ACTION:  Award a two-year contract with three, one-year renewal options to Steiger Services, Inc. for 
the purchase and maintenance of windscreens, fencing, pads, tarps, and turf protectors at the Tempe 
Diablo Stadium Complex.
FISCAL IMPACT:  The total cost of the contract will not exceed $300,000. Sufficient funds have been 
appropriated in the General Fund, Cost Centers 3281 (Diablo Stadium) and 3282 (Diablo Stadium 
Maintenance) and Park Improvement/Recreation – Capital Improvement Program (CIP) Project 
6303009 (Diablo Stadium Contractual Improvements), for anticipated expenditures during the current 
fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contract.
 
BACKGROUND INFORMATION:  (RFP 26-035) The City issued a Request for Proposal (RFP) to 
establish a contract for the purchase, installation, delivery, maintenance, repair, and replacement of 
windscreens, fencing, pads, tarps and turf protectors at the Tempe Diablo Stadium Complex.  The 
Contractor provides all labor, materials, and equipment to remove, replace or repair the existing 
windscreens, pads, and fencing on an as-needed basis.
Evaluation Process
The City issued notices of this opportunity to all registered firms for this commodity, along with 
advertising in the Arizona Business Gazette.  A total of 34 firms downloaded the RFP from the City’s e-
procurement portal, resulting in the submission of one (1) proposal from Steiger Services LLC.
The proposals were evaluated by a committee comprised of Community Services and Procurement 
staff. Results of the initial evaluation are presented in the tables below:

As only one proposal was received in response to the RFP, Procurement conducted a price 
reasonableness review by comparing the proposed pricing to the existing contract rates. This analysis 
confirmed that Steiger Services Inc.’s pricing remains unchanged and is therefore considered fair and 
reasonable.
Best and Final Offer
Steiger Services, Inc., was invited to submit a Best and Final Offer (BAFO) to address clarifications, 
which were evaluated and scored as shown in the table below.

Recommendation
The committee recommends awarding the contract to Steiger Services, LLC.  This company has a 
proven track record and is highly qualified to meet project requirements and has extensive experience 
in furnishing similar sports products. Steiger Services holds three (3) AROC licenses and is conveniently 
located near Tempe, ensuring prompt and reliable service. Their comprehensive inspection and 
maintenance approach ensures that stadium pads, windscreens, and fences are safe, functional, and 
visually professional, with repairs performed only upon authorization. They use a proactive project 
management strategy, planning tasks in reverse order from deadlines to ensure timely completion, with 
a 30-day lead time for materials. Warranties include 5 years against fading of the stadium pad and 2 
years on windscreen workmanship with minimal fading, reflecting confidence in product quality and 
durability.
