is by Resolution, attached.

Approval of this item would designate an 839-acre portion of the 
total 4,321-acre BNSF intermodal facility site from Single-Family 
Rural to Mixed Use Employment. The remainder of these acres 
already have the Mixed-Use Employment designation. This is due 
to a mapping error during the update of the White Tank Grand 
Avenue Area Plan in which the land use designation was 
inadvertently deleted for an 839-acre area that had originally been 
designated as industrial in the 2000 version of the White Tank 
Grand Avenue Area Plan.  Industrial uses ae appropriate along the 
railroad with highway access.  The intermodal facility will be an 
economic development boon. 
 
 
 
Staff has received extensive public comment on this project. As of 
this writing, staff has received a total of 5,429 support items and 
1,537 opposition items. 
 
 
The applicant has provided a memorandum indicating their wanting 
to have this case continued to the November 5, 2025 Board of 
Supervisors hearing to allow the applicant more time to prepare 
their second submittal and so that this CPA case could be heard 
alongside the zoning case, Z2024072, rather than separately.

Dear Chairman Galvin and Supervisor Lesko: 
 
The Maricopa County Board of Supervisors is scheduled to consider BNSF’s above-
referenced Major Comprehensive Plan Amendment case on August 20, 2025.  BNSF respectfully 
requests that the Board continue this matter to its November 5, 2025 meeting.  BNSF, in 
coordination with Supervisor Lesko and the District 4 office, is requesting this continuance to align 
the hearing schedule for the Major Comprehensive Plan Amendment with the companion rezoning 
request, Case Number Z2024072. 
 
BNSF’s Logistics Park Phoenix project will be a state-of-the art master-planned campus 
featuring a rail-served intermodal facility, logistics park, and logistics center designed to facilitate 
the transportation, storage, and distribution of goods destined for the Phoenix metropolitan area. 
   
As part of designing this project, BNSF has been coordinating closely with the Arizona 
Department of Transportation, the Maricopa County Department of Transportation and the City of 
Surprise on the project’s traffic impact analysis, which will result in commitments by BNSF for 
local and regional transportation infrastructure improvements. 
 
BNSF will also be submitting an updated rezoning application that includes a reduction in 
access points and other measures to minimize traffic concerns, generous building setbacks and 
open space buffers with landscaped natural earthen berms for the benefit of adjacent properties, 
Dark Sky lighting protocols, and reduced building heights for the warehousing and distribution 
facilities.  The core intermodal facility is more than one-half mile away from the nearest residential 
properties.

With the Logistics Park Phoenix project, the Phoenix region has a crucial opportunity to 
prepare thoughtfully for growth and position Phoenix as a leader in creating a resilient domestic 
supply chain while maximizing the use of rail, the most environmentally-friendly form of surface 
transportation.
