RESOLUTION R20-05-06 
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE 
CITY OF EL MIRAGE, ARIZONA, DECLARING AND 
ADOPTING THE "EL MIRAGE 2020 GENERAL PLAN 
UPDATE" IN COMPLIANCE WITH ARIZONA REVISED 
STATUTES 
§9-461.06; ORDERING 
THAT 
THE 
"EL 
MIRAGE 
2020 
GENERAL 
PLAN 
UPDATE" 
BE 
SUBMITTED TO THE VOTERS AT THE NEXT GENERAL 
ELECTION TO BE HELD NOVEMBER 3, 2020 FOR 
RATIFICATION 
 
WHEREAS, the general plan of the City of El Mirage is a comprehensive, long range plan 
that sets forth the goals and policies for the development of land in the City of El Mirage; and 
 
 
WHEREAS, Arizona Revised Statutes (A.R.S.) §9.461.06 requires the City of El Mirage 
to update its general plan at least every ten years in accordance with the goals and requirements of 
A.R.S. §§ 9-461 et seq.; and 
 
WHEREAS, pursuant to the provisions of §9.461.06(C), the City of El Mirage adopted a 
public involvement plan which sought maximum public participation from all geographic, 
ethnic, and economic areas of the City and developed procedures for amending and updating the 
plan; and 
 
WHEREAS, proposals and alternatives regarding the proposed general plan were broadly 
disseminated to the public, and provided on the City website, about the plan and steps in the public 
involvement process, including notice of the time and place of hearings, and all public comments 
were considered in the development of the proposed general plan; and 
 
WHEREAS, to secure maximum coordination of plans and to indicate properly located 
sites for all public purposes on the general plan, the City also consulted with, advised, and provided 
an opportunity for official comment by public officials and agencies, Maricopa County, school 
districts, associations of governments, public land management agencies, Luke Air Force Base, 
other appropriate government 
jurisdictions, 
public utility 
companies, civic, 
educational, 
professional and other organizations, property owners and citizens generally; and 
 
WHEREAS, in accordance with A.R.S. §9.461.06(D) the proposed general plan was 
transmitted at least (60) days prior to the adoption of this Resolution, to the Planning and Zoning 
Commission and City Council and submitted for review and further comment to: Maricopa 
County, Maricopa Association of Governments, Arizona Commerce Authority, Arizona 
Department of Water Resources, Luke Air Force Base, Arizona Attorney General’s Office, all 
community school districts, City of Surprise, City of Peoria, City of Youngtown, City of 
Glendale, further general public and private planning agencies of the state, and all persons 
requesting in writing to receive a review copy; and

WHEREAS, the City of El Mirage Planning Commission conducted public hearings on 
April 22, 2020 and April 28, 2020, recommending the plan be approved; and, 
 
WHEREAS, that certain document filed with the City Clerk titled "El Mirage 2020 
General Plan Update" is hereby declared to be a public record and said copies are hereby ordered 
to remain on file with the City Clerk; and 
 
WHEREAS, after receiving such recommendation and with the appropriate legal notice 
being given, the city council held a public hearing on the proposed general plan on May 19, 2020. 
 
WHEREAS, if approved by the City Council, "El Mirage 2020 General Plan Update" will 
be submitted to the voters for ratification in accordance with A.R.S. §9-461.06(M) and A.R.S., 
Title 16;  
 
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of El 
Mirage, Arizona that: 
 
1. The "El Mirage 2020 General Plan Update,” attached hereto and incorporated herein by 
reference, is hereby adopted. 
 
2. The " El Mirage 2020 General Plan Update" shall be placed on the ballot at the next 
general election to be held on November 3, 2020, for ratification by the voters. 
 
3. Upon approval of the "El Mirage 2020 General Plan Update" by the voters at the general 
election to be held on November 3, 2020, the City of El Mirage general plan approved by 
the voters on November 2, 2010, is hereby repealed. 
 
PASSED AND ADOPTED by the Mayor and City Council of the City of El Mirage,
