I. PURPOSE 
This retention incentive plan addresses challenges in recruiting and retaining juvenile detention 
officers. 
II. PLAN 
A. Eligibility:  
1. Regular status juvenile detention officers, juvenile detention assessment officers, 
juvenile detention officer supervisors, and juvenile detention probation officer 
supervisors within the Maricopa County Juvenile Probation Department who are 
meeting performance expectations as of 4/22/2026. 
B. One-Time Payments: 5% of base rate 
C. Repayment Clause: Employees who received a juvenile detention retention incentive 
and voluntarily separate from employment must repay all retention incentives received in 
the last 12 months prior to their separation. Employees should contact Human Resources 
to determine repayment terms. 
D. Funding: Within departments’ existing budget.
