El Mirage Road El Mirage AZ 85335 Re: PZ20-01-22; Catholic Charities Head-Start (APN: 501-44-969) Mr. Macias Thank you for the opportunity to provide comments on the Development Application for Catholic Charities Head-Start Preschool. This application is requesting placement of a 6,200 square foot modular classroom building with attached metal shade canopies and parking spaces. The 1.6 acre site is located off Varney Rd between 127" and 129" Ave in El Mirage, AZ. The parcel is entirely inside the Luke AFB 1988 JLUS 75 Ldn “high noise or accident potential zone” as identified by A.R.S. § 28-8461 and is within the “territory in the vicinity of a military airport” also defined by A.R.S. § 28-8461. Recognizing that Luke AFB does not have approval or denial authority on any developments external to our property line we do however express concern that this development action increases concentrated growth inside the Luke AFB 1988 JLUS 75 Ldn “high noise or accident potential zone” as identified by A.R.S. § 28-8461. Limiting densities in the “high noise or accident potential zones” is important for maintaining future Luke AFB flying operations as well as presenting a minimalistic risk to citizens surrounding the installation. If this development is approved, we recommend you review the sound attenuation requirements found in A.R.S. § 28-8482 regarding reduction of outdoor to indoor noise levels. In addition, a strong notification program on the part of the applicant would be essential to inform potential residents about Luke AFB operations.
