ACTION:  Adopt a resolution authorizing the Mayor or designee(s), to execute an Intergovernmental 
Agreement between the Phoenix Police Department and the Tempe Police Department memorializing 
parties’ agreement to work together to assist the Arizona Internet Crimes Against Children Task Force 
and Tempe Police Department to accept grant funds to assist in the investigation, prosecution, and deter 
deterrence of the possession, production and distribution of unlawful images depicting minors and 
utilization of the internet to seek children as sexual victims, in alignment with the Intergovernmental 
Agreement between the Phoenix Police Department and the Tempe Police Department approved by 
City Council on August 18, 2022 (Contract No. C2022-184). (Resolution No. R2026.04) (Item/Material

FISCAL IMPACT:  The Tempe Police Department could receive up to $12,325 in grant funding. This 
potential grant award will supplement the Tempe Police Department’s existing General Fund budget 
appropriation. Sufficient budget appropriation for expenditure of this potential grant was authorized in 
the Police Grants and Restricted Revenue Fund (Fund 45) as part of the fiscal year 2025-26 adopted 
budget.
RECOMMENDATION:  Adopt Resolution No. R2026.04.
 
BACKGROUND INFORMATION:  The purpose of this Agreement is to memorialize parties’ 
agreement to work together to assist the Internet Crimes Against Children (ICAC) Task Force in its effort 
to investigate, prosecute, and deter the possession, production, and distribution of unlawful images 
depicting the sexual exploitation of minors and the utilization of the internet to seek children as sexual 
victims.
The national policy objectives for ICACs are to 1) increase the investigative capabilities, including 
effectiveness and efficiency, of law enforcement officers in the detection, investigation of qualifying 
offenses and the apprehension of offenders; 2) increase the number of ICAC qualifying (state and 
federal) offenses being prosecuted; 3) create a multi-agency task force response to ICAC offenses; 4) 
enhance the nationwide response to ICAC offenses; and 5) develop and deliver ICAC public awareness 
and prevention programs.
