Macias, Planner/GIS Community Development Department, Planning & Zoning RE: PZ20-03-09 Zoning Text Amendment Site Plan Approval DATE: April 9, 2020 Mrs. Anderson, Please see the comments from the El Mirage Technical Advisory Committee (TAC) for the Site Plan Amendment for the project mentioned above. BUILDING & SAFETY 1. No comment. ECONOMIC DEVELOPMENT 2. Economic Development agrees with this request to have site plans in a Planned Area Development be approved administratively. The information I received from Greater Phoenix Economic Council, Arizona Commerce Authority and site selectors support the need to reduce site plan processing times to meet aggressive build-to-suit timelines. If our process is not competitive with other Cities, it could be a discriminator. The number of large scale (250,000 sf+) existing buildings in Greater Phoenix is limited making build-to-suit more popular and competitive. Having shovel ready property and aggressive site plan approval timelines will keep us competitive with Glendale, Surprise, Buckeye and Goodyear. El Mirage is often in the running for large scale industrial projects and we need to be timely to be competitive. ENGINEERING 3. No comment. FIRE DEPARTMENT 4. No comment. 2 PLANNING & ZONING 5. The Planning and Zoning Staff has no objections to the proposed zoning text amendment. 6. Based on research conducted by the Planning Staff regarding this matter, several municipalities have similar practices where a Planned Area Development, Plan of Development or Specific Plans are approved by Council and site plans administrative. 7. Staff will continue to work with Luke Air Force Base with land use compatibility as per ARS 28-8481. 8. Staff will continue to send Notification of Site Plan Review letters to adjacent properties within 200 feet as a notification only. POLICE DEPARTMENT 9. No comments. PUBLIC WORKS 10. No comments.
