HOUSING AUTHORITY GOVERNING BOARD UPDATES 
 
4A. 
Housing Authority Governing Board Quarterly Update – Quarter Ended 
September 30, 2022 
 
Deputy Human Services Director – Housing Irma Hollamby Cain presented updates on 
the current U.S. Department of Housing and Urban Development (HUD) awarded 
vouchers/subsidies administered by the Tempe Housing Authority (THA), including the 
Family Self Sufficiency Program, and the financial performance of the Housing Choice 
Voucher Program related to budget utilization, per unit costs, and leasing.  She provided 
an overview of the THA’s application to HUD for Stability Housing Vouchers, successful 
application for 10 additional Veterans Affairs Supportive Housing Vouchers, and receipt 
of 17 new “Fair Share Allotment” Housing Choice Vouchers.  She reviewed the planned 
improvements to the processing of Housing Assistance Payments to landlords effective 
January 1, 2023 and the continuance of HUD pandemic-era waivers to support rental 
housing affordability through December 31, 2023.  Ms. Hollamby Cain provided additional 
updates on the acquisition of the Rodeway Inn located at 2101 East Apache Boulevard, 
to provide transitional housing units to individuals in need, and the expected completion

of the Tempe EnVision Center.  She concluded the presentation by reviewing the 
activities of the Affiliate Non-Profit of the THA [Tempe Coalition for Affordable Housing, 
Inc.; also referred to as “The Affiliate”] related to the partnership with Tempe Community 
Action Agency (TCAA) to develop affordable housing units on the Watson’s Flowers 
property located at 2425 East Apache Boulevard and the planned development of an 
affordable duplex or triplex on a City-owned parcel located at 1014 East Curry Road. 
 
Chair Woods thanked Ms. Hollamby Cain for the information.  Vice Chair Adams voiced 
appreciation for the City working with the TCAA on an affordable housing project.

Chair Woods announced that the next scheduled Tempe Housing Authority Meeting is 
January 5, 2023 and adjourned the meeting at 6:06 p.m. (Note: the meeting was later 
rescheduled to January 26, 2023.)
