ACTION:  Award a pre-construction services contract to Felix Construction Company for Project No. 
3205018D2 – Wellhead Treatment – Well 10.
FISCAL IMPACT: The contract amount is $146,873.72. Funds to cover this contract, related costs, 
and any future addenda are appropriated in Fiscal Year 2025/26 and future years, contingent upon City 
Council’s approval of the City’s annual budget, in the Capital Improvement Project No. 3205099 (Wells 
– Asset Maintenance and New Production).
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION: The Water Utilities Division of the Public Works Department 
maintains groundwater well assets to meet emergency supply needs and to provide supplemental supply 
when needed. This project will install new treatment systems to address future regulatory requirements, 
as well as additional equipment, piping, electrical, controls and an associated building on the expanded 
site at Well 10.
This contract is for pre-construction services.
