Compliance with General 
Plan: 
The 2010 General Plan designates this area as part of the Commerce 
Park/Industrial Planning Area and is compatible with the General Plan 
Land Use Plan but requires an action from the Planning and Zoning 
Commission and City Council for the Zoning Text Amendment to be 
adopted.  
 
Considerations: 
The applicant is requesting a Zoning Text Amendment to Zoning Code 
§154.154. (A)(2) to remove the public meetings requirement when 
reviewing and approving a site plan within a previously approved Planned 
Area Development (P.A.D.).  The applicant feels that requiring public 
meetings hinders the ability to be competitive in the industrial land 
development market. Removing the public meetings requirements would 
cut down the site plan approval process time by 30 to 45 days.  This 
request would preclude the Planning and Zoning Commission and City 
Council from reviewing site plans prior to approval. 
 
Research conducted by the El Mirage Planning Staff has discovered that 
several municipalities in Maricopa County have similar practices; site 
plans within a previously approved Planned Area Development (PAD), 
Plan of Development (POD) or Specific Plans (SP) are reviewed and 
approved administratively.  
 
The El Mirage Technical Advisory Committee (TAC) will continue to 
work with Luke Air Force Base with land use compatibility uses as 
pursuant to ARS 28-8481; send Notification of Site Plan Review letters to 
adjacent properties within 200 feet as a notifications and will notify the 
Planning and Zoning Commission and City Council of any site plans 
submittals, reviews and approvals.    
 
City Staff Review 
Has no objections and is in support of the proposed Zoning Text 
Amendment.

4-0 vote.  
 
Council  
Staff is seeking final action from Council for the adoption of the 
Zoning Text Amendment. The amendment will take effect 30 days
