Commissioner Vega called the meeting to order at 6:34 p.m.  
 
Agenda Item 1 – Native Land Acknowledgement Statement 
 
We acknowledge that Tempe lies in the ancestral land of the Native peoples who have lived 
here since time immemorial. The ancestral land of the O'odham and Piipaash stretches far 
beyond the boundaries of our city.   
 
The landscape is sacred to them, embodying cultural values that are integral to their identity and 
way of life. The O'odham and Piipaash continue to maintain a deep spiritual connection to this 
land. We embrace the responsibility of caring for these places and vow to uphold this 
commitment in all our actions.

Agenda Item 2 – Public Appearances 
 
The Commission on Disability Concerns welcomes public comment for items listed on this 
agenda only. There is a three-minute limit per person. If you would like the Commission to 
consider an issue or topic, please request the topic be placed on the agenda for the next 
meeting. The Commission must provide notice to the Community of our discussion, 
consideration, and PUBLIC MEETING AGENDA possible action on every topic. Please feel free 
to speak with any Commissioner or staff so we may assist you. 
 
 
Agenda Item 3 – Approval of Minutes: November 3, 2025 
 
The approval of November 3rd minutes was motioned for approval by Commissioner Smiley and 
seconded by Commissioner Tokos; all Commissioners agreed.  
 
Agenda Item 4 – Review and Approval of Commission 2025 Annual Report 
 
The approval of the Commission’s Annual Report, with one correction in the area of attendance 
for Commissioner Hanson, was motioned for approval by Commissioner Tokos and seconded 
by Commissioner Smiley; all Commissioners agreed.  
 
Agenda Item 5 – Citywide ADA Updates/Questions/ Discussion 
 
Updates were provided on all active citywide updates regarding ADA concerns or complaints 
located throughout the city. Commissioner Vega provided two ADA concerns received from the 
community, which will be addressed and an update provided at the next meeting. 
 
Agenda Item 6 – CDC Strategic Work Groups Update/ Vote 
 
The Commission currently has two active work groups, one for All-Abilities 2026 and the second 
works on updating the resource book put out by the Commission. Both groups met this month 
and provided the Commission with an update on the progress of each group; there was no 
reason from the reports to put forth a vote.  
 
Agenda Item 7 – Announcements 
 
There are two presentations scheduled for the meeting in January, one being from the Clerk’s 
Office regarding the process for getting youth seats on the Commission and the other from the 
Strategic Management and Innovations Office, who will be presenting an overview of Project 
Vision Zero. 
 
The Center for Habilitation is scheduled for the February agenda, and I will be meeting with a 
trainer to explain what the Commission is asking for regarding the First Responders training and 
then we will get that scheduled. 
 
Festival of the arts. The free three-day festival supports local artists and small businesses while 
activating Downtown Tempe with accessible experiences for all ages, but I am saying to go 
down and take a look because this a lot of the downtown area has been updated and so on.
