BACKGROUND INFORMATION:  BLACK ROCK CAFE (PL250406) is on the site of an existing 
drive-thru restaurant, located at 2030 East Elliot Road. The property is zoned GID. The request includes 
the following: 
ZUP250114    Use Permit to allow a drive-through restaurant in the GID zoning district.
