Thursday, November 13, 2025, at 5:30 p.m., in the Harry E. Mitchell Government Center,

HOUSING AUTHORITY GOVERNING BOARD UPDATES

Housing Authority Governing Board Quarterly Update – Quarter Ended 
September 30, 2025 
 
Deputy Community Health and Human Services Director – Housing Irma Hollamby Cain 
presented the quarterly update on the Tempe Housing Authority’s (THA) operations and 
performance, noting that the Housing Division’s work directly supports the City’s Strategic 
Priorities and associated Performance Measures. 
 
Deputy Director Hollamby Cain reported that THA administered over $14 million in 
Housing Assistance Subsidies in the prior year and is on track to administer 
approximately $18-19 million in the current year. THA currently has the capacity to assist 
1,253 households through its various Housing Choice Voucher (HCV) programs. 
 
Using U.S. Department of Housing and Urban Development (HUD) performance data as 
of July 2025, Deputy Director Hollamby Cain reviewed leasing and budget performance. 
THA had 1,039 Vouchers leased, with an annualized attrition rate of 7.66%. During the 
reporting period, 30 households ported into Tempe from other jurisdictions, while 68 
households ported out. Budget utilization stood at 99.76%, with an average per-unit cost 
of approximately $1,502.90 per month.

Deputy Director Hollamby Cain explained that per-unit costs are largely driven by local 
rental market conditions and other factors such as utilities. The methodology used to 
establish payment standards was reviewed; THA sets payment standards between 90% 
and 110% of HUD-published Fair Market Rents. A recent market analysis and subsequent 
market study supported the proposed payment standards, which are generally consistent 
with those of other housing authorities statewide. All proposed payment standards were 
reduced, except for two-bedroom units in zip code 85284. It was noted that the changes 
would apply only to new Voucher holders, households porting into Tempe, or participants 
moving to a new unit, and would not affect current participants who remain in their existing 
units. 
 
Deputy Director Hollamby Cain also provided an update on the Tempe Coalition for 
Affordable Housing (TCAH), the City’s nonprofit housing affiliate and implementation 
partner for the Hometown for All Initiative. Based on a recent survey of TCAH households, 
demographic information on residents served, including household composition, income 
sources, and length of tenancy, was reviewed. TCAH currently manages 73 permanently 
affordable housing units of various sizes throughout Tempe and recently acquired three 
additional homes that will undergo renovation and be added to the rental portfolio. TCAH 
continues to focus on high-quality renovations as a long-term investment in permanent 
affordable housing. 
 
Deputy Director Hollamby Cain announced the launch of the TCAH website and thanked 
project partners Javelina Consulting LLC and Free Range, as well as Housing Services 
Management Assistant Christopher Groesbeck, for leading the effort. Additionally, TCAH 
has established a presence on Facebook and LinkedIn and will continue expanding public 
outreach through community events and engagement opportunities. 
 
Deputy Director Hollamby Cain concluded the presentation by inviting Board members to 
review the TCAH materials included in the agenda packet and to contact her with any 
questions. 
 
Following the presentation, Board members expressed appreciation for the update and 
inquired about the stability of HCV funding at the Federal level. Deputy Director Hollamby 
Cain responded that, as of the date of the meeting, HUD funding for THA’s Voucher 
subsidies remains stable, with sufficient funds available to make payments through 
December, and that THA has not received any indication from HUD of anticipated 
reductions or changes to its contract with the City of Tempe. 
 
Chair Woods thanked Deputy Director Hollamby Cain for the presentation and asked if 
there were any additional questions or comments. Hearing none, Chair Woods concluded 
the discussion and noted that the presentation was informational only and that no action 
was required on the item.
