ACTION:  Award a one-year contract with four, one-year renewal options to Page, Wolfberg & Wirth, 
LLC, for the purchase of qualified legal services to provide comprehensive compliance support for 
municipal ambulance operations.
FISCAL IMPACT:  The total cost of this contract will not exceed $150,000. Sufficient funds have been 
appropriated in the Emergency Medical Transportation Fund, Cost Center 2991 (Emergency 
Transportation Service Operations), for anticipated expenditures during the current fiscal year and future 
fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contract.
 
BACKGROUND INFORMATION:  (RFP 26-029) The City issued a Request for Proposals (RFP) to 
establish a contract for the purchase of qualified legal services to provide comprehensive compliance 
support for municipal ambulance operations through an initial one-year contract. The selected firm will 
deliver specialized legal counsel focused on ambulance service regulations and Health Insurance 
Portability and Accountability Act (HIPAA) compliance requirements. This engagement encompasses 
ongoing advisory services and detailed compliance assessments to ensure the City maintains full 
regulatory adherence across all ambulance service operations.
Evaluation Process
The RFP was published on August 25, 2025, to all registered firms for this commodity area. A total of 
28 firms downloaded the solicitation from the City’s e-procurement portal, resulting in the submission of 
one (1) proposal from the following firm.

The proposal was reviewed and scored by a committee comprised of Fire Medical Rescue, City 
Attorney’s Office, and Procurement staff. The evaluation criteria are noted in the following table:

Summary
The evaluation committee recommends awarding the contract to Page, Wolfberg & Wirth, LLC, as the 
firm determined to have submitted the most advantageous offer. Page, Wolfberg & Wirth, LLC, has 
demonstrated a strong ability to meet the scope of work outlined in the RFP and has extensive 
experience providing the required services.
