Minutes of the regular public hearing of the Hearing Officer, of the City of Tempe, which was held at the Council Chambers, 31 East Fifth Street, Tempe, Arizona. REGULAR SESSION 5:00 PM Present: Vanessa MacDonald, Hearing Officer Jeff Tamulevich, Community Development Director Drew Yocom, Deputy Director – Community Enhancement Jack Scofield, Code Compliance Manager Shawn Daffara, Crime Prevention Planning Coordinator Cassidy McFerran, Executive Assistant There was one (1) interested citizen present. Meeting convened at 5:00 PM and was called to order by Vanessa MacDonald. Hearing Officer MacDonald stated anyone wishing to appeal a decision will need to file a written appeal within fourteen (14) calendar days, by December 2, 2025 at 3:00 PM, to the Community Development Department. 1. Agenda Item No. 1 November 4, 2025 Hearing Officer Minutes Vanessa MacDonald, Hearing Officer, stated that the November 4, 2025 Hearing Officer Minutes had been reviewed and were approved. 2. Agenda Item No. 2 Request approval to abate public nuisance items at GRAFFIS PROPERTY located at 210 East Vaughn Drive. The applicant is the City of Tempe (CE207434). • Melissa Ensing, Code Inspector, gave the following overview of this case: o Inspector Ensing requested a 180-day open abatement for 210 East Vaughn Drive. o The case was initiated on 12/9/2020 for an inoperable vehicle, junk and debris, deteriorating roof and landscaping. o Numerous complaints have been submitted to the Code Compliance Division within this 5-year time period. o Five (5) citations have been issued, criminal charges have been submitted, along with past property abatements. o There have been multiple attempts to communicate with the property owner, but all have failed. o The inspector then presented photos taken earlier in the day showcasing the violations on site. Agenda Item No. 3 Request approval to abate public nuisance items at the ASKIE PROPERTY located at 1514 N Sunset Drive. The applicant is the City of Tempe (CE247436). • This property has been brought into compliance and withdrawn from the agenda. 4. Agenda Item No. 4 Request approval to abate public nuisance items at the RIFKIN PROPERTY located at 1200 South Ash Avenue. The applicant is the City of Tempe (CE245608). • Melissa Ensing, Code Inspector, gave the following overview of this case: o Inspector Ensing requested a 180-day open abatement for 1200 South Ash Avenue. o The case was initiated on 08/08/24 for deteriorating landscape/dead tree in the rear yard o One (1) additional complaint has been submitted to the Code Compliance Division o A citation was also issued. The property owner did not pay the fee, and it was sent to collections. o The inspector then presented photos taken earlier in the day showcasing the violations on site. • Shawn Daffara stated no contact has been made by the property owner or any other member of the public to speak on behalf of this case. • Hearing Officer MacDonald approved the 180-day open abatement request found in CE245608. 5. Agenda Item No. 5 Request approval to abate public nuisance items at the WHITE PROPERTY located at 1716 North Camellia Street. The applicant is the City of Tempe (CE251503). • Michael Moreno, Code Inspector, gave the following overview of this case: o Inspector Moreno requested a 180-day open abatement for 1716 North Camellia Street. o The case was initiated on 3/10/2025 for junk and debris in the front and rear yards. o City of Tempe CARE7 information was given to the property owner as a resource to assist with the clean up of any junk and debris on the property. o A citation was also issued. The property owner did pay the fee. o The inspector then presented photos taken earlier in the day showcasing the violations on site. o Property owner Raymond White spoke about his concerns with the abatement process and requested additional time to come into compliance. • Shawn Daffara stated no contact has been made by any other member of the public to speak on behalf of this case. • Hearing Officer MacDonald approved the 180-day open abatement request found in CE251503. 6. Agenda Item No. 6 Request approval to abate public nuisance items at the TUURA PROPERTY located at 1241 West Romo Jones Street. The applicant is the City of Tempe (CE247091). • Melissa Ensing, Code Inspector, gave the following overview of this case: o Inspector Ensing requested a 180-day open abatement for 1241 West Romo Jones Street. o The case was initiated on 10/04/2024 for junk and debris and construction equipment in the front yard. o Two (2) complaints have been submitted to the Code Compliance Division HEARING OFFICER MINUTES NOVEMBER 18, 2025 Page 3 o After speaking with the property owner an extension was granted to come into compliance. o A citation was also issued. The property owner did not pay the fee and it was sent to collections. o Minor progress has been made on the property but some violations still remain. o The inspector then presented photos taken earlier in the day showcasing the violations on site. • Shawn Daffara stated no contact has been made by the property owner or any other member of the public to speak on behalf of this case. • Hearing Officer MacDonald approved the 180-day open abatement request found in CE247091. ANNOUNCEMENTS • Shawn Daffara announced the next Hearing Officer meeting is scheduled to take place on December 2, 2025 in the Tempe City Council Chambers and broadcast live through Tempe 11. With no further business, the public hearing adjourned at 5:25 PM.
