ROLL CALL
Present: Mayor Alexis Hermosillo (via phone); Vice Mayor Roy Delgado (via phone); Councilmember Monica
Dorcey (via phone); Councilmember Anita Norton (via phone); Councilmember David Shapera (via
phone); Councilmember Donna Winston (via phone)

CALL TO ORDER - The meeting was held online and telephonically; called to order at 6:00 pm.

3.
PROCLAMATION
 
1.
To declare May 17-23, 2020 as Emergency Medical Services Week in the City of El Mirage.  (Fire)
Fire Chief Christopher DeChant presented and stated that in 1974, President Gerald Ford authorized
EMS Week to celebrate EMS practitioners and the important work they do in our nation's communities.
EMS Week brings together local communities and medical personnel to honor the dedication of those
who provide the day-to-day lifesaving services of medicine's "front line."  This year, five days of EMS
Week each have a theme that represents the diverse nature of EMS; Monday is EMS Education Day,
Tuesday is Safety Day, Wednesday is EMS for Children Day, Thursday is Save-A-Life (CPR & Stop the
Bleed) Day, and Friday is EMS Recognition Day.
Mayor Hermosillo proclaimed the week of May 17 - 23, 2020 as EMERGENCY MEDICAL
SERVICES WEEK in recognition of emergency medical services providers.
  
 
4.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time.
Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as
a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond
to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or
(3) direct that the matter be put on a future agenda.
No public comment cards werre received.
 
5.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on
separately.
 
1.
Consideration and action to approve the minutes of the Regular Council meeting held telephonically on
Tuesday, April 21, 2020. (City Clerk)

2.
Consideration and action to approve a contract with Skillsoft Corporation for an Information Technology
training subscription. (I.T.)
  
 
3.
Consideration and action to approve Resolution R20-05-05 authorizing Amendment No. 3 to the
Cooperative Agreement between Maricopa County, administered by its Human Services Department,
and the City of El Mirage to renew the existing Agreement pursuant to the automatic renewal clause in
Paragraph 3 for an additional three years, Federal Fiscal Years 2021/22, 2022/23, and 2023/24 to
participate in the U.S. Department of Housing and Urban Development's (HUD), Community
Development Block Grant (CDBG) Entitlement, HOME Investment Partnership Program (HOME),
Emergency Solutions Grants (ESG), and other HUD-related programs.  (Grants)
  
 
4.
Consideration and action to approve City of Peoria job order contract P19-0027B with B and F
Contracting to install fiber optic cabling at the Fire Department in an amount not to exceed $23,890
(includes a 10% contingency).  (I.T.)
  
 
 
Vice Mayor Delgado moved to approve Consent Agenda Items 1 through 4 as presented; seconded by
Councilmember Shapera.   
 
Vote: 6 - 0 Passed - Unanimously
 
6.
REGULAR AGENDA
 
1.
Consideration and action to enter into development agreement with Microsoft Corporation to provide
improvements to the City's water reclamation facility. (Public Works).
This item was pulled for a future agenda.
  
 
7.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have general
comment or questions.
City Manager Dyches had no comments.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific
matter is properly noticed for legal action.
Vice Mayor Delgado and Councilmember Winston expressed their gratitude to the City Manager and
Staff for the budget work session held the previous day.
 
9.
ADJOURNMENT - The meeting was adjourned at 6:07 pm
