Minutes of the study session of the Development Review Commission, of the City of Tempe, was held in Council Chambers 31 East Fifth Street, Tempe, Arizona Present: City Staff Present: Chair Andrew Johnson Jeff Tamulevich, Director, Community Development Vice Chair Michelle Schwartz Ryan Levesque, Deputy Director, Community Development - Planning Commissioner Barbara Lloyd Diana Kaminski, Principal Planner Commissioner Linda Spears Lucas Jensen, Planner Commissioner Joe Forte Warren Rivera, Planner Commissioner Larry Tom Joanna Barry, Administrative Assistant Commissioner Stefan Richter Absent: Alt Commissioner Rhiannon Corbett Alt Commissioner Charles Redman Alt Commissioner Robert Miller 1) CALL TO ORDER: Hearing convened at 5:51 p.m. and was called to order by Chair Johnson 2) REVIEW OF REGULAR MEETING AGENDA CONSIDERATION OF ANNUAL REPORT: 2A) 2025 Development Review Commission Annual Report REVIEW OF PROJECTS ON NOVEMBER 18, 2025 REGULAR MEETING AGENDA Item #3A – ASHLEY FURNITURE ADDITION (PL230212) – on consent Item #3B – KYRENE COMMERCEPLEX (PL250277) – to be heard Item #4A – KUBISKO RESIDENCE (PL250334) – on consent Item #5A – LUX HOLDINGS MDPP (PL250166) – ITEM PULLED FROM AGENDA AT APPLICANT’S REQUEST. TO BE HEARD AT A FUTURE (TBD) DRC MEETING. Item #5B – APACHE (CHARACTER AREA 4) PLAN (PL250166) – on consent 3) PROJECT UPDATES BY STAFF (CITY COUNCIL ACTION ITEMS): Ryan Levesque, Deputy Director, Community Development - Planning, advised the Commission that the City Council approved two Code Text Amendments and staff is preparing for their effective date at the end of the year. He advised that they also approved the Dorsey Station project. Mr. Levesque advised the Commission that an appeal was filed on the 2105 South Terrace Road project that was heard by the Commission at the October 28th DRC meeting. He stated that the appeal will be heard by the City Council on January 8, 2026.
