City Zoning/Land Use The proposed site plan for a Warehouse (Cold Storage) Use is a permitted use per Zoning Code §154.052.E. and is compatible with the surrounding industrial land use. Approval of the site plan is required for the project to proceed for the submission of construction and civil plans for staff review and approval. ARS 28-8481 Land Use Compatibility The site is located inside the Luke Air Force Base (LAFB) Noise Contour Zone, and inside the Military Airport Territory Area and is subject to review from LAFB for land use compatibility with ARS 28-8481. See attached review letter from LAFB. Considerations The applicant is requesting approval of a site plan to develop 22.10 acres of vacant land into a cold storage facility at the northwest corner of Joe R. Ramirez Road and Dysart Road. The project once completed will provide a 320,160 square foot cold storage facility for the storage and distribution of frozen food products throughout the region. The warehouse, docks and support area will be constructed out of insulated metal panels. The two-story office, with full height glass and accent wall, will be constructed from architectural panels. Some of the features include; -20 degrees to +60 degree fully convertible storage space, warehouse space broken into 5 rooms for flexibility, 60’ deep refrigerated docks, 40’ deep refrigerated, rail docks, connected access to class 1 rail through BNSF railway, and two-story employee office with accommodations for truckers. City Staff Review Staff has reviewed the proposed zoning application and has no further comments, but has the following stipulation: Stipulations 1. The applicant shall address all the Technical Advisory Committee (TAC) comments/redlines stated in the April 21, 2021, Memorandum with the construction and civil plan submittal. Planning Commission Recommended approval of the Zoning Application at the May 11, 2021, Public Meeting with a 4-0 vote. Council Staff will seek a final action from Council at the June 1, 2021, Regular Council Meeting.
