Commission Chair Dawn Hocking called the meeting to order at 7:33 a.m. 
 
Agenda Item 1 – Public Appearances 
The following email was sent from Nolan Williams regarding agenda item 4.  
 
“I'm writing to suggest the commission consider parking reform which would do the following: 
1) Remove parking requirements entirely within the downtown core 
2) Remove parking requirements entirely on all student housing projects and affordable housing projects (one 
benchmark for inclusion of affordable housing could be the use of LIHTC funds) 
3) Remove parking requirements for all projects that are within a half mile of a rail transit stop or within a 
transit corridor. I think these reforms would yield significant cost savings on new affected projects, and would 
translate to lower costs for renters. Additionally, these are exactly the sorts of projects which need parking less, and 
any developer who expected a higher need for parking would simply overpark the minimum standards (as ASU 
regularly does). Please consider this proposal in this or future meetings” 
 
Katie Boligitz spoke about agenda items 3, 4 and 6. She recommended that the City use the money collected from 
traffic enforcement camera citations to improve intersections. Regarding item 4, she stated that Phoenix’s transit-
oriented development (TOD) vs. Tempe’s overlay district has lower minimum requirements in the TOD. She said that 
she loved the plans for the Western Canal Multi-Use Path Project and that there needs to be an elevated path on 
Wendler.  
 
Agenda Item 2 – Minutes 
Dawn Hocking introduced the minutes of the September 9, 2025 meeting of the Transportation Commission and 
asked for a motion for approval.

Agenda Item 3 – Traffic Enforcement Cameras 
Mike Hayes and Thomas Haubold made a presentation about traffic enforcement camera violations. Topics included: 
• 
Red light violations 
• 
Intersection speed violations 
• 
Mobile camera speed violations 
• 
Average monthly violations 
 
Discussion included mobile cameras in school zones, business owned vehicle citations, rental car agency violations, 
and the difference between Verra and Flock technology systems. 
 
Agenda Item 4 – Private Development Parking   
Ryan Levesque made a presentation about private development parking regulations. Topics included: 
• 
Downtown Tempe parking regulations 
• 
Phoenix and Tempe parking standard comparison

Tempe’s parking related transportation management programs 
 
Discussion included the process of updating the code, available funding for a consultant, and the City’s decision to 
have developers add more parking.  
 
Agenda Item 5 – Downtown Parking 
This agenda topic was moved to the December 9 meeting.  
 
Agenda Item 6 – Western canal (48th Street to I-10) Preliminary Design Project 
Lindsay Post presented a refined preliminary design for the project. Topics included:

Discussion included fences separating the path for the neighborhood, rest nodes and amenities like water fountains.

Eric Iwersen stated that federal grant money for three transportation - related projects is moving forward and are 
expected to be released to the City.
