Project Description 
 
Pure Balance Pilates is proposing a new Pilates Studio within the southern portion of the Priest 
Drive Business Center (South PD Center), which consists of two buildings, on Priest Drive south 
of Auto Drive in Tempe, Arizona. The vicinity of the project is shown in Figure 1. The site will 
be located as shown in Figure 2. The proposed project will occupy approximately 6,511 square 
feet of currently vacant tenant space that was formerly occupied by the Cosmo Prof retail tenant. 
The Pilates Studio will include approximately 3,311 square feet of fitness area and 3,200 square 
feet of service space (i.e. hair salon/estheticians). The commercial center is served by three existing 
access points and 104 parking spaces. The purpose of this parking analysis is to determine the 
parking needs/requirements of the existing and proposed land uses and ensure adequate parking is 
available for South PD Center with the proposed project. 
 
The author of this report is a registered professional engineer (civil) in the State of Arizona having 
specific expertise and experience in the preparation of parking analyses. 
 
 
Study Methodology 
 
The following tasks were undertaken in order to analyze and evaluate the development¶V parking 
requirements: 
 
x A review of the site was performed to determine the types and sizes of existing land uses, 
verify the number of existing parking spaces, and identify distinct parking zones. 
x Friday and Saturday parking demand counts were taken between 6:00 AM and 10:00 PM 
in order to document the existing parking demand at South PD Center. 
x A review of City of Tempe (COT) parking requirements was performed to determine the 
parking ratios for the existing and proposed land uses and the total required parking spaces 
for the site. 
x A shared parking (interaction) evaluation was completed for the project site. 
x Peak parking demand analysis was performed using Urban Land Institute (ULI) guidelines. 
x The parking ratios and required number of parking spaces to meet the highest peak period 
parking demand were determined based on Institute of Transportation Engineers (ITE) 
Parking Generation, 6th Edition, 2023 guidelines.

Existing Development 
 
South PD Center is an existing commercial center located on the west side of Priest Drive, South 
of Auto Drive in Tempe, Arizona. The South PD Center comprises the southern half of the overall 
PD Center, which shares an internal parking and circulation network with the northern half. It 
should be noted that cross-access was not recorded between the North and South PD Centers as 
part of the parking demand counts due to the feasibility of obtaining such counts. South PD Center 
is served by 104 parking spaces, which can be divided into four distinct parking zones based on 
drive aisles and site layout, as shown in Figure 3.  
 
Parking Zone 1 encompasses the northeast parking area of South PD Center. Zone 1 consists of 32 
total parking spaces, two of which are handicap accessible. Parking Zone 2 serves the northwest 
area of the site and is comprised of 16 parking spaces. Zone 3 is located on the southwest area of 
the site and includes 15 parking spaces. Zone 4 contains 41 parking spaces, including three ADA 
compliant spots. Zone 4 encompasses the south and southeast parking area of South PD Center. 
Additionally, several parking spaces along the west side of the site are covered/reserved employee 
parking to ensure adequate availability for staff during business hours. 
 
The two existing buildings within the South PD Center provide approximately 25,736 square feet 
of business space. Currently, 19,225 square feet of that space is occupied by an existing clinic, a 
fitness center, a rug store, and office space while 6,511 square feet are vacant. A summary of the 
types and sizes of the South PD Center tenants and number of parking spaces that serve them is 
provided in Table 1.

In order to analyze and evaluate the existing parking demand at South PD Center, parking demand 
counts were conducted from 6:00 AM to 10:00 PM on Friday and Saturday in September 2025. 
Parked vehicles in four distinct zones were counted every five minutes during the evaluation 
period. 
 
Tables 2 and 3 show the number of observed parked vehicles by zone summarized in five (5) 
minute intervals. The yellow highlighted row in each table emphasizes when the peak parking 
demand occurred. Complete parking demand data is shown in the appendix.  
 
As shown in Tables 2 and 3, a peak parking demand of 20 occupied spaces was observed at South 
PD Center on Friday between 9:25 AM and 9:35 AM and on Saturday between 9:05 AM and 9:35 
AM. 
 
With 104 available parking spaces at South PD Center, there was a surplus of approximately 84 
parking spaces during a typical Friday and Saturday at the time of peak parking demand. 
Approximately 20% of the existing parking spaces were utilized on Friday and Saturday at the 
time of peak parking demand. 
 
Parking utilization data collected at South PD Center indicates that overall parking demand 
remains well below capacity. During Friday and Saturday counts, field observations recorded a 
maximum of eight vehicles in Zone 1, one vehicle in Zone 2, eight vehicles in Zone 3, and nine 
vehicles in Zone 4. With available supplies of 24 parking spaces in Zone 1, 15 parking spaces in 
Zone 2, and 32 parking spaces in Zone 4, none of these zones exceeded 53 percent occupancy at 
any time.  
 
While South PD Center has a total leasable floor area of 25,736 square feet, approximately 6,511 
square feet of space is currently vacant. In other words, at the time of the vehicle parking counts, 
only 19,225 square feet of the development was occupied with a Friday and Saturday peak parking 
usage of 20 parking spaces. The existing parking ratio of South PD Center can be calculated as 
follows:

The parking ratio for the existing site, not including the vacant lot, is approximately 1 parking 
space per 961 square feet of occupied gross floor area (GFA). This calculated parking ratio is based 
exclusively on the portion of South PD Center that was operational at the time of the parking 
demand count, does not include the vacant tenant space, and does not include the proposed Pilates

South PD Center is comprised of two buildings and offers 104 parking spaces. There are four 
current businesses occupying space within the commercial center and one vacant space that will 
serve the future Pilates Studio. 
 
The City of Tempe provides parking requirements for various land uses, as found in Section 4-603 
³3DUNLQJ Ratios´ of the Zoning and Development Code. Tempe land use descriptions and 
accompanying parking ratios that are relevant to South PD Center are shown in Table 4. Tempe 
parking ratios were applied to the gross floor area of each tenant space to determine the total 
minimum number of parking spaces required by the city as shown in Table 5.  
 
In order to establish a zone by zone parking analysis, Zones 1 and 2 are designated to serve the 
northern half of the South PD Center, which includes Velocity National and the future Pilates 
Studio. Zones 3 and 4 are intended to serve the southern half of the center, which contains Summit 
Medical, Thai Boxing, and Arizona Rug. 
 
In accordance with City of Tempe guidelines, in the case of fractional results when calculating 
parking requirements, fractions or decimals equal to or greater than one-half (½ or 0.5) of a whole 
number shall be rounded up to the next whole number. In compliance with City of Tempe 
guidelines, the fractional parking requirement for each use is added together prior to rounding to 
determine the total required parking for South PD Center. This rounding approach was applied to 
all tables throughout the report where applicable.

As shown in Table 5, South PD Center requires 127 parking spaces to serve all the existing and 
proposed Pilates Studio, based on City of Tempe requirements. As the site is proposed to have 104 
parking spaces available, this results in a deficit of 23 parking spaces. 
 
The results shown in Table 5 also indicate that the proposed site has a parking ratio of 
approximately 1 space per 247 square feet of occupied GFA per the City of Tempe Zoning and 
Development code. This is nearly 3.9 times higher than the parking ratio that is currently observed 
on site based on parking count data (i.e. 1 space per 961 square feet). Applying the observed 
parking ratio of 1 space per 961 square feet to the entire 25,736 square feet of the South PD Center 
would yield a total parking requirement of 27 parking spaces, which is 77 spaces fewer than the 
104 spaces currently provided. 
 
 
Shared Parking Evaluation 
 
The City of Tempe determines the total required parking for a site by summing up the calculated 
parking spaces for each individual land use. 
 
Per Section 4-604³6KDUHG3DUNLQJ´RIWKH&LW\RITempe Zoning and Development Code, the 
City permits the application of shared off-street parking provisions. This allowance enables 
multiple land uses within a mixed-use development to utilize the same parking supply when their 
peak parking demands occur at different times, thereby reducing the overall number of required 
spaces. Shared parking interaction is the concept of different businesses using the same parking 
space as the parking peak hours are different. For example, it would be expected for a person 
working at an office within the complex to walk to an adjacent restaurant and eat lunch. This patron 
would only be using one parking spot, assuming they commuted to the development via a 
passenger vehicle. 
 
Generally accepted shared parking interaction factors in multi-use developments range from 10% 
to 30%. The City of Tempe does not provide specific guidelines on shared parking interaction for 
a mixed-use development. To provide a conservative analysis, a 5% parking interaction was 
assumed for South PD Center, the result of which is presented in Table 6.

As shown in Table 6, using City of Tempe parking requirements and a 5% shared parking 
interaction, South PD Center would need a total of 120 parking spaces to accommodate the current 
and future development with the proposed Pilates Studio. This will result in a deficit of seventeen 
parking spaces. 
 
 
Peak Parking Evaluation 
 
Taking the parking analysis a step further, a peak parking demand analysis was completed for 
South PD Center. Individual land uses typically have a distinctly high parking demand time. For 
example, a restaurant that only serves breakfast and lunch experiences its peak parking demand in 
the morning, whereas another restaurant may experience peak parking demand in the evening. 
Specific to this project, office and medical developments usually experience peaks during the 
Friday mornings whereas retail and fitness centers experience its peak during the Friday afternoon. 
The proposed Pilates Studio is anticipated to have peak parking demands in the afternoon. 
 
City of Tempe provides peak parking demand data for multiple land uses, including those within 
South PD Center. This data was applied to the Tempe parking space requirements shown in Table 
6 without and with the adjusted shared parking interaction. The hourly parking surplus/deficit was 
determined by comparing the total hourly parking demand for each land use to the total number of 
parking spaces provided. Tables 7 and 8 show the Friday and Saturday peak hour parking surplus 
or deficits for the peak demands of South PD Center without a shared parking interaction. Tables 
9 and 10 show the Friday and Saturday peak hour parking surplus or deficits for the peak demands 
of South PD Center with a 5% shared parking interaction. Complete calculations can be found in 
the Appendix. 
 
It should be noted that the peak parking demand data for the office space and medical clinic was 
not evaluated during the Saturday peak parking demand hours, as Velocity National is expected to 
be closed on Saturday and Summit Medical is closed on Saturdays.

As shown in Tables 7 and 8, without shared parking interaction, Zone 1 and 2 is projected to have 
a minimum parking surplus of one parking space during the Friday peak period demand (5:00 PM 
to 6:00 PM), during the same Friday peak demand hour of Zone 1 and 2, the directly adjacent Zone 
3 and 4 is anticipated to have a deficit of three parking spaces. 
 
When accounting for a 5% shared parking factor, Zone 1 and 2 is expected to have a minimum 
parking surplus of three parking spaces during the Friday peak demand (5:00 PM to 6:00 PM), 
while Zone 3 and 4 is anticipated to meet peak parking demand during the same Friday peak hour. 
No parking deficit is anticipated during the Saturday peak demand periods. 
 
 
Institute of Transportation Engineers Parking Requirements 
 
The Institute of Transportation Engineers (ITE) Parking Generation Manual provides nationally 
agreed upon average rates of peak parking demand for Friday periods concerning multiple land 
uses. National parking rates were calculated based on the Parking Generation Manual 6th Edition 
(October 2023) to provide a comparison to Tempe requirements and the proposed 96 parking 
spaces. 
 
The proposed fitness area of the Pilates Studio and existing Thai Boxing were evaluated based on 
Health/Fitness Club using Land Use Code 492 (LUC 492). Summit Medical was evaluated using 
LUC 630 (Walk-In Clinic). The gross square footage of the Velocity National office space was 
combined and evaluated using the ITE Land Use Code 712 (Small Office). LUC 890 (Furniture 
Store) were used to evaluate the Arizona Rug.  
 
The clinic component of the proposed Pilates Studio does not have a defined parking ratio within 
the ITE parking trip generation manual. For the purposes of this report, the clinic space was 
classified under the fitness center land use category for the parking calculation. This approach 
applies a higher parking requirement and ensures a more conservative evaluation of parking 
demand. 
 
Tables 11 and 12 show the peak parking demand rates from ITE during the Friday and Saturday 
peak periods, respectively. It should be noted that the peak parking requirement data for the office 
space and medical clinic was not evaluated during the Saturday ITE parking requirements as 
Velocity National is expected to be closed on Saturday and Summit Medical is closed on

As shown in Tables 11 and 12, ITE parking rates indicate a peak Friday demand of 90 parking 
spaces for the South PD Center site for only the South PD Center. This is 30 spaces fewer than the 
City of Tempe¶VUHTXLUHPHQW7KHVLWHLVSURSRVHGWRLQFOXGH104 parking spaces, resulting in an 
expected surplus of 14 spaces based on ITE guidelines. 
 
 
Conclusion 
 
The project proposes adding a new 6,511-square-foot Pilates Studio within South PD Center. The 
site is served by three existing access points and 96 parking spaces. While cross-access parking 
was not recorded between the North and South PD Centers due to the feasibility of obtaining such 
counts, cross-parking between the two halves may occur. 
 
A peak parking demand of 20 occupied spaces was observed at South PD Center on Friday between 
9:25 AM and 9:35 AM and on Saturday between 9:05 AM and 9:35 AM. With 104 available 
parking spaces at South PD Center, there was a surplus of approximately 84 parking spaces during 
a typical Friday and Saturday at the time of parking demand counts. Approximately 20% of the 
existing parking spaces were utilized on Friday and Saturday at the time of peak parking demand. 
Field observations showed that Parking Zones 1, 2, and 4 were underutilized on Friday and 
Saturday, none of these areas exceeded 53 percent occupancy at any time.  
 
The parking ratio for the existing site, not including the vacant lot, is approximately 1 parking 
space per 961 square feet of occupied gross floor area (GFA). This calculated parking ratio is based 
exclusively on the portion of South PD Center that was operational at the time of the parking 
demand count and does not include the proposed Pilates Studio.

Pure Balance Pilates ± Priest Drive, South of Auto Drive
South PD Center requires 127 parking spaces to serve all the existing and the proposed Pilates Studio
based on City of Tempe requirements. As the site is proposed to have 104 parking spaces available, 
this results in a deficit of 23 parking spaces. 
The existing site with the Pilates Studio has a parking ratio of approximately 1 space per 247 square 
feet of occupied GFA per City of Tempe Zoning and Development code. This is nearly 3.9 times higher 
than the parking ratio that was observed on site based on parking count data (i.e. 1 space per 961 square 
feet). Applying the observed parking ratio of 1 space per 961 square feet to the entire 25,736 square 
feet of the South PD Center would yield a total parking requirement of 27 parking spaces, which is 77
spaces fewer than the 104 spaces currently provided.
In accordance with Section 4-³6KDUHG3DUNLQJ´RIWKH&LW\RI7HPSH=RQLQJDQG'HYHORSPHQW
Code, the City permits the application of shared off-street parking provisions. This allowance enables 
multiple land uses within a mixed-use development to utilize the same parking supply when their peak 
parking demands occur at different times, thereby reducing the overall number of required spaces. To 
provide a conservative analysis, a 5% parking interaction was assumed for South PD Center. Based on 
the evaluation of shared parking, South PD Center is projected to require 120 parking spaces, resulting 
in a deficit of 16 spaces.
Using City of Tempe peak parking demand data, parking requirements, and a 5% shared parking 
interaction, South PD Center is expected to have a minimum surplus of three parking spaces during 
the Friday and Saturday peak demand hours.
The parking rates established by ITE result in a minimum parking space requirement of 90 parking 
spaces during a Friday and 39 parking spaces during the Saturday peak period for only the South PD 
Center. The 104 parking spaces provided overall would be anticipated to serve the site based on ITE 
guidelines. 
Observed parking utilization and ITE rates indicate that the existing 104 parking spaces at South PD 
Center are sufficient to accommodate both the existing tenants and the proposed 6,511 square-foot 
Pilates Studio. Field counts showed peak occupancies of only 20% on a typical Friday and Saturday, 
reflecting a peak parking ratio of approximately 1 space per 961 square feet and leaving a surplus of 
84 spaces. Applying this observed ratio to the entire 25,736 square foot site results in a total parking 
demand of only about 27 spaces, demonstrating that the existing supply exceeds the observed demand.
Using City of Tempe peak parking demand data with a 5% shared parking interaction and the ITE 
methodology, the 104 parking spaces currently provided are expected to accommodate both the 
existing tenants and the proposed Pilates Studio.
It is important to note that the South PD Center represents only the southern half of the overall PD 
Center, which shares an internal parking network. Additional parking areas are located directly north 
of the South PD Center and are accessible via the existing internal drive aisles and shared access points. 
This northern parking area provides additional capacity that can accommodate overflow demand if 
needed, further ensuring that the proposed Pilates Studio and other tenants will have adequate parking 
beyond the 104 spaces dedicated to the South PD Center.
Employees of the South PD Center should be encouraged and required to park in Zones 2 and 3 on the 
west side of the building complex.
