REQUEST FOR COUNCIL ACTION

ACTION:  PUBLIC HEARING ITEM Hold the second and final public hearing to adopt an ordinance for 
a Planned Area Development Overlay to modify the development standard for building height and 
change the development type from office to residential for a new 16-story, 110 dwelling unit project on 
1.81 acres for 250 RIO, located at 250 West Rio Salado Parkway. The applicant is Gammage & 
Burnham, PLC. The first public hearing was held on January 8, 2026. (Ordinance No. O2026.02)
FISCAL IMPACT:  While this ordinance change does not directly impact revenue, the planned 
development will result in collection of the standard development fees, calculated according to the 
approved fee structure at the time of permit issuance.
RECOMMENDATION:  Adopt Ordinance No. O2026.02
Development Review Commission - Approve (6-0 vote), subject to conditions
 
BACKGROUND INFORMATION:  250 RIO (PL250333) is a proposed residential development 
consisting of 110 dwelling units on 1.81 acres. On June 23, 2022, City Council approved a General Plan 
Amendment, Zoning Map Amendment, Planned Area Development Overlay, and a Development Plan 
Review for a new 14-story office building with ground floor commercial for 250 Rio. The applicant is 
requesting to modify the plans to allow a residential project with an increased building height. The 
request includes the following:
PAD250007   Amended Planned Area Development Overlay to modify the standard for building height 
and modify the basic intent of the original plans
