REQUEST FOR COUNCIL ACTION

ACTION:  Approve an increase to the contract amount with Paradigm Traffic Systems, Inc., for the 
purchase of traffic control equipment.
FISCAL IMPACT:  The total cost of the contract will increase by $200,000 to a new total of $499,999.  
Sufficient funds have been appropriated in the General Fund 69 (Traffic Signals), Cost Center 6906209 
(New Signals/Safety Upgrades) for anticipated expenditures in the current and future fiscal years 
contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract increase.
 
BACKGROUND INFORMATION:  (T23-131-01) On April 10, 2023, City Council awarded a two-year 
contract to Paradigm Traffic Systems, Inc. (previously known as Econolite) for the purchase of traffic 
signal equipment and vehicular detection systems that enhance traffic flow via traffic signals.  The 
detection systems utilize ground sensors or radar to monitor vehicular traffic as well as camera options 
that can detect pedestrians, bicycles, and other advanced options.  The traffic signal control equipment 
is expandable to include integration with software solutions to ensure optimal traffic signal operations, 
reducing travel times and congestion while increasing safety.  
This contract was renewed for a second two-year term in April of 2025.  The additional increase 
requested is due to a miscalculation of spend anticipated for the two-year renewal period.  The additional 
amount will cover ($200,000) expenses through the renewal period ending in April of 2027.
