PETITION FOR ADOPTION OF A RESOLUTION DECLARING THE INTENTION TO FORM 
A FIELDHOUSE COMMUNITY FACILITIES DISTRICT

The undersigned owners (hereinafter referred to as “Petitioners”) of all or a portion of the real property 
described herein, acting in accordance with the provisions of Title 48, Chapter 4, Article 6, Arizona 
Revised Statutes, as amended (hereinafter referred to as the “Act”), humbly request the [City Council of 
the City of Buckeye, Arizona / Board of Supervisors of Maricopa County, Arizona] (hereinafter referred 
to as the “Governing Body”) to adopt a resolution (hereinafter referred to as the “Resolution”) declaring 
its intention to establish a community facilities district (hereinafter referred to as the “District”). 
In light of this petition, the Governing Body is hereby requested to adopt the following: 
I. The name of the District to be “Field house Community Facilities District [No. 1 (City of Buckeye) / 
No. 2 (Maricopa County)]”. 
II. The District to be formed and exist pursuant to the terms and provisions of the Act, as modified, 
waived, or restricted by agreements to be entered into by and among Petitioners, the [City / County], and 
the District. 
III. The District shall encompass an area of approximately [869 acres for the City (including annexed 
state land) / 279 acres for the County] of land, which shall be wholly within the corporate boundaries of 
the [City / County]. The District shall be composed of the land described in the legal description provided 
in Exhibit A, which is hereby incorporated for all purposes. 
IV. The primary objectives of the District are to finance, acquire, construct, operate, and maintain public 
infrastructure, including but not limited to earthwork, utilities, roads, parking, field substructures, water 
management systems, solar energy zones, stormwater systems, and other related improvements as 
outlined in the General Plan attached hereto as Exhibit B. Additionally, the District may acquire land as 
authorized under A.R.S. § 48-709. 
V. A General Plan for the District, as mandated by A.R.S. § 48-702, is attached hereto as Exhibit B and 
incorporated herein by reference. 
VI. A Preliminary Financing Plan, as required by A.R.S. § 48-702, is attached hereto as Exhibit C and 
incorporated herein by reference. 
VII. The District Board shall consist solely of the members of the Governing Body, ex officio. This 
ensures that the [City / County] retains full responsibility for bond issuance and sales under A.R.S. § 
48-719 and § 48-720, without the involvement of developer-appointed members. 
VIII. The Petitioners collectively own at least twenty-five percent (25%) of the land area proposed to be 
included in the District. Furthermore, there are no qualified electors residing within the proposed District 
boundaries as of the date of this Petition. 
IX. This Petition serves as a complete application for the formation of the District, as per A.R.S. § 
48-702. It includes the following information: 
a. Description of the Applicant: Field house of AZ LLC is an Arizona limited liability company 
established to develop the Field house of AZ project, a 1,148-acre mixed-use sports, entertainment, 
hospitality, education, and athlete-development campus. The primary contact is Rob, located in Nassau 
Bay, Texas, US. The Applicant has extensive experience in large-scale development projects and is

advised by legal representatives, engineers, architects, and financial consultants who have expertise in 
similar developments. 
b. The Petition signed by the owners as required. 
c. The General Plan, as Exhibit B. 
d. The Preliminary Financing Plan, as Exhibit C. 
X. The Petitioners request that the Governing Body convene a public hearing within sixty (60) days of 
submitting this application to consider the application. Subsequently, the Resolution should be adopted, 
declaring the intention to establish the District.

Subject to current taxes, other assessments, reservations in patents, and all easements, rights of way, 
encumbrances, liens, covenants, conditions, restrictions, obligations, and liabilities as recorded, the 
District proposes to finance, acquire, construct, operate, and maintain public infrastructure necessary for 
the Fieldhouse of AZ project. This infrastructure includes earthwork, utilities (water, sewer, power), 
roads, parking (over 12,000 spaces), field substructures, solar energy zones, water management systems, 
wide-access internal roadways, fiber-optic digital infrastructure, landscaped plazas, event staging areas, 
and stormwater systems. These improvements will support the overall 1,148-acre development but will be 
limited to public infrastructure benefiting the District.

                                                              GENERAL PLAN 
The General Plan for the proposed Field house Community Facilities District [No. 1 (City of Buckeye) / 
No. 2 (Maricopa County)] outlines the public infrastructure to be financed, acquired, constructed, 
operated, and/or maintained by the District. This plan is based on A.R.S. § 48-702(D)(3) and A.R.S. § 
48-701(13). The public infrastructure is limited to eligible improvements that provide public benefits 
within the District, such as water, sewer, drainage, streets, parking, and related facilities. Private facilities, 
like stadiums, hotels, arenas, or other non-public improvements, are not included in this plan and will be 
funded separately. 
The District will finance, acquire, construct, operate, and maintain essential public infrastructure to 
support the development of the Field house of AZ project. This 1,148-acre mixed-use campus will include 
sports, entertainment, hospitality, education, and athlete-development facilities. Eligible public 
infrastructure includes earthwork and grading for site preparation, utilities such as water supply, sewer 
systems, and power distribution, roads and wide-access internal roadways for vehicular and pedestrian 
circulation, parking facilities with over 12,000 paved parking spaces, field substructures like drainage and 
foundational elements for public recreational areas, and water management systems including stormwater 
retention, drainage, and flood control. 
Solar energy zones will be established to generate sustainable power, benefiting public facilities. 
Additionally, a fiber-optic digital infrastructure will be installed for campus-wide connectivity. These 
improvements will be integrated with landscaped plazas, event staging areas, and other public amenities. 
The improvements will be designed and constructed in compliance with applicable city, county, and state 
standards, including those from the City of Buckeye and Maricopa County engineering departments. 
The public infrastructure improvements will be located entirely within the boundaries of the District, as 
outlined in Exhibit A. The City District encompasses approximately 869 acres (540 acres currently in city 
limits and 329 acres of annexed state land), while the County District covers 279 acres. The 
improvements will be phased across the site as follows: 
- The central and eastern portions of the site will be focused on infrastructure supporting the outdoor 
sports complex, including fields, a track, and an aquatics facility. 
- The northern and western areas will be served by utilities and roadways that support the hospitality and 
administrative zones. 
- Parking, stormwater systems, and solar zones will be distributed throughout the site to enhance 
accessibility and sustainability. 
Specific locations will align with the sequenced construction map in the attached Construction 
Timeline.pdf. The Infrastructure Phase, which will take place from Months 6 to 15, will ensure that all 
work is confined to the District’s legal boundaries to maximize public benefit. 
Estimated costs for these improvements are not provided in the text. 
The estimated costs for the public infrastructure, as outlined in the Construction Timeline.pdf, are 
$350,000,000. These costs include: 
- Earthwork and grading: $100,000,000 
- Utilities (water, sewer, power): $80,000,000 
- Roads and internal circulation: $50,000,000 
- Parking facilities: $40,000,000 
- Field substructures and drainage: $30,000,000 
- Water management and storm-water systems: $20,000,000

- Solar energy zones and fiber-optic infrastructure: $20,000,000 
- Contingencies and engineering: $10,000,000 
Please note that these costs are preliminary and subject to adjustment based on final engineering, bids, 
and inflation. The District may acquire land for these improvements as authorized under A.R.S. § 48-709, 
and the costs associated with land acquisition will be included in the above estimates if necessary.

EXHIBIT C 
                                              PRELIMINARY FINANCING PLAN 
The Preliminary Financing Plan for the proposed Field house Community Facilities District [No. 1 (City 
of Buckeye) / No. 2 (Maricopa County)] is outlined in accordance with A.R.S. § 48-702(D)(4). This plan 
details the sources and uses of funds for the public infrastructure described in Exhibit B. The repayment 
of these funds will be secured solely by revenues generated within the District, such as ad valorem taxes 
or special assessments. 
As a separate political subdivision under A.R.S. § 48-701 et seq., the District’s obligations do not impose 
any liability or burden on the City of Buckeye or Maricopa County. This is confirmed by A.R.S. § 48-719 
(general obligation bonds) and § 48-720 (revenue bonds). It’s important to note that the debts issued by 
the District are not backed by the full faith and credit of the sponsoring jurisdiction. 
The primary sources of funds for the District will be the proceeds from the issuance of tax-exempt general 
obligation bonds or special assessment bonds. The estimated aggregate amount of these bonds is up to 
[$755,000,000 for the City District / $527,000,000 for the County District]. These funds represent 
approximately 60% of the total completed project value, which is allocated by acreage, as per the debt 
limitation in A.R.S. § 48-708. The issuance of these bonds will be phased to align with construction 
milestones. Additionally, the tax-exempt status of the bonds will comply with federal IRS regulations, as 
outlined in §§ 141-150, which are applicable to public infrastructure. The Governing Body, acting as the 
District Board, will be responsible for the issuance and sales of these bonds under A.R.S. § 48-719 and § 
48-720. 
Developer contributions from Field house of AZ LLC, including impact fees, equity investments, or 
advances repayable from bond proceeds, are considered. 
Potential intergovernmental agreements, grants, or reimbursements from state or federal sources (e.g., for 
water management or solar infrastructure) are also evaluated if available. 
Revenues from special assessments or ad valorem taxes levied solely within the District boundaries, as 
authorized by A.R.S. § 48-722 (unlimited tax rate for debt service), are considered. 
The funds are allocated for specific purposes. 
- Acquisition, construction, and installation of public infrastructure, as outlined in Exhibit B, will receive 
$350,000,000. This allocation is proportionally distributed based on acreage, with approximately 
$266,000,000 allocated to the City District and $84,000,000 allocated to the County District. 
- Bond issuance costs, including underwriting fees, legal expenses, credit enhancements, and reserves, are 
estimated to be 2-5% of the bond amount, totaling up to $64,000,000. 
- Administrative expenses for District formation and operations, including engineering, permitting, and 
maintenance post-construction, are allocated. 
- Debt service reserves (e.g., 10% of annual debt service) and contingency funds for delinquencies are 
also considered. 
- The operation and maintenance of completed infrastructure will be funded initially from bond proceeds 
and subsequently from District taxes and assessments. 
The repayment structure and feasibility of these funds are evaluated. 
Bonds will have a term of up to 30 years, with interest rates projected to be between 4% and 6% (tax-
exempt). The annual debt service for the maximum bond amount is estimated to be approximately 
$83,300,000, which will be covered by District-specific taxes and assessments. The debt service coverage 
ratio will be 1.25x to ensure safety. 
Repayment will be secured by ad valorem property taxes, which will be based on an assessed value of 
approximately $384,778,130 at completion. This value will be determined using Arizona’s 18%

commercial assessment ratio. Special assessments will also be levied on benefiting properties, but these 
will decline over time with a 2% annual tax base growth. No tax rate cap will apply under A.R.S. § 
48-722. 
The plan ensures self-sufficiency by ensuring that revenues from the District’s high-value development, 
such as enhanced property values from tourism and events, will fully cover repayment without the need 
for city or county funds. In the event of default, remedies, such as tax liens, will only apply within the 
District. 
The total project cost is estimated to be $1,643,325,342. However, District financing is limited to public 
infrastructure portions, while private elements will be funded by the developer.

The Fieldhouse of Arizona ownership and leadership team comprises a diverse and highly experienced 
group of professionals with backgrounds spanning large-scale operations, real estate development, 
athletics, business management, and technology. Collectively, the team possesses decades of hands-on 
experience managing complex projects, leading organizations, and developing community-focused 
programs. 
Fieldhouse of Arizona Executive Summary 
Since its inception, The Fieldhouse of Arizona LLC has set ambitious goals. Their mission is to give back 
to the community, regardless of income or personal challenges. To achieve this, they sought an 
environment and atmosphere that would foster a sense of community and belonging. 
After years of searching, the City of Buckeye emerged as the perfect fit. The City of Buckeye offers not 
just a location but a vibrant cultural environment that aligns with the Fieldhouse of Arizona’s vision. 
Through various events and activities catering to all ages, the City of Buckeye embodies growth and a 
thriving spirit that shows no signs of slowing down. 
The Fieldhouse of Arizona presents a comprehensive overview of its facility, highlighting its public 
resources, open amenities, and cutting-edge technologies. The facility aims to serve both the public and 
private sectors by bringing innovative resources and various industries together to create a cohesive and 
enjoyable environment for generations to come. 
The project site, situated approximately 3.5 miles West of Sun Valley Parkway, will encompass around 
718 acres of privately owned land. The overall complex will be owned and operated by the Fieldhouse of 
AZ, a private company. The Fieldhouse of AZ aims to create a destination sports park that can 
accommodate club sports, regional, and national tournaments.

In collaboration with the City of Buckeye, we will dedicate fields and resources for the City of Buckeye 
to utilize for their year-round park and recreation program. These public fields will be available for the 
City of Buckeye’s use, subject to their discretion, while Fieldhouse of AZ will maintain all fields and 
oversee their operations. 
The sports complex will feature public trails, open play areas, covered ramadas, and open multi-purpose 
areas for public use. The specific details of these areas will be finalized with the City of Buckeye’s 
Managers and Council members. Our primary objective is to ensure that public usage takes precedence 
while still allowing for private events. 
As an integral part of the overall development, we will incorporate an entertainment area that includes 
restaurants, hotels, and other supporting infrastructure. The purpose of this area is to enhance the services 
offered at the complex and provide a family-friendly entertainment environment for the surrounding 
residents. This section of the project will generate jobs and revenue for the City of Buckeye and Maricopa 
County. 
Both the sports and entertainment areas will present opportunities to utilize cutting-edge renewable 
resource technologies. Implementing water and waste recycling processes will significantly reduce the 
burden on the City of Buckeye for a project of this magnitude. 
We’ve met with various youth programs across Buckeye and surrounding cities to understand their needs, 
which have been carefully considered and incorporated into the park’s design. Additionally, we’ve had 
multiple conversations with Ottawa University College to explore the possibility of collaborating on this 
project. Our commitment is to continue working with them on various fronts. One of these areas is the 
potential to provide internship opportunities for their students in sports medicine, business management, 
and journalism. 
As with any significant undertaking, we recognize the need for a diverse team of experts to fulfill the 
project’s requirements. Fieldhouse of AZ has recognized this and has assembled individuals with specific 
strengths to exceed all expectations. Their meticulous recruitment efforts have given Fieldhouse of AZ an 
edge that many sports, businesses, and public sectors aspire to have. 
President Jamie Aldrete will oversee all aspects of the park’s development and construction, utilizing 
strategic delegation and direct, hands-on involvement. Jamie will collaborate closely with project 
partners, consultants, and contractors at every level to ensure accountability, quality control, and timely 
execution throughout the entire development process. Jamie has cultivated strong relationships with local 
and nationwide contractors and service providers over the years. 
Jamie has also established long-standing relationships with local sports clubs, high school coaches, and 
athletic organizations across the West Valley. These connections will play a crucial role in the successful 
activation and long-term operations of the park. As an active majority owner, Jamie will be actively 
involved in the day-to-day oversight of operations, the overall vision and aesthetics of the facility, and the 
management of all employees. This ensures that the project is executed to the highest professional and 
community standards. 
Vice President of Operations Raymond Jojola will support Jamie in this endeavor. 
Raymond, the Vice President, oversees the organization’s overall experience, with a special focus on 
delivering exceptional, end-to-end journeys for athletes, coaches, and families. His primary responsibility 
is to manage and enhance every stage of their interaction with the brand, ensuring each touch point is 
seamless, personalized, and memorable. 
Raymond’s deep understanding of customer needs and expectations, informed by extensive market 
research and continuous feedback from various touch points, enables him to identify opportunities for 
improvement and develop strategies that elevate the overall experience. He collaborates closely with

cross-functional teams, working with marketing to shape clear and compelling communication strategies 
and with product development to ensure offerings evolve in response to the needs of athletes, coaches,

Beyond his organizational responsibilities, Raymond is highly active within the club sports community.

tenant recruitment, league partnerships, and ongoing programming throughout the facility. 
As a long-time first responder, Raymond will oversee all medical and emergency response coordination, 
including on-site medical services, safety protocols, and coordination with local emergency agencies to 
ensure the highest standards of athlete, staff, and guest safety. 
Oleg, a seasoned professional with a strong background in real estate, development, and project 
management, excels at creating environments that not only enhance operational performance but also 
elevate the customer experience. As the Vice President of Facilities, Oleg plays a pivotal role in shaping 
and executing the physical vision of the organization. 
In 2019, Oleg founded and took on the role of Managing Broker at One Real Estate—a residential real 
estate investment and brokerage business. Under his leadership, the company has established itself as a 
client-centric organization, prioritizing long-term relationships and delivering exceptional results. 
Oleg’s extensive experience extends to underwriting commercial real estate projects and hands-on

level, experience-driven environment for athletes, coaches, and their families. 
Beyond development, Oleg is dedicated to optimizing the overall experience, driving customer 
satisfaction, identifying operational efficiencies, and supporting growth initiatives that strengthen the 
business. 
Chief Executive Officer Aaron Franklin 
Aaron’s exceptional leadership at every level of command is crucial for the successful operation of a 
large-scale, multi-purpose sports campus. To maintain consistent standards, accountability, and 
operational excellence throughout the park, Fieldhouse of AZ requires an experienced and decisive 
executive leader. Aaron embodies this leadership. 
For over two decades, Aaron has managed multi-million-dollar restaurant operations as the owner of 
Ballpark Pizza. Additionally, he continues to provide consulting services to emerging businesses across 
Arizona, assisting them in scaling operations, building teams, and implementing efficient management 
structures. Aaron’s extensive experience in team-building and operational leadership is invaluable to the 
project. 
He has developed a clear hierarchical management structure that divides the park into distinct operational 
zones, facilitating an efficient chain of command. Supervisors are empowered to own and manage their 
respective areas, enabling managers and staff to remain highly focused, responsive, and accountable 
within their specific responsibilities. This leadership approach ensures smooth daily operations, rapid 
issue resolution, and a consistently high standard of performance across all areas of the Fieldhouse of AZ 
campus.

Chief Operations Officer: 
The Fieldhouse of AZ will appoint a COO at the appropriate stage of development and operations. The 
COO will oversee the day-to-day execution of operational tasks, manage staff, schedule activities, and 
monitor facility performance. They will collaborate closely with the President and Vice President to 
support efficient scaling and long-term operational success. 
Chief Financial Officer: 
The Fieldhouse of AZ will hire a CFO at the appropriate stage of development and operations. The CFO 
will be responsible for financial strategy, budgeting, accounting, reporting, compliance, and investor 
relations. They will work closely with executive leadership to ensure financial discipline, transparency, 
and long-term sustainability. 
Chief Technical Officer: ED Bonner 
ED will spearhead the technology vision, strategy, and execution for Fieldhouse of AZ, ensuring that all 
technology platforms directly support operational efficiency, athlete experience, safety, and long-term 
scalability. With 26 years of experience in IT support and technology management, Ed Bonner brings 
proven leadership across intricate, multi-facility environments. Ed will oversee and integrate all core 
technology systems, including facility access control, video surveillance and security monitoring, point-
of-sale (POS) systems, scheduling and booking platforms, ticketing and event management, network 
infrastructure (Wi-Fi, fiber, and redundancy), and data analytics and reporting systems. These platforms 
will support various functions, including leagues, tournaments, concessions, retail, memberships, staffing, 
and overall campus operations. 
Responsibilities will include cybersecurity and data protection, system uptime and redundancy, vendor 
selection and contract management, technology budgeting, and regulatory compliance. Ed will ensure that 
all systems are scalable across different phases of development and future expansion. Working closely 
with the President, Vice President, CFO, COO, and Player Development leadership, the CTO will 
leverage advanced analytics and performance data to support operational decision-making, revenue 
optimization, athlete development insights, and continuous improvement across the Fieldhouse of AZ 
campus. 
Chief Compliance Officer Joe Naperkowski 
Joe is responsible for overseeing the organization’s compliance framework, governance standards, and 
risk-management practices across all aspects of the Fieldhouse of AZ operations. This role ensures 
adherence to applicable federal, state, and local laws, regulations, and contractual obligations, including 
those related to employment, safety, financial, and public-private partnerships. Joe will develop, 
implement, and monitor compliance policies and procedures; manage audits and regulatory reviews; and 
coordinate with external legal counsel, auditors, and government agencies as needed. The role also 
includes compliance oversight related to bonds, funding agreements, vendor contracts, insurance 
requirements, and operational licenses. Joe will work closely with the CEO, CFO, COO, and other 
executive leaders. The CCO will proactively identify and mitigate compliance risks, provide training and 
guidance to staff, and ensure a culture of accountability, transparency, and ethical conduct throughout the 
organization. 
The Fieldhouse of AZ will hire a General Manager at the appropriate stage of development and 
operations. This role will oversee day-to-day staffing and operational execution across the facility. The 
GM will work closely with the COO to manage scheduling, staff supervision, training, and performance 
standards, ensuring efficient operations and a consistently high-quality experience for athletes, staff, and 
guests. The GM will collaborate with all Directors of Sports to plan, coordinate, and execute various 
sports-related events, including scheduling fields and courts, coordinating staffing and officials, aligning 
operational needs, and ensuring seamless event delivery across all sports and programs. The GM will also 
support facility readiness, event execution, and operational performance metrics, serving as a crucial link 
between executive leadership and onsite teams.

The Fieldhouse of AZ leadership team has assembled a diverse and complementary set of experiences 
spanning development, construction, athletics, technology, hospitality, and day-to-day facility operations. 
This internal expertise forms a solid foundation for planning and managing a multi-purpose sports and 
entertainment complex. However, the ownership group acknowledges that a project of this magnitude and 
complexity—especially one intended to integrate with public uses and long-term community goals—
should not be underestimated. 
In light of this, Jamie Aldrete, along with the Fieldhouse of AZ partners, has determined that responsible 
project planning and execution necessitate the involvement of experienced external counsel throughout all 
development phases. These phases include feasibility analysis, design, infrastructure planning, 
construction, activation, and ongoing operations. The advisory partners engaged for this project were 
carefully selected based on their direct experience with large-scale, multi-use developments and their 
understanding of the practical challenges, risks, and best practices associated with such projects.

outset and that its long-term operations align with the project’s stated mission, public commitments, and

coordination, and delivery methods suitable for a project of this size and scope. Their involvement assists 
in aligning the project vision with feasibility, constructability, budget discipline, and phased 
implementation. This guidance supports informed decision-making related to cost control, scheduling, 
and long-term operational considerations, helping to reduce development risk and promote responsible 
stewardship of both private and public interests. 
Sportsman Solutions Management & Consulting – Sports Facility & Operations Advisory (Jake Shandri) 
Sportsman Solutions Management & Consulting provides specialized advisory support for sports-driven 
facilities. Their focus is on programming strategy, operational flow, event activation, and the long-term 
usability of fields and courts. This perspective ensures that facility design and operations align with the 
needs of athletes, families, clubs, and event organizers, while balancing community access with 
competitive and tournament use. 
Byrne & Jones – Site, Infrastructure & Civil Advisory (Joe Shuit) 
Byrne & Jones contributes advisory expertise in site development, civil infrastructure, and the long-term 
performance of outdoor and multi-use environments. Their involvement involves evaluating grading, 
drainage, surface systems, and supporting infrastructure with an emphasis on durability, safety, and life 
cycle cost considerations. This guidance is particularly relevant for facilities expected to experience year-
round use and high traffic volumes. 
Atmosphere Architects – Drawings & Engineering (Tim Boyle & Mike Hudson) 
Atmosphere Architects brings a refined, performance-driven approach to their involvement, supporting 
various stages of facility design, including Master Planning, Feasibility Studies, Schematic Design, 
Design Development, Rev It-Based Construction Documents, Value Engineering, Contractor Procurement 
Support, and Construction Administration.
