the whiners and naysayers prevent progress. When I lived near
Tatum and Bell, people didn't want a Safeway going in and a

I am writing to express my support for BNSF Railway’s proposed Logistics Park Phoenix in
Wittmann, Arizona.
This project represents the kind of private investment Arizona should be encouraging—bringing
more than 76,000 jobs, nearly $4 billion in labor income, and over $250 million in annual state
and local tax revenue to support schools, community colleges, and essential infrastructure. It also
expands our rail capacity, strengthens supply chains, and reduces the inefficiencies that come from
truck traffic and warehouse sprawl.
Beyond the clear economic benefits, there is a broader message at stake:
• With the headlines surrounding Project Blue in Southern Arizona being voted down, my
concern is that if we also turn away the full Logistics Park Phoenix, we risk sending the
wrong signal to businesses—that Arizona is no longer “open for business.” That perception
could damage our competitiveness for years to come.
• Look at Project Baccara, the new development by Takanok LLC. It's moving through the
approval process to build a new state-of-the-art data center in the west valley and includes
a 750MW natural gas power generating unit. This proposal will define how high-tech
infrastructure will evolve in our region and the community input will play a critical role in
shaping how this development integrates into the west valley. If projects like this don't get
approved, high-tech infrastructure will fail to evolve in our region.
• TSMC is constructing FAB3 and its accelerated expansion is drawing business to the area
like Amkor in Peoria. Amkor faced similar opposition and prevailed.
Currently the areas on both sides of the 303 between I-10 and 60 have warehousing that is built,
and more construction is forthcoming. As a result, these are part of the jobs and revenue that will
result because of BNSF.

Dear Supervisor Lesko,
I am writing to voice my support for the Burlington Northern Santa Fe (BNSF) Railway’s proposed
Logistics Park in Arizona.
This project presents a unique opportunity to strengthen our economy while upholding Arizona’s values. It
is expected to create more than 76,000 jobs, generate nearly $4 billion in labor income, and add about
$258 million in annual state and local tax revenue—funds that will support schools, community colleges,
flood control, and other essential services.
The facility also reflects core conservative principles. It advances economic growth by relying on private
investment rather than government subsidies, respects private property rights, and demonstrates how the
free market can thrive when unnecessary red tape is kept out of the way. Arizona has always been a
place where businesses can grow without being smothered by bureaucracy.
Beyond the economic impact, the Logistics Park will expand Arizona’s rail capacity, helping us move,
store, and distribute goods more efficiently. A stronger supply chain means fewer disruptions, more
opportunities for local businesses, and a competitive edge in a fast-changing economy.
BNSF has been part of Arizona’s story for more than a century, currently employing more than 1,500
Arizonans with a payroll of nearly $200 million. This new investment builds on that foundation and
reinforces Arizona’s role as a leader in transportation, logistics, and innovation.
It’s important that BNSF be able to realize its full vision—combining the intermodal facility with on-site
warehousing and logistics. Without that integration, Arizona risks the same inefficiencies California has

Debbie, I read your information about BNSF. I live pretty close
to the proposal. Let them build it. The only people who will
benefit from trying to oppose this is the Lawyers. The Railroad
will get their way, and the City of Surprise will spend a lot of
taxpayer money and get nothing out of it. That doesn't bother
me I live in the county. We don't need the headaches trying to
stop this. I am sure that BNSF will make it as pretty as
possible. Let's save our money, spend it on something that
benefits the voters in the district, instead of the Lawyers.

The BNSF intermodal site and warehouses seems sensible,
given Phoenix's proximity to container shipping coming out of
California. When the driverless trucks get traction and Long
Beach figures out how to stay open for more than a shift per
day, the stream of goods getting shuttled in/out of Long Beach
to the warehouses along 303 will improve considerably. The
intermodal option to use rail for long haul makes a ton of sense.
This is infrastructure for the future, and it would seem to benefit
large swathes of constituents ("people who buy stuff"). Blocking
the warehouses would probably mean intermodal proceeds, but
the shuffling of cargo will be done in some other adjacent
warehouses, just shifting the issue and increasing handling
costs.
I'm inclined to favor BNSF intermodal + warehouses out near
Wittman.

County. BNSF describes the facility as a “best-in-class, state-
of-the-art freight rail facility” that will support Arizona’s

company states the $3.2 billion project will create more than
