ACTION:  Award a two-year contract, with three, one-year renewal options, to AP Fire Protection; 
Midstate Mechanical, LLC; and Metro Fire + Security for the purchase and repair of backflow prevention 
assemblies.
FISCAL IMPACT:  The total cost of the two-year contract will not exceed $600,000. Sufficient funds 
have been appropriated in the Water and Wastewater Fund, Cost Center 3028 (Environmental – 
Compliance) for the anticipated expenditures during the current fiscal year and future fiscal years, 
contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contracts.
 
BACKGROUND INFORMATION:  (RFP 26-030) The City issued a Request for Proposal (RFP) to 
establish a term contract for the purchase of backflow prevention assemblies including inspection, 
testing, and repair services to supplement staff capacity for these activities.  The backflow prevention 
assemblies  that will be purchased include a variety of models to ensure the City has proper resources 
to maintain each of the City’s approximately 715 backflow preventers.  
Evaluation Process 
The RFP was published on September 10, 2025, to all registered firms for this commodity area.  A total 
of 44 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission 
of six proposals from the following firms:  


Everon, LLC

Fire Securities Electronics and Communications Inc. (FSEC Inc.) 

Metro Fire + Security

Midstate Mechanical, LLC

Titan Alarm Inc.
The proposals were reviewed and scored by a committee comprised of Environmental Services and 
Procurement staff in accordance with the evaluation criteria shown below.

Recommendation: 
The evaluation committee recommends awarding contracts to AP Fire Protection, Midstate 
Mechanical and Metro Fire + Security for the purchase of backflow prevention assemblies, including 
inspection, testing and repair services.
A multiple award is recommended to ensure ample resources are available for the inspection, 
testing and repair of the City’s significant inventory of backflow assemblies.  This will minimize risk 
of down time and ensure the continuation of operations.  The three firms are qualified to perform 
these services and are the highest scoring firms.
