ACTION: Award a construction contract to Felix Construction Company for Project No. 3205025D – 
Well Improvements Phase II – South Tempe Water Treatment Plant - Drilling Well 15 and 15R - GMP

FISCAL IMPACT: The construction contract amount is $5,916,435.57 and the contingency is 
$600,000. Funds to cover this contract, related costs and any future addenda are appropriated in Fiscal 
Year 2025/26 and future years, contingent upon City Council approval of the City’s annual budget, in 
Capital Improvement Project No. 3205099 (Wells Asset Maintenance + New Production).
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION: The Water Utilities Division of the Public Works Department 
maintains groundwater well assets to meet emergency supply needs and to provide supplemental supply 
when needed. Well 15, located on the South Tempe Water Treatment Plant (STWTP) campus, has 
exceeded its useful life and requires redrilling and replacement. This project will drill and install a new 
production well (15) at a new location within the campus, and drill a recharge well (15R) adjacent to the 
existing well 15. The recharge well will allow available water to be stored in the aquifer to be used in the 
future. Final equipping design and construction of the wells will be completed after this drilling phase of 
the project is completed.
This contract is for construction phase services for drilling wells 15 and 15R at STWTP.
