ACTION: Award a professional services contract to J2 Engineering & Environmental Design, LLC, for 
Project No. 6311831 – Hayden Butte Improvements – Trailhead Design.
FISCAL IMPACT: The contract amount is $263,544.66. Funds to cover this contract and related 
expenses are appropriated in Fiscal Year 2025/26 and future years, contingent upon City Council 
approval of the City’s annual budget, in the Capital Improvement Project No. 6311831 (Hayden Butte 
Improvements – Trailhead Design).
RECOMMENDATION:  Award contract.
 
BACKGROUND INFORMATION:  Hayden Butte Preserve is a popular destination for both residents 
and visitors, and it is also sacred to the Salt River Pima-Maricopa Indian Community and other 
Indigenous people who once inhabited the area. This project will design a new trailhead at Hayden Butte 
Preserve on the west side of the butte, adjacent to the Hayden Flour Mill site. The design will include 
restrooms, a shade structure, improved trails, signage, erosion control measures and vegetative 
restoration.
