CITY OF TEMPE Meeting Date: 1/22/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 8B2 ACTION: PUBLIC HEARING ITEM Introduce and hold the first public hearing to adopt a resolution for a General Plan Land Use and Residential Density Map Amendment from Mixed-Use Moderate (up to 45 du/ac) to Mixed-Use Industrial Moderate (up to 45 du/ac) and adopt an ordinance for a Zoning Map Amendment from "MU-4 PAD" to "GID" on approximately 25 acres for PRIEST AND ALAMEDA, located at 2750 South Priest Drive. The applicant is Gammage & Burnham, PLC. The second and final public hearing is scheduled for February 5, 2026. (Resolution No. R2026.10) (Ordinance No. O2026.07) FISCAL IMPACT: While this ordinance change does not directly impact revenue, the planned development will result in collection of the standard development fees, calculated according to the approved fee structure at the time of permit issuance. RECOMMENDATION: Adopt Resolution No. R2026.10 and Ordinance No. O2026.07 Development Review Commission - Approve (7-0 vote) subject to condition on 1/13/2026 BACKGROUND INFORMATION: PRIEST & ALAMEDA (PL250332) is requesting a General Plan Projected Land Use and Residential Density Map Amendment from Mixed-Use Moderate (up to 45 du/ac) to Mixed-Use Industrial Moderate (up to 45 du/ac) and a Zoning Map Amendment MU-4 PAD to GID for approximately 25 acres at the southwest corner of South Priest Drive and West Alameda Drive. The previously approved PAD will be removed. The site is proposed to contain two (2) industrial warehouse buildings of approximately 443,551 square feet of office and warehouse space. A Development Plan Review will be submitted at a later date for approval of the site plan, building elevations and landscape plans. The request includes the following: GPA250005 General Plan Land Use and Residential Density Map Amendment from Mixed-Use Moderate (up to 45 du/ac) to Mixed-Use Industrial Moderate (up to 45 du/ac) ZON250010 Zoning Map Amendment from MU-4 PAD to GID A MINOR GENERAL PLAN AMENDMENT REQUIRES AN AFFIRMATIVE VOTE OF AT LEAST TWO- THIRDS (2/3) OF THE CITY COUNCIL; THEREFORE, A COUNCIL VOTE (5 OF 7) IS REQUIRED FOR AN APPROVAL.
