Compliance with General 
Plan: 
The 2020 General Plan designates this area as part of 
Commerce/Industry Park Planning Area, where the proposed 
Site Plan for an Exterior Storage Yard and Office Use is 
compatible with the General Plan.   
 
City Zoning/Land Use  
An Exterior Storage Yard and Office Land Use is permitted by 
right in an Employment/Industry (E/I) zoning district but requires 
a review and recommendation from the Planning Commission 
and a final action from Council for the site plan to be 
approved, and for the project to continue with the construction 
permitting process.  
 
ARS 28-8481 Land Use 
Compatibility 
The site is located inside the Luke Air Force Base (LAFB) Noise 
Contour Zone, and the Military Airport Territory Area and is 
subject to review from LAFB for land use compatibility w ith ARS 
28-8481. Please see the attached review letter from LAFB.  
 
Considerations: 
The applicant is requesting a site plan approval for an Exterior 
Storage Yard and Office Use on Butler Drive to relocate their 
business to El Mirage.    
 
The intended use is for truck trailer storage and limited 
maintenance. Harriem establishes agreements with trucking 
companies seeking to store their over-the-road trailers for short 
term periods that are typically less than one week. Some of 
these trucking companies may also request to store the semi-
truck with trailer over-night as well, but the focus is the short-
term storage of the trailers that are typically 53’ in length. 
Harriem intends to construct an approximate 5,000sf (84’ x 60’) 
office with two service bays and parts storage. This structure will 
be a pre-fabricated steel building that will address the current 
building codes adopted by El Mirage. The on-site maintenance 
within the garage will be focused on servicing the trailers. 
 
The applicant intends to complete the service building and site 
improvements in one phase. The frontage will be graded for a 
retention basin, new landscape, and a new security wall/fence 
with automated gate. The front driveway area and extending 
east to the front of the garage will be paved. The balance of 
the property will be scraped and graded to establish a uniform 
finish using milled asphalt and eventually a decomposed 
granite surface. The perimeter of the property is currently 
fenced and partially improved with CMU walls. This perimeter is 
existing and intended to remain in-place. 
 
City Staff Review 
Staff has reviewed the proposed site plan application and 
has no further comments.

Stipulations: 
The applicant shall address all the Technical Advisory 
Committee (TAC) comments/redlines with the construction 
and civil plan submittal.  
 
Planning Commission 
 
Recommend approval of the application with a 4-0 vote at 
the March 9, 2021, Public Meeting.      
 
Council  
Staff is seeking a final action from Council.
