Applicant and Site  
 
This firm represents Panattoni Development Company, Inc. (“PDC” or the “Applicant”). PDC 
is a nationally recognized real estate development firm with decades of experience delivering high-
quality industrial, office, and build-to-suit projects across the United States, Canada, and Europe. 
Founded in 1986, PDC is one of the largest privately held, full-service real estate development 
companies in the world. PDC, which currently maintains 68 offices worldwide and has a strong presence 
in Arizona, has completed more than 625 million square feet of space for more than 2,5000 clients to 
date. PDC is committed to a community-oriented development that creates jobs, supports the local 
economy, and advances regional growth through an employment-focused approach. 
 
The Applicant is proposing to redevelop approximately 25 acres of property located at the 
southwest corner of Priest Drive and Alameda Drive within Fountainhead Corporate Park (the “Site”). 
The Site, which consists of two lots, currently accommodates six vacant and dated office buildings 
ranging in height from one to three stories and two parking garages. The existing office buildings, which 
no longer meet the needs of today’s workforce, represent an underuse of a property in a highly visible 
and employment-intensive area.   
 
The Site is located along Priest Drive, a major north-south thoroughfare in west Tempe, and is 
well-served by regional transportation infrastructure, including nearby access to Interstate 10 / Maricopa 
Freeway and U.S. Route 60 / Superstition Freeway. Surrounded by compatible industrial and 
employment-related uses, the Site presents an ideal opportunity for reinvestment. The Applicant is 
proposing to replace the existing structures with a new, high-quality industrial development that aligns 
with the Priest Drive employment corridor’s long-standing character. See Figure A provided below for 
an aerial photograph of the Site and surrounding area.

2023 Approval 
 
On April 20, 2023, the Tempe City Council approved a request to rezone the Site from General 
Industrial District (“GID”) to Mixed-Use High Density (“MU-4”) with a Planned Area Development 
(“PAD”) overlay to accommodate the construction of a new 5-story mixed-use development with 566 
dwelling units, across four buildings and two parking structures.  
 
In 2023, the City Council approved General Plan Amendment, Zoning Map Amendment , 
Planned Area Development Overlay, and Development Plan Review applications to accommodate the 
redevelopment of the Site with a five-story mixed-use residential development with  566 dwelling units 
and an existing office complex consisting for four buildings and two parking garages (the “2023 
Approval”). The redevelopment associated with the 2023 Approval has not materialized and is not 
moving forward. As a result, the zoning associated with the 2023 Approval is  now eligible to be 
reverted. PDC is moving forward with reverting the Site’s zoning back to GID to be consistent with 
the zoning of surrounding properties and to accommodate the redevelopment of the Site. 
 
Development Proposal and Applications 
 
Consistent with the surrounding area’s industrial zoning and industrial and office uses, the 
Applicant is proposing to redevelop the Site with a high-quality industrial development consisting of 
the following improvements (collectively, the “Project”): 
 
• Two one-story (approximately 46’-0”) industrial buildings. 
• Approximately 354,837 net square feet of warehouse/industrial/manufacturing space. 
• Approximately 88,714 net square feet of office space associated with the 
industrial/manufacturing/warehouse use space. 
• An existing three-level parking garage providing 877 parking spaces. 
• Parking courtyards providing a total of 373 parking spaces. 
• 47 bicycle parking spaces. 
• Substantial landscape enhancements, including significant landscape setbacks along 
Priest Drive, Alameda Drive, Fairmont Drive, and 55th Street. 
 
As reflected by the Project’s elevations and renderings included in the plans set, the overall 
architectural character of the proposed buildings is a clean, contemporary, and timeless design that 
along with substantial landscape enhancements will establish a recognizable and usable place along 
the Priest Drive employment corridor and enhance the appearance of the Site and area. 
 
In order to accommodate the proposed redevelopment of the Site, the Applicant is submitting 
the following applications (collectively, the “Application”):  
 
• Minor General Plan Amendment (“GPA”) to change the use and density projected for the 
Site by General Plan 2050 from Mixed-Use Moderate (up to 45 dwelling units per acre) 
to Mixed-Use Industrial Moderate (up to 45 dwelling units per acre). 
• Zoning Map Amendment (“ZON”) to revert the Site’s zoning from MU-4 PAD back to 
GID. 
• Development Plan Review (“DPR”) for site and landscape plans and building elevations.

The intent of the Project and the goal of the Application is to diversify the mix of employment 
uses along the Priest Drive employment corridor, as well as within Fountainhead Corporate Park 
(“Fountainhead”), by adding high-quality industrial (warehouse/industrial/manufacturing and 
associated office) use space. 
 
Area Context  
 
As previously described, the Site, which is currently consists of two lots, is located at the 
southwest corner of Priest and Alameda Drives within Fountainhead and currently accommodates six 
vacant and dated office buildings ranging in height from one to three stories and two parking garages. 
Surrounding uses in the immediate area include: 
 
• The Amazon AZ43 and AZ47 warehouse and distribution buildings to the west across 
55th Street. 
• The three-story Sundt Construction headquarters to the northwest across 55th Street and 
Alameda Drive. 
• The four-story Fountainhead Apartments, a four-story office building, and three-level 
parking garage to the north across Alameda Drive. 
• All My Sons Moving & Storage, Safeway Milk Plant, and Arizona Dairy Ingredients to 
the east across Priest Drive. 
• Foresight Technologies to the southeast across Priest and Fairmont Drives. 
• The Fairmont Business Center and Peterson Park subdivision to the south across 
Fairmont Drive. 
 
See Figure B below for a context map identifying the surrounding land uses referenced 
above. The proposed redevelopment will support the continued evolution of the corridor by 
introducing updated building forms and site improvements in an area pre-dominantly 
characterized by a mix of industrial and office uses.

Planning Context 
  
General Plan 2050  
 
As shown by the map provided in Figure C, the land use and residential density projected for 
the Site by General Plan 2050 (the “General Plan”) is currently Mixed-Use Moderate (up to 45 dwelling 
units per acre). However, as shown above in Figure B, the area surrounding the Site is primarily 
comprised of industrial, warehouse and office uses, including distribution centers, logistics operations, 
and business parks within Fountainhead and immediately east of Priest Drive, with limited residental 
use located north of Fairmont Drive. Given this established context and in order to accommodate the 
development of appropriately designed and compatible industrial development, the Applicant is 
requesting a a minor amendment to the General Plan to change the use and density projected for the 
Site to Mixed-Use Industrial Moderate (up to 45 dwelling units per acre). As defined by the General 
Plan, the Mixed-Use Industrial Moderate land use category encourages a combination of residential, 
commerical, or industrial uses on a site with a potential desnity of up to 45 dwelling units per acre. As 
reflected by the map in Figure D, the Mixed-Use Industrial Moderate classification proposed for the 
Site represents an appropriate transition between the properties east of of Priest Drive designated for 
industrial use and the properties to the west and north of the Site designated for mixed-use 
development. The Project, which will provide opportunities for employment through the provision of 
industrial buildings with associated office space will add to the mix of employment uses envisioned 
for the area by the General Plan. See the General Plan Amendment Analysis section provided below 
for a detail discussion of the minor amendment request.

Current and Proposed Zoning 
 
The Site is currently zoned MU-4 PAD. See Figure E below for a current zoning map 
illustrating the respective locations of zoning classifications for the Site and surrounding area. Prior to 
the 2023 Approval, the Site was zoned GID. According to the Zoning and Development Code (“ZDC”), 
GID is generally intended for “office uses, warehousing, wholesaling, assembling, and manufacturing 
of building materials, machinery, and other commodities to provide employment centers and 
production”. The reversion of the Site’s zoning to GID will allow for development that aligns with 
both the prior zoning classification and the surrounding context. The area is predominantly industrial 
in character, with GID zoned properties adjoining the Sit on all sides. The Project will provide 
opportunities for work and will add to the mix of uses envisioned for the area. In addition, the Applicant 
is proposing to develop industrial buildings with associated office use space that are of superior quality, 
which will help to enhance and energize the Site’s Priest Drive, Alameda Drive, Fairmont Drive, and 
55th Street frontages. Reestablishing the Site’s GID zoning will also allow for an appropriate 
redevelopment of the Site that supports the City’s industrial employment base. See Figure F below for 
a zoning map depicting the proposed zoning classification for the Site in the context of the zoning 
classification for the surrounding area.

Project Description and Overview  
 
 
The Site’s location along both Priest and Alameda Drives provides an opportunity to 
deliver a transformative employment-focused development in west Tempe. The goals of the 
Application and Project are to revitalize a highly visible but underutilized property by introducing 
modern, high-quality industrial and office space to the Site and to enhance four (4) street frontages 
with active use spaces and substantial landscape improvements.  
 
 
More specifically, the Project is a high-quality industrial development consisting of the 
following improvements 
 
• Two one-story (approximately 46’-0”) industrial buildings. 
• Approximately 354,837 net square feet of warehouse/industrial/manufacturing 
space. 
• Approximately 88,714 net square feet of office space associated with the 
industrial/manufacturing/warehouse use space. 
• An existing three-level parking garage providing 877 parking spaces. 
• Parking courtyards providing a total of 373 parking spaces.  
• 47 bicycle parking spaces. 
• Substantial landscape enhancements, including significant landscape setbacks along 
Priest Drive, Alameda Drive, Fairmont Drive, and 55th Street.

Due to the Site’s location along Priest Drive (a major north-south thoroughfare) and 
proximity to multiple freeways (Interstate 10 / Maricopa Loop and U.S. Route 60 / Superstition 
Freeway), the Applicant strongly believes that the Project will have a strong and sustainable appeal 
to companies seeking high-quality and modern light industrial / warehouse / manufacturing space 
opportunities. 
 
The design of the Project is an attractive, timeless, and pedestrian friendly design that 
thoughtfully engages and respects the surrounding area.  As reflected by the elevations and 
renderings for the buildings provided as part of the Application submittal package, the overall 
architectural character of the proposed buildings is a clean and contemporary design that will 
ensure the establishment of a recognizable and usable place within the context Priest Drive corridor 
experience. The design also provides elements that cater to the pedestrian through building 
character, connectivity, landscaping, hardscape, and lighting. The Project’s design is addressed in 
greater detail in the below section pertaining to the approval criteria for the DPR application. 
 
Landscape Design 
 
As reflected by the landscape plan included in the Application submittal package, the 
Project will provide a substantial amount of landscaping for an urban development. The proposed 
landscape palette along Priest, Alameda, and Fairmont Drives and 55th Street will establish a 
pedestrian friendly environment along street frontages. The selected tree species for the street 
frontages will provide ample shade for pedestrians. Appropriate landscape and hardscape materials 
for creating an aesthetically pleasing and comfortable environment will also be provided along 
pedestrian walkways throughout the Site. 
 
The landscape palette features desert-adapted trees such as Willow Acacia, Live Oak, 
Jacaranda, and Chinese Elm, along with drought-tolerant shrubs including Hopseed, Lantana, and 
Sage. Fourteen existing mature trees will be preserved and protected in place during construction, 
aligning with the Diablo / Double Butte Character Area Plan’s goals to retain canopy coverage and 
mature vegetation.  
 
In addition to perimeter landscaping, plantings will be incorporated throughout surface 
parking and around building edges to soften the overall development and create visual variety. The 
landscape design includes a mix of colors, heights, and textures to create interest at the human 
scale, with accent plantings and screening elements used to mitigate large wall planes.  
 
Site Circulation and Parking 
 
The Site benefits from frontage along four public streets, providing multiple access points 
that allow will for efficient vehicle movements throughout the Project. The multiple access points 
also allow for vehicles to be distributed onto the public roadway system without over burdening 
any one street. By using appropriately placed and spaced driveways and clearly delineating 
pedestrian walkways from vehicular circulation areas along street frontages and throughout the 
Site, the Project’s vehicular circulation is designed to minimize conflicts between pedestrian and 
vehicle movements to the extent possible. The Project’s internal circulation also supports safe 
movements for both passenger vehicles and trucks, with loading areas placed on the interior sides 
of buildings and screened from street frontages. The Project will retain an existing three-level

parking garage at the southwest corner of the Site providing 877 vehicle parking spaces. The 
Project will also provide 373 vehicle parking spaces in parking courtyards distributed throughout 
the Site, bringing the total on-site vehicle parking capacity to 1,250 spaces. The Project’s 47 
bicycle spaces also complement the public transit options (four bus stops serving Valley Metro 
route 56) within approximately 355 feet of the Site. The provided parking, which exceeds the code 
requirement, will be more than sufficient for the Project’s parking needs. 
 
Minor General Plan Amendment Analysis 
 
 
As mentioned above, the General Plan’s projected land use and residential density map 
currently designates the Site for Mixed-Use Moderate (up to 45 dwelling units per acre) 
development. In order to accommodate the redevelopment of the Site with an appropriately 
designed, high-quality, and modern industrial development, the Applicant is proposing a Minor 
GPA to project the Site for Mixed-Use Industrial Moderate (up to 45 dwelling units per acre) uses 
and density. The Minor GPA, if approved, will allow for an industrial use on the Site. In essence, 
the Minor GPA request is limited to adding an industrial use component to the current use and 
residential density projected for the Site by the General Plan. As such, the remaining portion of 
this analysis section focuses on the proposed addition of industrial uses to the General Plan’s 
projected land use and density for the Site.    
 
The requested addition of an industrial use projection for the Site is appropriate when 
considering adjoining and nearby uses and the context of the area. This Minor GPA is consistent 
with the goals and policies of the General Plan and will not have any negative impacts on the 
surrounding land uses. It will also accommodate the needed redevelopment of the Site, which will 
help to further activate the Priest Drive employment corridor and Fountainhead, enhance the 
pedestrian environment along four street frontages, and energize the area. 
 
 
In addition, the GPA submittal checklist requires that an application to amend the General 
Plan address the following:  
 
1. Written justification for the amendment should consider long-term and short-term 
public benefit and how the amendment, considering Land Use Principles, will help the 
city attain applicable objectives of the General Plan;  
 
The GPA will benefit the public in several ways. The GPA will accommodate 
the development of an aesthetically pleasing development that will add to the industrial 
uses in west Tempe. In consideration of the Site’s proximity to multiple bus stops along 
the Priest Drive frontage and the Site’s location within Fountainhead, the provision of 
high-quality industrial buildings with associated office space will create new 
employment opportunities and promote opportunities for multi-modal transportation to 
help reduce traffic congestion and air pollution. 
 
The approval of the Minor GPA will accommodate the redevelopment of an 
underutilized property, which will further energize the Priest Drive corridor and 
Fountainhead. As demonstrated in the planning context section of this letter, the GPA 
will accommodate the redevelopment of the Site with a Project consistent with the 
applicable goals, policies, and principles of the General Plan.

2. If the proposed amendment is only to the General Plan’s text, there should be objective 
discussion of the amendment’s long-term and short term public benefit and the larger 
issue of its impact on the city attaining applicable objectives of the General Plan;  
 
The proposed amendment does not modify the General Plan’s text.  
 
3. If the proposed amendment impacts the General Plan’s Projected Land Use Map only, 
there should be objective discussion of the amendment’s impact on the projected land 
use within a minimum of a half-mile of the property;  
 
General Plan’s 2050 projected land use and residential density map designates 
the Site for Mixed-Use Moderate (up to 45 dwelling units per acre) development. 
However and as discussed above, the proposed addition of an industrial use projection 
for the Site is appropriate when considering adjoining and nearby uses and the context 
of the area. In consideration of the industrial and employment uses adjoining or located 
in proximity to the Site, the addition of the industrial use projection is both consistent 
with the Site’s historical zoning and appropriate for the area. According to the General 
Plan, the Mixed-Use Industrial Moderate land use category encourages a combination 
of residential, commerical, or industrial uses on a site with a potential desnity of up to 
45 dwelling units per acre. As explained above, the Project will provide high-quality 
industrial buildings with associated office space that will provide additional 
opportunities for employment within an existing employment center / area 
accomodating a mix of uses.  
 
4. With a proposed amendment to the General Plan Projected Land Use Map, the 
applicant/developer’s written discussion of the proposed amendment should respond 
to the Land Use Principles in the Land Use Element of the General Plan. These 
principles area presented below, in a generalized request/response format: 
 
a. Describe the public benefit of the proposed amendment in terms of 
increase/decrease in intensity and its impact on adjacent land uses versus the 
impact of the present land use designation.  
 
The Project provides an opportunity to improve an underutilized and  
vacant  infill  property within Fountainhead and  along  the  Priest  Drive  
employment  corridor  with  clean, contemporary,  and  high-quality  industrial  
buildings  consistent  with  the character and uses of the area.  In addition, the 
Project includes a variety of  streetscape improvements along the Site’s Priest 
Drive, Alameda Drive, Fairmont Drive, and 55th Street frontages to the east, 
north, south, and west. The Minor GPA, if approved, will  also accommodate 
the development of  a Project that will generate a significant lower amount of 
vehicle trips than the mixed-use, high-density development  associated with the 
2023 Approval.

b.  Describe the public benefit of the proposed amendment in terms of impact on 
the city’s infrastructure (i.e. water, sewer utilities, streets, in terms of 
anticipated traffic generation, projected carrying capacity, projected volume, 
availability of transit, need for additional access, or city services such as fire 
and police staffing and response times, etc.) versus the impact of the present 
land use designation.. 
 
The addition of the industrial land use projection associated with this 
Minor GPA request is consistent with the existing industrial / employment 
character of the surrounding area. As a result, the amendment and Project will 
not have any adverse impacts on the City’s infrastructure. Furthermore, the 
Minor GPA, if approved, will also accommodate the development of a Project 
that will generate a significantly lower amount of vehicle trips than the mixed-
use, high-density development associated with the 2023 Approval. 
 
c. Describe the proposed development quality of life in terms of how its 
components reflect unique site design, building design, landscape and parking; 
integrate or provide access between varied uses; deal creatively with multi-
modal transportation; and reduce/eliminate physical barriers, as well as 
provide residential, employment, shopping, and local services 
 
The Minor GPA, if approved, will accommodate the needed 
redevelopment of a dated and underutilized infill property with high-quality 
industrial buildings that will provide additional employment opportunities, as 
well as significant landscape and pedestrian infrastructure enhancements along 
four street frontages. The development of the associated Project, which includes 
bicycle parking, combined with the Site’s proximity to public transportation 
will also promote multi-modal transportation.  
 
d. Describe the use of open space, parks or green belts, and how development 
separates, as well as links, residential and nonresidential components, if the 
proposed development incorporates a residential component. If applicable 
describe how the proposed development impacts existing parks.  
 
The Project does not include a residential component. That said, the 
Project has been designed to incorporate and promote the location of the Site, 
including its location with Fountainhead and its proximity to the Tempe Maker 
District / Broadway Innovation Hub directly east of the Site. The provision of 
new industrial buildings and associated office space along the Priest Drive 
employment corridor coupled with significant landscaping and pedestrian 
infrastructure will activate and shade the pedestrian experience along all four 
of the Site’s street frontages. These design elements will enhance the area, as 
well strengthen the Site’s connections to the surrounding area and 
Fountainhead.

e. Describe the proposed development in terms of supporting regional and local 
transit objectives for arterial streets; implementing the goals and objectives of 
the transit plan; describe the internal street system in terms of supporting the 
above goals and objectives and incorporating uniquely designed transit 
facilities along arterial streets 
 
A significant component of the proposed redevelopment plan for the 
Site is to provide a more attractive and pedestrian-friendly streetscape 
environment that encourages transportation by foot, bicycle, or bus, which in 
turn will improve traffic flow in the surrounding area. The Site’s location within 
Fountainhead, coupled with the Site’s proximity to multiple bus stops and the 
Project’s provision of bicycle parking will encourage the use of multi-modal 
transportation options. The Project also includes significant landscape and 
pedestrian infrastructure enhancements that will create a more walkable and 
pedestrian-friendly environment throughout the Project’s pedestrian realm 
along four street frontages and throughout the Site. 
 
f. Describe the proposed amendment in terms of effects on the school districts 
(enrollments and facilities)  
 
The Project does not include a residential component. The approval of 
the Minor GPA and associated Project will not affect the enrollment and 
facilities of school districts.  
 
g.  Identify additional quality of life components of the proposal to justify an 
Amendment 
 
The Minor GPA, if approved, will provide an opportunity to improve an 
underutilized infill property with a high-quality industrial use that will add to 
the mix of industrial space available in west Tempe along the Priest Drive 
employment corridor and provide new employment opportunities.  
 
Furthermore, the letter must also explain how the proposed amendment will substantially 
conform to the will substantially conform to the following standards of the Zoning & 
Development Code Criteria Section 6-302(D):  
 
1. Appropriate short and long-term public benefits; 
 
As detailed above, approval of the Minor GPA will benefit the public in 
several ways. The GPA will accommodate the development of an aesthetically 
pleasing, modern industrial development along the Priest Drive employment 
corridor, while also enhancing pedestrian connections to adjoining and nearby 
properties. In consideration of the Site’s location within Fountainhead and 
immediate access to public transportation, the provision of new employment space 
at this Site will provide opportunities for employees to walk, bike and/or ride public 
transit to and from the mix of employment, commercial, and residential uses within 
the area, thereby reducing traffic congestion and air pollution.

The GPA will also help accommodate the redevelopment of an 
underutilized property, which will further energize the Priest Drive employment 
corridor and add to the supply of employment use space within Fountainhead.  
 
2.   Mitigate impacts on land use, water infrastructure or transportation;   
 
As explained above, approval of the Minor GPA will not have an adverse 
impact on land use, water infrastructure or transportation. The Site is largely  
surrounded by properties that accommodate or are already zoned for industrial and 
commercial uses. The addition of an industrial use projection for the Site will not 
adversely impact the City’s water or transportation infrastructure. Rather, it will 
allow for the needed redevelopment of the Site with a Project that will be 
compatible with surrounding uses and structures.  
 
3. Helps the city attain applicable objectives of the General Plan;  
 
As discussed in the planning context section of this letter, the approval of 
the Minor GPA will accommodate the development of a Project consistent with the 
goals and objectives of the General Plan. The Project aims to elevate the mix of 
employment uses along the Priest Drive employment corridor by adding high-
quality industrial buildings to the Site along with substantial landscape and 
pedestrian infrastructure enhancements along four street frontages.                                                  
 
4. Provides rights-of-way, transit facilities, open space, recreational amenities or 
public art;  
       
 The approval of the Minor GPA will accommodate the development of a 
Project that will enhance the right-of-way by providing a comfortable pedestrian 
experience with new landscaping and ample shade along four street frontages.  The 
new pedestrian connections, the Project’s provision of 47 bicycle spaces, and the 
Site’s accessibility to transit facilities will ultimately support multi-modal 
transportation. Specifically, the provision of significant pedestrian realm 
improvements, including landscape (hard and soft-scape), enhanced connectivity, 
and shaded walkways will help to provide a vibrant and pedestrian friendly 
environment along the Priest Drive employment corridor. 
 
5. Potentially negative influences are mitigated and deemed acceptable by the City 
Council;   
 
The approval of the Minor GPA and associated Project will not adversely 
affect the surrounding area. The Site is located within an area of west Tempe that 
includes a variety of similar industrial uses. The Project provides an opportunity to 
accommodate a new industrial use that is cohesive with the existing area and that 
will significantly improve four street frontages with significant landscape and 
pedestrian infrastructure enhancements.

6. Judgment of the appropriateness of the amendment with regard to market demands, 
and impacts on the surrounding area, service, fiscal, traffic, historic properties, 
utilities, and public facilities;  
 
The requested Minor GPA aligns with current market trends and will 
support reinvestment without creating adverse impacts. Industrial uses are in 
demand, while a high-density residential use has not been viable at this location. 
Returning the Site to an employment-focused use will activate an underutilized and 
vacant property, complement nearby businesses, and strengthen the Priest Drive 
employment corridor. The Project will be supported by existing infrastructure and 
services and there are not any adverse fiscal, traffic, or historic property impacts 
anticipated. The Application and associated Project are representative of emerging 
development patterns in west Tempe and the Site’s location is a prime opportunity 
to redevelop and underutilized infill property. 
 
In addition, the letter of explanation must address how the proposal supports any applicable 
area policy plans; 
Character Area 2: Diablo / Double Butte Character Area Plan 
The Site is located within Character Area 2 Diablo / Double Butte Character Area 
Plan (the “Character Area Plan”), a long-range policy plan recently adopted by the City 
Council in June 2025. The Character Area Plan recognizes this portion of Tempe for its 
established role as an employment corridor, defined by industrial and office development, 
major transportation infrastructure, and ongoing revitalization efforts. The proposed Minor 
GPA supports the principles of the Character Area Plan, particularly as they relate to 
employment generation, design quality, and multi-modal connectivity. 
Principles 
• The proposed addition of industrial uses to the General Plan’s projected land use 
and density for the Site reinforces the objective of the Character Area Plan to 
maintain the district’s identity as major employment center by facilitating a 
redevelopment consistent with the established office and industrial context. 
 
• As discussed in detail below in the DPR approval criteria section of this letter of 
explanation, the proposed building forms, architecture, and landscape 
enhancements have accounted for the context of the surrounding area.  This design 
approach is consistent with the Character Area Plan’s objective to encourage future 
development that reflects high-quality and context-sensitive architecture, 
landscaping, and site designs. 
 
• As detailed above in the landscape design section of this letter of explanation, the 
Project’s landscape palette features desert-adapted trees, the retention of mature 
trees, and drought-tolerant shrubs that aligns with the Character Area Plan’s goals 
to retain canopy coverage and mature vegetation and to promote the sustainable 
desert landscaping. At the same time the Project’s landscape design furthers the

• The Project’s provision of evenly distributed vehicular and pedestrian access to 
multiple street frontages furthers the Character Area Plan’s policies of protecting 
access to vital transportational corridors, such as Priest Drive, and supporting future 
multi-modal improvements. 
 
• The Project’s reuse of previously developed land, sustainability features, and 
enhanced site landscape designs support the environmental resilience goals of the 
Character Area Plan. 
In summary, the proposed Minor GPA aligns with the Character Area’s policy 
intent to attract high-quality, employment-based investment while supporting Tempe’s 
broader planning goals at the same time. 
Zoning Map Amendment – General Plan Elements Analysis 
 
 
To accommodate the development of the Project, the Application includes a proposed 
zoning map amendment to rezone the Site from MU-4 PAD back to GID. As detailed below, the 
zoning map amendment supports the goals, objectives, and strategies of the respective elements of 
the land use and development, economic development, circulation, open space, recreation and 
cultural amenities, and public facilities and services chapters of General Plan 2050.

freeways (Interstate 10 / Maricopa and U.S. 60 / Superstition), the Site is overdue for investment 
and is a prime opportunity for redevelopment.  As discussed above, the area surrounding the Site 
largely consists of a mix of employment and commercial uses with access to public transportation 
infrastructure. The Project represents an opportunity to improve the Site with a high quality, 
industrial development and significant landscape and pedestrian infrastructure enhancements that 
will help to further activate both Fountainhead and the Priest Drive employment corridor. 
 
The Project features a design that will seamlessly blend in with adjoining and nearby 
employment and commercial uses. The Site’s location within Fountainhead, its location along the 
Priest Drive employment corridor, and its proximity to multiple freeways is appropriate for 
attracting new employment uses. 
 
The Project will also create an appealing and pedestrian friendly streetscape environment 
that encourages transportation by foot, bicycle, and bus. The adjoining and nearby mixture of 
employment and commercial uses, coupled with convenient access to multiple bus stops will 
encourage employees to choose non-vehicular travel options.  The Project also features design 
elements to create a more walkable and pedestrian-friendly environment along Priest, Alameda, 
and Fairmont Drives and 55th Street, as well as throughout the Site. 
 
Land Use and Development Chapter – Community Design Element

will reflect as much heat and light energy as possible and outdoor shade canopies will improve 
human comfort along building entrances. The Project provides an ample number of shade trees 
along the street frontages and throughout the Project’s surface parking areas to further mitigate 
heat gain/retention and enhance thermal comfort. In addition, the vast majority of the Project’s 
parking spaces are shaded spaces located within a parking garage.  
 
As discussed above, the Project will provide high-quality, contemporary employment use 
spaces within walking distance of public transportation (four bus stops within approximately 355 
feet of the Site). Ultimately, the Project will complement the development patterns of the 
surrounding area and further activate both Fountainhead and the Priest Drive employment corridor.

natural surveillance and provide “eyes on the street” to enhance safety. The Project will also 
comply with all applicable fire and building safety codes.   
 
Development Plan Review Approval Criteria 
 
Pursuant to Zoning and Development Code 6-306, the Applicant is requesting DPR 
approval for the Project’s architectural drawings, including site and landscape plans and building 
elevations. As discussed below, the Project is an appropriately scaled and aesthetically pleasing 
design that will encourage, protect, and enhance the functional and attractive appearance of the 
Site and surrounding area. 
 
1. Placement, form, and articulation of buildings and structures provide variety in the  
streetscape 
  
 
The buildings along Priest, Alameda, and Fairmont Drives and 55th Street are 
designed with deliberate variation to enrich the streetscape. This is achieved through a 
combination of diverse exterior materials, alternating parapet heights, a vertical striping 
pattern, and multiple entry points accented with metal shade canopies. While the 
overall color and material palette is intentionally muted, vibrant accents of color and 
glazing at the entries highlight building access points and emphasize tenant identity. 
On Fairmont Drive, the existing garage is being preserved but refreshed with paint and 
design upgrades to align visually with the new construction. 
 
2. Building design and orientation, together with landscape, combine to mitigate heat 
gain/retention while providing shade for energy conservation and human comfort 
 
The Project integrates both architectural and landscape strategies to minimize 
heat gain and enhance user comfort. A predominantly light-toned, high-albedo color 
palette reflects solar energy, reducing retained heat across the site. Darker tones are 
used sparingly to frame entries, where protective metal canopies provide shade for 
outdoor activity zones while contributing to visual emphasis. The roofing system 
incorporates white TPO to further reduce heat absorption. In addition, generous tree 
plantings along street edges and within parking courtyards reinforce shade, mitigate 
heat retention, and create a more comfortable pedestrian environment. 
 
3. Materials are of a superior quality, providing detail appropriate with their location and 
function while complementing the surroundings

integrity, complementing the Project’s surroundings while elevating the architectural 
expression. Custom-painted concrete with a vertical striping motif establishes rhythm 
and depth across the façades. Steel canopies shade primary entrances, metal panel 
accents frame key points of access, and high-performance glazing balances 
transparency with efficiency. The palette blends white, grey and blue colors, with

aesthetic that integrates seamlessly with its context. 
 
4. Buildings, structures, and landscape elements are appropriately scaled, relative to the 
site and surroundings 
 
As discussed in detail in the area context section provided above, the Site is 
located within an urban environment along a major north-south thoroughfare in west 
Tempe that includes a mix of industrial, office, commercial and residential uses. The 
Project’s building and landscape elements have been designed with the context of the 
area in mind. The height and scale of the proposed buildings are appropriate for the 
area in the context of the: 
 
▪ The Amazon AZ43 and AZ47 warehouse and distribution buildings 
to the west across 55th Street; 
▪ The three-story Sundt Construction headquarters to the northwest 
across 55th Street and Alameda Drive. 
▪ The four-story Fountainhead Apartments, a four-story office building, 
and three-level parking garage to the north across Alameda Drive. 
▪ All My Sons Moving & Storage, Safeway Milk Plant, and Arizona 
Dairy Ingredients to the east across Priest Drive. 
▪ Foresight Technologies to the southeast across Priest and Fairmont 
Drives. 
▪ The Fairmont Business Center and Peterson Park subdivision to the 
south across Fairmont Drive. 
 
In response to this setting, the Project has been designed to deliver two modern 
industrial buildings that are of an appropriate scale for the 25-acre site. Distributing the 
total floor area across two structures, rather than concentrating it in a single building, 
allows the massing to be more compatible with the surrounding built environment. The 
industrial buildings are complemented by an existing three-level parking structure and 
substantial perimeter landscape setbacks and enhancements, further breaking up the 
site massing and ensuring the Project fits comfortably within the context of the Priest 
Drive employment corridor and Fountainhead. 
 
5. Large building masses are sufficiently articulated so as to relieve monotony and 
create a sense of movement, resulting in a well-defined base and top, featuring an 
enhanced pedestrian experience at near street level 
 
The façades balance restraint and detail: a muted palette provides a refined 
street presence, while varied patterns, materials, and rhythm introduce architectural 
depth. Special attention has been given to the design of windows, entries, and 
pedestrian pathways, ensuring proportionality and scale are well-resolved. These 
treatments provide visual interest and articulation while addressing contextual and 
climatic conditions, resulting in a design that is cohesive, responsive, and integrated 
with the surrounding neighborhood fabric.

6. Building facades provide architectural detail and interest overall with visibility at 
street level, (in particular, special treatment of windows, entries, and walkways, with 
particular attention to proportionality, scale, materials, rhythm, etc.) while 
responding to varying climatic and contextual conditions  
  
The building forms are thoughtfully articulated to create visual movement. At 
the pedestrian level, enhanced glazing and detailed entry treatments activate the street 
frontages and improve user experience. Exterior striping, varied panel heights, and 
contrasting materials work together to break down building mass into a cohesive, 
engaging composition. This layered approach defines a clear building style, while 
delivering a more human-scaled environment that enriches the public realm. 
 
 7. Plans take into account pleasant and convenient access to multi-modal 
transportation options and support the potential for patronage 
 
 
      The Project aims to diversify employment and commercial uses along the Priest 
Drive corridor by adding high-quality industrial and associated office space and 
enhancing multiple street frontages with active ground‑level spaces and signification 
landscape enhancements. The Site is directly served by Valley Metro Route 56 with 
four bus stops along Priest Drive located within approximately 355 feet of the Site, 
providing convenient transit access. Given this access, and improvements along the 
Site’s frontages, pedestrian traffic is expected to increase. To support this, the Project 
includes street‑level office components, pedestrian walkways segregated or delineated 
from vehicular circulation areas, significant perimeter landscape setbacks and 
enhancements, and 47 bicycle parking spaces for tenants, employees, tenants, and 
customers. 
 
              8. Vehicular circulation is designed to minimize conflicts with pedestrian access and 
circulation, and with surrounding residential uses   
 
The Project’s site design strategically separates vehicular functions (trucks and 
passenger vehicles) and pedestrian circulation areas to ensure safe, efficient movements 
across the Site. Truck traffic is routed toward an internal loading area between the two 
industrial buildings and away from pedestrian circulation areas, while passenger 
vehicles are purposes routed toward the existing parking garage at the southwest corner 
of the Site to be retained and parking courtyards generally placed along the perimeter 
of the Site behind significant landscape setbacks and enhancements. In addition, 
pedestrian walkways are clearly defined and segregated or delineated from vehicular 
circulation areas to provide safe pedestrian connections to sidewalks along the street 
frontages and building entrances. Furthermore, a three-foot high screen wall along 
perimeter parking courtyards, combined with significant landscape setbacks and 
enhancements strengthens the delineation between pedestrian and vehicular circulation 
areas. This design minimizes conflicts between pedestrians and vehicles, as well as 
trucks and passenger vehicles, to the extent possible.

               9. Plans appropriately integrate Crime Prevention Through Environmental Design 
principles such as territoriality, natural surveillance, access control, activity support, 
and maintenance 
 
 
    The development plan for the Project is organized to have strong visibility and 
natural surveillance from the office spaces distributed throughout the Site. 
Furthermore, the activated function of the office spaces at street level creates 
transparency from within the buildings to the parking courtyards and the Site’s Priest 
Drive, Alameda Drive, Fairmont Drive, and 55th Street frontages.  
 
10. Landscape accents and provides delineation from parking, buildings, driveways and 
pathways  
 
The proposed landscape and hardscape improvements along the Site’s street 
frontages and throughout the Project’s parking courtyards will delineate walkways and 
driveways from both vehicular maneuvering areas and the proposed industrial buildings. 
Appropriate trees and enhanced landscaping and hardscape materials will be provided 
along street frontages, as well as the Project’s driveways, to further distinguish 
pedestrian areas from vehicular maneuvering areas. The landscape and hardscape 
materials selected for the Project will also create an aesthetically pleasing and 
comfortable environment for pedestrians passing by and through the Site. 
 
11. Signs have design, scale, proportion, location and color compatible with the design, colors, 
orientation and materials of the building or site on which they are located 
 
The Project’s sign package is not included as part of the Application submittal. 
A sign package will be prepared and processed for the Project at later date. The sign 
package will ensure that that the design, scale, proportions, location, and color of 
signage to be provided is compatible with the Project’s design and uses, as well as 
adjoining and nearby uses. 
 
 
12. Lighting is compatible with the proposed building(s) and adjoining buildings and uses, and 
does not create negative effects 
 
 
 As detailed by the lighting plan included as part of the Application submittal, the 
proposed lighting will be compatible with the proposed industrial buildings, as well as 
adjoining and nearby buildings and uses. The lighting will not adversely impact uses  
within the Project nor adjoining and nearby uses. 
 
Conclusion 
 
PDC is very excited about the opportunity to redevelop and enhance this infill property 
within Fountainhead along the Prest Drive employment corridor. The Applicant is proposing to 
build high-quality industrial buildings with associated office space that will further diversify the 
mix of employment and commercial uses within Fountainhead and along the Priest Drive corridor. 
The Project will enhance the area’s urban environment and serve as a catalyst for future 
redevelopment opportunities along the Priest Drive employment corridor, including the Tempe

This firm represents Panattoni Development Company, Inc. (“PDC” or the “Applicant”), a 
nationally recognized real estate development firm with decades of experience delivering high-

has submitted Minor General Plan Amendment, Zoning Map Amendment, and Development Plan 
Review applications (collectively, the “Application”) to accommodate the redevelopment of the

the community. To date, the team has completed site postings, completed mailing and electronic 
notices, held a neighborhood meeting, and responded to a phone call from a neighbor. 
 
Mailing Notification and Site Posting Dates and Persons and Associations Notified: 
 
On October 14, 2025, the Applicant’s legal representative mailed and/or emailed a 
notification packet advising of the Project, the Application, and the Project’s official neighborhood 
meeting scheduled for October 30, 2025, to recipients listed in the affidavit of notification submitted 
to Community Development Department staff on September 26, 2025. A copy of the notification 
packet was submitted to Community Development Department staff on October 15, 2025. The 
recipients of the notification included owners of property within 600 feet of the Site and other 
interested parties. The notification maps and lists for the notification are enclosed. 
 
On October 14, 2025, Dynamite Signs posted four signs on the Site advising of the Project, 
the Application, and the Project’s official neighborhood meeting scheduled for October 30, 2025. 
The affidavit of sign posting and associated photographs were submitted to Community 
Development Department staff on October 15, 2025. 
 
October 30, 2025 Neighborhood Meeting: 
 
On Thursday, October 30, 2025, the project team held the official neighborhood meeting 
for the Project in the Encantada Ballroom of the DoubleTree by Hilton hotel located at 2100 South 
Priest Drive. The meeting began at approximately 6:00 p.m. and ended at approximately 6:35 p.m. 
Representatives for the Applicant, the Applicant’s legal representative, and the Tempe Community 
Development Department were present. In addition to the noted representatives, a representative of 
the owner of the property located at the northwest corner of 55th Street and Alameda Drive attended 
the meeting. Sign-in sheets providing name and contact information for persons attending the 
meeting are enclosed.  
 
The Applicant’s legal representative provided a formal presentation of the Project. The 
presentation consisted of an introduction of project team members and Community Development 
Department staff and an overview of PDC’s development experience, the Site, the development 
approved for the Site in 2023, the requests associated with the Application, and the Project. A copy 
of the presentation deck presented during the meeting is enclosed.  
 
Opportunities for members of the public in attendance to ask questions or provide comments 
were provided during and after the formal presentation. Questions asked and comments provided by 
the representative of the owner of the nearby property at the northwest corner of 55th Street and 
Alameda Drive in attendance pertained to traffic circulation, the demolition of existing buildings on 
the Site, and the need to activate the Site. The project team responded to and addressed all questions 
and comments. 
 
Summary of Correspondence with Neighbors and Interested Parties: 
 
Phone correspondence received by the Applicant’s legal representative has been limited to an 
inquiry from Ms. Sandra Limin, the owner of property located approximately 180 feet south of the 
Site at 2929 South Albert Avenue. Ms. Limin’s inquiry pertained to confirming that the Application

did not pertain to her residence. To date, G&B has not received any phone calls from members of the

Chuck Pederson of Sundt Companies (owner of the property at the northwest corner of 55th Street 
and Alameda Drive). A copy of the referenced email correspondence is enclosed. The Applicant’s 
legal representative has not received any email correspondence nor letters from the public regarding 
the Application and Project to date. The Applicant’s legal representative will continue to be 
responsive to any inquiries from the public regarding the Project and Application moving forward. 
 
G&B forwarded the Applicant presentation to the attendee of the neighborhood meeting. G&B 
will continue to be responsive to any additional inquiries from the public regarding the Application 
moving forward.

2023 APPROVAL
In 2023, the Tempe City Council approved General Plan 
Amendment, Zoning Map Amendment, Planned Area 
Development Overlay, and Development Plan Review 
applications to add two five-story multifamily residential 
buildings providing a total of 566 dwelling units to an 
existing office complex consisting of four buildings and two 
parking garages.
The redevelopment associated with the 2023 approval has 
not materialized and is not moving forward.
