REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution to accept and disburse grant funds made available from the United Spay 
Alliance Summerlee Sustainable Solutions Grant Program for the City of Tempe Community Cat Colony 
Management Spay/Neuter program. (Resolution No. R2026.02)
FISCAL IMPACT:  The total amount of the grant award funds is $6,000. Sufficient budget appropriation 
for expenditure of these grant funds was authorized in the Restricted Revenue and Donations Fund 
(Fund 44) as part of the Fiscal Year 2025-2026 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.02.
 
BACKGROUND INFORMATION:  Founded in 1988, the United Spay Alliance Summerlee 
Foundation is a mission-driven, proactive organization dedicated to the support of animal protection. In 
September 2025, the United Spay Alliance notified the City of Tempe Community Cat Colony 
Management Program that it was selected for participation in the Summerlee Sustainable Grant 
Program to strengthen and expand community cat spay/neuter efforts in Tempe. The City of Tempe was 
awarded $6,000 in grant funds; to receive the grant funds, staff members from the City of Tempe 
Community Cat Colony Management Program were tasked with attending the Summerlee Sustainable 
Solutions Grant Program 2025 Cohort, which was successfully completed by staff in November 2025. 
Grant funds in the amount of $6,000 were disbursed in December 2025 following successful completion 
of the program.
