ACTION:  Approve one-year contract renewals with the companies noted below for repair and 
maintenance services related to the upkeep of City facilities. Firms recommended for renewal include:

Development; Diversified Flooring; DMS DBA Hernandez Companies; ELS Construction; East Valley 
Disaster Services, Inc.; Fabiani Painting and Decorating; Fluoresco Services, LLC; Flynn Bec LP; GTI 
Contractors LLC; B2B Direct Sales DBA The HVAC Co; Invader Pest Management, Inc.; Kowalski 
Construction Inc.; Solar Art Metro Tint; Midstate Mechanical; Norcon Industries; PLG LLC; Progressive

FISCAL IMPACT:  Total combined cost of these 42 contracts shall not exceed $7,700,000 during the 
one-year contract period. Sufficient funds have been appropriated in the General Fund, Cost Center 
1871 (Facilities Services), and various Capital Improvement Projects, where applicable, for the 
anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council 
approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewals.
 
BACKGROUND INFORMATION:  (T22-001) On January 13, 2022, City Council approved a three-
year award to 55 qualified trades contractors. Since that time, 13 of these suppliers have not renewed 
due to lack of business or poor performance. If approved, this renewal will be the second of three, one-
year renewal options available. 
The services covered by these contracts are for the routine repair and maintenance of structures and 
buildings and include the following service categories:
