REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution approving the purchase of real property located at 950 East Baseline Road, 
Tempe, Arizona, and authorizing the Mayor to execute any necessary documents to finalize the 
purchase. (Resolution No. R2026.15)
FISCAL IMPACT:  The total estimated fiscal impact is $6,597,500, which is the Broker’s Opinion of 
Value for the property's purchase. Sufficient funding has been approved through an affordable housing 
bond that is to be allocated in Fund 67, Cost Center 6711519, Account 7501 as part of Fiscal Year 
2026/27 budget appropriation.
RECOMMENDATION:  Adopt Resolution No. R2026.15.
 
BACKGROUND INFORMATION:  The City is in need of additional affordable housing and a new fire 
station to replace Fire Station No. 3, which is currently located near Baseline Road and McClintock 
Drive. City staff identified real property at 950 East Baseline Road which used to be the former Big Lots 
retail store as a potential site to co-locate affordable housing and the new fire station. City staff has been 
negotiating the purchase of the 3.439-acre parcel of land with the current owner, CC Fund 1 Big Lots, 
LLC. There are two current tenants still on the property with leases through 2028. Purchase of the 
property would give the City the opportunity to construct an innovative development comprising of a 
minimum of fifty (50) affordable housing units and a new Fire Station 3. The new fire station facility will 
further strengthen emergency response capacity in southern and central Tempe. In addition, integrating 
essential services with affordable housing will maximize the land use and serve community needs 
effectively in the City. This potential future development will also provide much-needed housing options 
near essential services and employment opportunities, which supports Tempe’s broader goals of 
housing affordability and economic inclusivity. 
City staff have been conducting due diligence investigations into the property and believe that purchase 
of the property will benefit the City.
