ACTION:  Approve the utilization of a five-year Sourcewell cooperative contract with Axon Enterprise 
Inc. for the purchase of a body-worn camera and digital evidence storage solution for the Community 
Services Department’s Park Ranger Program.
FISCAL IMPACT:  Total five-year cost of this contract shall not exceed $110,000.  Sufficient funds 
have been appropriated in the General Fund, Cost center 3261 (Park Rangers), for the anticipated 
expenditures in the current fiscal year and coming fiscal years contingent upon Council’s approval of the 
annual budget.
RECOMMENDATION:  Approve the utilization of the cooperative contract.
 
BACKGROUND INFORMATION:  (#101223-AXN) Sourcewell solicited and awarded a contract to 
Axon Enterprise Inc. for a body-worn camera and digital evidence storage solution.  Sourcewell is a 
cooperative purchasing organization with national scope that develops long-term agreements for a 
variety of commonly needed equipment and services with the specific purpose of reducing procurement 
costs by leveraging group volume. This contract has been reviewed by representatives from Community 
Services, City Attorney’s Office, and Procurement and modified to reflect Tempe specific requirements.  
Unit pricing will be held firm for the full five-year period.  
The City’s Police Department has been using Axon body cameras and digital evidence storage solution 
since 2015.  With the reimplementation of the Park Ranger Program, staff are seeking to outfit the 
sixteen (16) team members with the same technology. The body camera can be mounted to a variety 
of locations including upper body, shoulder, lapel, ball cap, or glasses. Rangers can easily activate or 
deactivate the video/audio recordings as well as upload, view, and tag all captured video. At the end of 
shift, the camera will be placed at an assigned docking station where the batteries will be charged, and 
the captured video/audio will be automatically uploaded to a secure vendor-hosted server (“cloud”) 
solution. Once the video/audio is tagged and uploaded, it shall remain in the secure storage repository 
where it can be viewed, redacted, and shared as well as interfaced with existing 3rd party software.    
Staff is recommending the approval of this contract with Axon Enterprise Inc. to allow for the expansion 
of this technology to include Park Rangers.
