1) Call to Order & Introductions  
Meeting called to order at 5:32pm.   
 
2) Public Appearances: the Tempe Aviation Commission welcomes public comments at this time.

3) Voting of the Meeting Minutes:  
 
Motion by Commissioner Labun to approve Meeting Minutes from November 19, 2025; second by 
Commissioner Hunter. Motion passed on 5-0 vote. 
Ayes: Chair Carraway, Vice Chair Camargo, Commissioners Labun, Walker, and Hunter 
Nays: None 
Abstain: Commissioners Schelstraete and Billingsley

4) Update on Sky Harbor; presentation by Jordan Feld, Deputy Aviation Director at Sky Harbor, for discussion. 
Mr. Jordan Feld gave a presentation on the Sky Harbor update. One of the components of the agreement was 
that the 65 DNL Contour be updated in 2025, which Sky Harbor has done.  
Vice Chair Camargo asked, regarding the factors that increase the contour, that it increases the square milage 
within the contour? Mr. Feld stated there are many factors that reduce the contour if you’re looking at this map

from a perspective. He hopes the contour gets smaller on the Tempe side. You would hope to see OPS 
(operations), less departures and several other variables. Ultimately the contour square footage did increase 
significantly more on the West side of the airport because of the 7% increase.  
Commissioner Labun asked, does the OPS include cargo or is that just passenger OPS? Mr. Feld stated that it 
is all operations. Commissioner Labun asked, how large of an effect that the new West Terminal will have on the 
number of OPS? Mr. Feld stated that the airport is around 500,000 now. Even with 75 or 80 million passengers 
he would not expect it to get over 600,000 OPS. The airport is at about 55 million passengers annually now.   
Mr. Feld suggested that the Aviation Commission and Tempe residents provide feedback to the FAA on their 
website for Performance Based Navigation upgrades. The FAA will consider input over the summer. 
Modifications to the airspace and other implements would be in place around February 2027.  
Mr. Feld noted discussions in the previous TAVCO meeting on the status of maintenance and repairs for the 
noise monitoring sensors. The sensor number 16 in Tempe is currently out of service due to mechanical issues 
and should be back in operations by January or February. 
Commissioner Billingsley stated she did not see the west end noise contour and wonders how it compares to the 
east? Mr. Feld stated that it is larger, but did not map it for this meeting. Pursuant to the IGA, Sky Harbor is now 
obligated to do this every 5 years. Mr. Feld stated will be back to speak about the new contour at that time as 
well. 
5) Commissioners’ Business; suggestions for future agenda items.

6) Staff updates and announcements:

Mr. Jacob Payne stated that there were some questions at the last meeting about duration of terms for 
Commission members. Terms are 3 years. They will start in January and end in December. The term limit is 2 
consecutive terms. This is the last meeting for Commissioners Mitnik, Schelstrate and Hunter. Mr. Payne 
thanked them all for their volunteerism and service to the City of Tempe. There will be 4 vacancies on the 
Commission. At the City Council meeting last week they appointed 2 new members. The next meeting will be 
January 21st. There is 1 agenda item, which will be the Quarter 4 2025 Phoenix East compliance report. Mr. 
Payne is working with the City Clerk on filling the other 2 vacancies. Commissioner Billinsley asked if someone 
wanted to join TAVCO, how would they go about that and will positions be open until filled? Mr. Payne stated 
that the city website has a page for Boards and Commissions. Positions will be open until they are filled. At the 
January meeting the Commission will also be nominating and appointing a new Chair and Vice Chair for the next 
calendar year.  
 
Commissioner Hunter asked Mr. Payne if he has any information about the Phoenix Airspace Users Work 
Group. Mr. Payne said there is no update yet. Chair Carraway asked if there were any updates on the person 
complaining on the Phoenix side? Mr. Payne stated that we have seen a low volume of complaints come through 
311. He has not checked the volume of complaints from the Phoenix system. Our resident has not submitted a

complaint since July. The complaints we have been receiving are from the Northern part of the city with 
departure frequencies.  
 
7)    Schedule Next TAVCO Meeting 
 
The next meeting is scheduled for January 21st.
