ACTION:  Approve a one-year contract renewal with SL-Serco, Inc. for consulting services in support 
of the City’s automated water meter reading system.
FISCAL IMPACT:  The total cost of this contract will not exceed $140,000. Sufficient funds have been 
appropriated in the Water and Wastewater Fund, Cost Center 3002 (Water - Admin), for anticipated 
expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval 
of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewal.
 
BACKGROUND INFORMATION:  (T23-108-01) On December 15, 2022, City Council approved a 
contract for consulting services with SL-Serco to support the City’s Automated Water Meter Reading 
Software known as Tennon. The initial contract award was for two years with three, one-year renewal 
options. If approved, this will be the second of three available renewal options.
Public Works and Financial Services utilize Tennon with SL-Serco’s support to access and organize 
automated water meter data. This data is critical for staff’s support of customer service situations and to 
provide water-related data for planning water infrastructure improvements and future rates.
The consultant will provide the following services: 
• Project management
• Technical support and meter consulting
• Business intelligence data services
• Tennon System setup (development / training)

Renewal Pricing
SL-Serco, Inc. has agreed to renew the contract with no increase in pricing.
