ACTION:  Adopt a resolution approving of and authorizing the Mayor to execute a non-spring training 
concession agreement between the City of Tempe and Legends Sports, LLC, for concessions 
operations at Tempe Diablo Stadium. (Resolution No. R2026.13)
FISCAL IMPACT:  The City will receive 20% of gross revenues for all non-spring training non-catered 
concessions and 25% of gross revenues for all non-spring training catered concessions. The revenue 
will be deposited into the General Fund.
RECOMMENDATION:  Adopt Resolution No. R2026.13.
 
BACKGROUND INFORMATION:  The City of Tempe (“City”) is a party to a lease agreement with 
The Los Angeles Angels of Anaheim (the “Angels”) that allows the Angels to play spring training games 
at Tempe Diablo Stadium (the “Stadium”). Pursuant to the lease agreement, Tempe is obligated to enter 
into a separately negotiated concession agreement with the concession operator selected by the Angels 
to provide concessions during spring training games. The Angels selected Legends Sports, LLC 
(“Legends”) to provide concessions during spring training. The City’s previous concession agreement 
(T14-117-01) with the concession operator expired, and the City entered into negotiations with Legends 
for a new concession agreement. 
The Concession Agreement (“Agreement”) allows Legends to provide concession services for City 
events at the Stadium  during the non-spring training season. Concession services include operating 
the concession stands, bar and liquor dispensing facilities, food and beverage sales, vending machines, 
and all catering to individuals or groups using the Stadium. The term of the Agreement is through 2035 
or upon termination of the Legend’s agreement with the Angels , whichever is earlier. The City will 
receive 20% of gross revenues for all non-spring training non-catered concessions and 25% of gross 
revenues for all non-spring training catered concessions.
