ACTION:  Award two-year contracts, with three, one-year renewal options, to Arizona Electric Supply 
and Wesco Distribution, Inc. for the purchase of arterial LED streetlight fixtures.
FISCAL IMPACT:  The total cost of the two-year contracts will not exceed $700,000. Sufficient funds 
have been appropriated in the Traffic Signal Fund (CIP 6908399 – Street Light LED Replacement 
Program) for the anticipated expenditures in the current fiscal year and future fiscal years, contingent 
upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contracts.
 
BACKGROUND INFORMATION:  (RFP 26-033) The City issued a Request for Proposal (RFP) to 
establish a term contract for the purchase of arterial lighting fixtures used for street lighting.  The City 
specified LED powered models based on General Electric’s streetlight specifications that meet the light 
output of existing light fixtures.
The intent of this procurement is to further the City’s asset management program and support 
sustainability by adding a contract that allows for the purchase of energy efficient and environmentally 
friendly streetlights.  The fixtures will be used to replace the lower efficiency fixtures when they reach 
the end of their useful life. 
LED lighting technology has improved greatly over the last several years and now represents a viable 
solution for street lighting needs of the City. LEDs are environmentally friendly and have lower power 
consumption (80% of electrical energy is converted to light) and contain no mercury. Additionally, LEDs 
have a long life (approximately 20 years) which reduces maintenance associated with lamp replacement 
generating long term savings for the City.
    
Evaluation Process 
The RFP was published on September 29, 2025, to all registered firms for this commodity area.  A total 
of 75 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission 
of three proposals from the following firms.


SolarMax LED, Inc.

Wesco Distribution Inc.
The responses were reviewed and scored by a committee comprised of Transportation Maintenance 
and Procurement staff in accordance with the evaluation criteria shown below.

*Pricing for Solar Max LED is a partial proposal.  Pricing for AZ Electric and Wesco is the sum of one each of the 8 different 
models.  
Recommendation: 
After careful review, the evaluation committee recommends awarding contracts to AZ Electric 
Supply and Wesco Distribution for the purchase of GE or GE equivalent streetlights.  Both vendors 
meet the requirements of the RFP.  AZ Electric is low bid for six lighting products and Wesco is low 
bid for two lighting products.  Both firms will receive awards for their respective low bid items as 
shown in the tables below:
