Minutes Tempe Fire and Police Public Safety Personnel Retirement System Boards November 6, 2025 Minutes of the Tempe Fire and Police Public Safety Personnel Retirement System Boards joint meeting hosted virtually via Cisco WebEx and in person at the Human Resources Conference Room located at 20 E. 6th Street Tempe, AZ 85281 on Thursday November 6, 2025 at 2:00 p.m. Board Members Present (via Webex): Board Members Present (in person): Board Members Absent: Andy Arredondo Brian Kidd Lori Messer Christian Phillips Mike Scheidt Keith Burke Kyle Carman None City Staff Present (via Webex): City Staff Present (in person): Legal Counsel Present (in person) Kathleen Broman, HR Manager Tammy Milhon, HR Specialist Lesli Sorensen Nichole Gonzalez, Workers Comp. Specialist Sarah Jenkins, Administrative Supervisor Matt Quick, HR Specialist Chair Keith Burke called the meeting to order at 2:01 p.m. 1. Motion to Adjourn to Executive Session, if necessary No Executive Session was held. 2. Revisions to Rules of Local Board Procedure Chair Burke asked Board Legal Counsel Lesli Sorensen to address this item. Ms. Sorensen said that the legislature adjusted the Return-to-Work statute and because the board rules incorporate how various return-to- work options are reviewed, the Board will need to adjust the board procedures. The amendments are primarily at the end of the document where some language has been stricken and added how the board will address Return- to-Work. The biggest change is that the legislature is removing the same position restriction for people who are employed more than six (6) months after the date of retirement, and relevant to Police, allow employment as a school resource officer to be a complete blanket to any of the RTW rules, like fire inspectors. Motion to approve the revisions to the local board procedures by Kyle Carman; second by Andy Arredondo Motion passed on a voice vote 7-0. Ayes: Chair Burke; Boardmembers Arredondo, Carman, Kidd, Messer, Phillips and Scheidt Nays: None Absent: None Fire and Police Public Safety Personnel Retirement System Board Meeting Minutes – November 6, 2025 3. 2025 Board Meeting & Submittal Deadline Schedule Board Secretary Kathleen Broman said that included in the Board packet is the proposed meeting schedule for 2026. If there are any conflicts, please let staff know. There was no further discussion. Motion by Kyle Carman to approve the 2026 Board Meeting & Submittal Deadline Schedule; second by Lori Messer. Motion passed on a voice vote 7-0. Ayes: Chair Burke; Boardmembers Arredondo, Carman, Kidd, Messer, Phillips and Scheidt Nays: None Absent: None 4. PSPRS Updates Ms. Broman said that the fourth quarter PSPRS newsletter is included in the board packet for review. There was no further discussion. 5. Future Agenda Items There were no future agenda items discussed. 6. Public Appearances There were no public appearances. Adjournment Motion by Kyle Carman to adjourn to the meeting; second by Chris Phillips. Motion passed on a voice vote 7-0.
