CITY OF TEMPE Meeting Date: 01/08/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B5 ACTION: Approve a tri-party agreement with the City of Tempe, Masis Staffing, and the Tempe Community Action Agency that will continue the Tempe Works Program, a program that assists unsheltered individuals with temporary and permanent employment opportunities. FISCAL IMPACT: The total cost of the contract will not exceed $145,824. Sufficient funds have been appropriated in the General Fund, Cost Center 2944 (Tempe Works) for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Award the contract. BACKGROUND INFORMATION: (T26-015-01) The City established a one-year contract with four, one-year renewal options to expand its homelessness prevention initiative by entering into a public- private partnership with Masis Staffing and the Tempe Community Action Agency (TCAA). The purpose of this Agreement is to enable the City, Masis Staffing, and the Tempe Community Action Agency to continue a collaborative employment program within the City of Tempe. The Program is intended to expand access to temporary and permanent employment opportunities for eligible individuals, as determined by the Parties and in compliance with all applicable federal, state, and local laws. Employment may include work performed for the City, including its Public Works and Community Services Departments, as well as other locations throughout the City, including private employers. Under this three-party Agreement, Tempe Community Action Agency and the City will fund the Program, with Tempe Community Action Agency providing screening and participant assistance, and Masis Staffing facilitating employment placements. The Parties will work cooperatively to support the program, including application processing, job screening, initial training, provision of uniforms, supplies, and required safety equipment, as well as workers’ compensation and liability coverage, and other necessary requirements to meet the minimum qualifications for assigned positions. The Tempe Community Action Agency will designate a Program Coordinator to serve as a liaison and supervisor for the program, working directly with case managers, participants, Masis Staffing, and the City. The City will also provide housing subsidies and supportive services to program participants, including the use of funds available through the Tenant-Based Rental Assistance Program, subject to applicable eligibility requirements, funding availability, and established program priorities.
