RESOLUTION NO. R2026.02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA, TO ACCEPT AND DISBURSE 
GRANT FUNDS FROM THE UNITED SPAY ALLIANCE 
SUMMERLEE 
SUSTAINABLE 
SOLUTIONS 
GRANT 
PROGRAM FOR THE TEMPE COMMUNITY CAT 
COLONY MANAGEMENT PROGRAM.
WHEREAS, the City of Tempe (“City”) applied to the United Spay Alliance Summerlee 
Sustainable Solutions Grant Program in July 2025 for funding to support spay and neuter efforts 
as part of Tempe’s Community Cat Colony Management Spay and Neuter Program; and
WHEREAS, in September 2025, the Summerlee Sustainable Solutions Grant Program 
notified the City of their intent to award Tempe Community Health and Human Services 
Community Cat Colony Management Program a total of $6,000 in grant funds to help offset cat 
spay and neuter program costs, and to advance Tempe’s Trap-Neuter-Release (TNR) Strategy; and
WHEREAS, the City desires to accept the Summerlee Sustainable Solutions Grant 
Program grant funds in accordance with the terms set forth in the grant award letter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA, hereby:
1.
Accepts the grant award from the United Spay Alliance Summerlee Sustainable 
Solutions Grant Program in the amount of $6,000 to be distributed to the following Community 
Health and Human Services Department Program:
Community Cat Colony Management Spay and Neuter Program
($6,000)
2.
Authorizes related expenditures to specified Community Health and Human 
Services Department programs to pay for the deliverables as outlined in the grant award letter 
dated September 2025.
3.
Gives authority to the City Manager, Community Health and Human Services 
Department Director, or designee to act as the agent of the City of Tempe to conduct all 
negotiations, execute and submit all documents, including but not limited to applications, 
agreements, amendments, billing statements, and any other necessary or desirable instruments in 
connection with such funding.
