REQUEST FOR COUNCIL ACTION

ACTION:  PUBLIC HEARING ITEM Hold the second and final public hearing to adopt a resolution for 
a General Plan Land Use and Residential Map Amendment from Mixed-Use High (up to 65 du/ac) to 
Commercial and adopt an ordinance for a Zoning Map Amendment from R-4 TOD to CSS TOD on 0.7 
acres for MARLATT’S GARAGE, located at 1249 East 8th Street. The applicant is Motley Design Group, 
LLC. The first public hearing was held on January 22, 2026. (Resolution No. R2026.09) (Ordinance No. 
O2026.06) Note: The Resolution authorizing the General Plan Amendment requires at least a two-thirds 
(2/3) City Council majority vote (5 of 7) for approval.
FISCAL IMPACT:  While this ordinance change does not directly impact revenue, the planned 
development will result in collection of the standard development fees, calculated according to the 
approved fee structure at the time of permit issuance.
RECOMMENDATION:  Adopt Resolution No. R2026.09 and Ordinance No. O2026.06
Development Review Commission  - Approve (7-0 vote) subject to condition on 1/13/2026
 
BACKGROUND INFORMATION:  MARLATT’S GARAGE (PL250331) is requesting a General Plan 
Projected Land Use and Residential Density Map Amendment from Mixed-Use High (up to 65 du/ac) to 
Commercial and a Zoning Map Amendment from R-4 TOD to CSS TOD for 0.7 acres at the southwest 
corner of East 8th Street and South Dorsey Lane. The site is proposed to contain a commercial adaptive 
reuse of the existing garage building and a large outdoor patio area. A Development Plan Review will 
be submitted at a later date for approval of the site and landscape plans. The request includes the 
following:
GPA250004 General Plan Land Use and Density Map Amendment from Mixed-Use High (up to 65 
du/ac) to Commercial
ZON250009 Zoning Map Amendment from R-4 TOD to CSS TOD
A MINOR GENERAL PLAN AMENDMENT REQUIRES AN AFFIRMATIVE VOTE OF AT LEAST TWO-
THIRDS (2/3) OF THE CITY COUNCIL; THEREFORE, A COUNCIL VOTE (5 OF 7) IS REQUIRED FOR 
AN APPROVAL.
