noted that the proposed metal siding would exceed the 50% threshold
on all four elevations. (See Attachment 4 Page 13 through Page 17)
Ms. Tuiteleleapaga-Howard concluded the presentation by requesting the Board's review and
recommendation regarding the proposed building elevations, landscape design, and Alternative
Compliance requests.
The Design Review Board made recommendations based on the Staff presentation.
Ms. Tuiteleleapaga-Howard provided the following summary of the Board’s recommendations:
• Introduce a secondary color palette into one of the metal siding panels.
• Raise the split-face CMU base to differentiate the wainscot on the main body.
• Replace the Chilean Mesquite with Velvet Mesquite or Honey Mesquite.
3-d. ZON26-00542. "Boeing Warehouse," 3.2± acres located approximately 1,500± feet north of the
northeast corner of North Greenfield Road and East McDowell Road. Alternative Compliance of
a 35,000± square foot industrial warehouse building. (District 5) (See Attachment 5)
Planner II Charlotte Bridges presented Case ZON26-00542 for a proposed Boeing warehouse,
requesting Alternative Compliance to construct a 35,000-square-foot, single-story warehouse on
the Boeing campus, located near the northeast corner of Greenfield Road and McDowell Road.
The proposed warehouse is situated east of the existing Boeing Fabrication Building and the
previously reviewed Phase Two expansion. Ms. Bridges noted that the warehouse is not
expected to be visible from Greenfield Road. (See Attachment 5 Page 1 through Page 5)
The site plan includes three access points from Greenfield Road, two of which currently exist,
while the third is proposed with the Phase Two expansion. Internal drive aisles will connect the
access points and provide circulation around the warehouse. The landscape plan
accommodates the security requirements of the facility, including a 100-foot-wide secure, visible
area surrounding the building. (See Attachment 5 Page 6 through Page 8)
Ms. Bridges reviewed the building elevations and materials, noting that the warehouse consists
entirely of metal construction, with horizontal metal panels along the lower portion of the walls,
vertical metal panels on the remaining wall surfaces, and metal roofing with a different profile.
Renderings shown illustrated the warehouse's placement in relation to the existing fabrication
buildings and internal drive aisles. (See Attachment 5 Page 9 through Page 13)

Design Review Board
October 13, 2026
Page 6
Staff requested review of the Alternative Compliance for several design requirements, including
façade articulation, roof articulation, exterior building materials, and building entrances. To
provide visual interest, the design incorporates contrasting horizontal and vertical metal panels,
raised panel detailing around personnel doors and overhead doors, and awnings above certain
entrances. The building will primarily be used for storage rather than regular employee
occupancy, resulting in minimal entrances consisting of personnel doors. The proposed
entrances do not meet the standard requirements for entrance depth and horizontal area. (See
Attachment 5 Page 13 through Page 17)
Ms. Bridges concluded the presentation by requesting the Board's review and recommendation
regarding the Alternative Compliance requests and offered to answer questions.
The Design Review Board made recommendations based on the Staff presentation.
Ms. Bridges provided the following summary of the Board’s recommendations:
4. Staff update.
No staff update.
5. Adjourn.
Without objection, the Design Review Board adjourned at 5:52 p.m.
I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the Design
Review Board meeting of the City of Mesa, Arizona, held on 13th day of October 2026. I further certify
that the meeting was duly called and held and that a quorum was present.
