These items will have to be addressed prior to the Planning and Zoning Meeting. 1. None The below items will have to be addressed during the Construction Plan Submittal. Site Plan/Civil Plans 1. Preliminary Site Plan Site Data Table a. This table notes the APN as 509-18-968B while the ALTA shows 509-18-968A. Which is correct? b. The Table shows 50 trailer parking spaces but the Site Plan shows 57. 2. Include the following items, as applicable: a. Utilities and utility rights-of-way or easements b. Fences and walls c. Exterior signs d. Exterior refuse collection areas 3. Show the building setback lines. The front yard setback shall be 20 feet, the side yard setback along Dysart Road shall be 10 feet, the side yard setback along the west property line shall be 5 feet and the rear yard setback shall be 5 feet. 4. The project is responsible for an eight-foot-wide meandering sidewalk, streetlights, ITS conduit, and landscaping/irrigation along their Dysart Road frontage. The project is also responsible for a six-foot-wide sidewalk (meandering if possible) along Ramirez Road. If the TI Cold site is anticipated to be constructed prior to the City’s Dysart Road project, a Development Agreement may be prepared to determine how and when these improvements will be constructed. 5. This project will be required to install a traffic signal at Dysart Road and Ramirez Road. A Reimbursement Agreement with the City per City Code Section 152.217 will be prepared in order to potentially recapture 75% of the costs for design and construction of the signal. A Development Agreement may be prepared to determine how and when this signal will be constructed. 6. Will the rail extension be part of the TI Cold project or handled separately by others? Will it be completed as part of Phase 1? 2 7. Stop signs is recommended at the driveways. 8. The parking area(s) shall adhere to Section 154.105 of the City Code: a. MAG type curbing is required around all parking lots and driveways. b. The driveways shall be per MAG or City details. 9. When parking spaces are adjacent to a sidewalk, the sidewalk shall be 6 feet wide or parking blocks shall be installed. 10. A minimum of one ADA parking space shall be van accessible and be signed and striped accordingly. Show dimensions for the widths of the ADA space and access aisles. 11. How will offsite drainage from the north be routed through the site? 12. The CRI plans show a drainage ditch along the west side of the TI Cold property. How will this drainage be addressed? 13. The TI Cold site is responsible for the drainage along the north half of Ramirez Road along its frontage. A scupper or other drainage structure will be required on Ramirez Road at the western boundary of the property to capture these flows and retain them on site. 14. There is an existing catch basin just east of the proposed east driveway that drains to the site. How will this drainage be retained on site? 15. Headwalls require safety rail and trash racks. 16. Show the basin overflow elevations. 17. Side slopes adjacent to the public right of way, areas where pedestrian access is permitted and within Public Utility Easements (PUE) shall be 6:1 or flatter. There shall be at least two feet of level ground between any wall or vertical obstruction and the top of any side slope grading. 18. Basin(s) shall be a minimum of 4 feet away from all structures and not located within building setbacks, easements, or fire lanes. 19. There are existing 8-foot-wide PUEs along both Ramirez Road and Dysart Road. No walls shall be placed within these PUEs. 20. All water mains and services within the site will be considered private. Any hydrants within the project site will be private and painted red per City Detail EM-360. All hydrants require markers per MAG Detail 122. EPCOR will be the water and sewer provider. 21. The existing water mains in Ramirez Road and Dysart Road are 12-inch ductile iron. The sewer main in Ramirez Road is 8-inch PVC. 22. There are no hydrants along the south and east side of the building. Final hydrant locations shall be reviewed and approved by the Building Official and/or the Fire Department. 23. All utility crossings shall be labeled on the plans and shall adhere to MAG Detail 404 and City Detail EM-402. 24. Any utilities that cross the proposed railroad tracks shall adhere to the requirements of BNSF. 25. Provide a 1-foot Vehicular Non-Access Easement (VNAE) along Dysart Road. 26. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final design. 27. Any future phases will require review and approval by the City. Deed and/or Title Report 28. Neither a deed nor title report was provided. 3 Landscaping Plans 29. No trees shall be placed within 5 feet of any public sidewalk or curb. No trees shall be placed in the PUEs. 30. Add a note to the plans that the maintenance for all landscaping and irrigation shown on the plans will be the responsibility of the property owner. 31. Fire hydrant clearance shall be 6 feet per City Detail EM-361. Photometrics 32. No comments ALTA Survey 33. No comments Parking Waiver 34. No comments Preliminary Drainage Report 35. Section 1.4 – The site is responsible for retaining that drainage from the site and the adjacent half right of way of both Ramirez Road and the ultimate Dysart Road. 36. Section 2.1 – The concrete ditch is an irrigation ditch. 37. Section 2.2 – Dysart Road is in the process of becoming a four lane roadway with a raised median. 38. Section 3.4 – The City coefficient for desert landscaping is 0.70. 39. Section 3.5 – The ultimate site outfall is located in the southeast corner of the site. 40. Section 4.2 – Is there an underground retention tank proposed for this site? Water Report 41. EPCOR will be responsible for the review and approval of the design of the water system. The City will still be responsible for Fire Protection. Sewer Report 42. EPCOR will be responsible for the review and approval of the design of the sanitary sewer system. 43. The sewer service will not be public. Traffic Impact Analysis (TIA) 44. Section 2.2 - Per the City’s Traffic Impact Study Criteria, the TIA must also analyze the traffic conditions 5 years after the last phase is constructed. 45. Section 4.0 a. Peoria Avenue east of Dysart Road does not have a TWLTL. b. The current speed limit on Dysart Road, between Peoria Avenue and Northern Avenue, is 50 mph. c. The speed limit of Olive Avenue is 45 mph. 46. Section 4.2 – Are there any trends or safety hazards that can be identified by the crash data? 47. Section 5.1 – What is the ADT for each of the two proposed driveways? 48. Section 6 – Are the LOS for Ramirez & Dysart based on signalized or non-signalized criteria? 49. Section 6.3 4 a. This section should reference City of El Mirage’s Dysart Road Improvements, not Peoria. b. Section 2B of the City’s Auxiliary Lane Criteria states that “…if it was determined that such a deceleration lane is not warranted, a minimum of one driveway shall be designated as truck delivery access drives and shall meet the minimum turning path for a WB-67 design vehicle, without requiring maneuvering into more than one traffic lane within the public roadway.” One or both driveways shall be updated accordingly. 50. Section 6.4 - The City is not installing the southbound right turn lane on Dysart Road at Ramirez Road. That will be the responsibility of the either TI Cold or Cavco, whichever development starts construction first. The City has provided the design. 51. Section 6.5 - The proposed east driveway must be located a minimum of 660 feet away from the signalized intersection, measured from nearest face of curb to nearest face of curb (see Note 4 of City Detail EM-259). The driveways also need to be separated from the Consolidated Resources (CRI) and Cavco driveways per City Code Section 154.104D. Please verify. 52. Section 6.6 – The City requires a minimum throat distance of 50 feet. 53. Section 6.7 – Only City Detail EM-159 shall be used for the proposed driveways. Detail EM-158 is only for local roadways. Ramirez Road is classified as a collector. 54. Figure B-1 – The adjacent developments were included in the traffic volumes, correct? Phase I Environmental Site Assessment 55. The provided document is noted as “Draft” and is missing several Appendices. Please provide the final version. 56. Section 2.5.2 – Verify the distance that the Agua Fria River is from the site. Miscellaneous 57. A Geotechnical Report will be required to provide on-site pavement sections and percolation rates. Verify the proposed pavement sections can handle 75,000 lbs. 58. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to the City’s construction permit approval. 59. A Haul Permit will be required if 500 cubic yards or more of material will be brought into or out of the site. This will require a separate application, an exhibit showing the haul route and insurance from the company performing the haul. The fee is $300. 60. A Dust Control Permit from the County will be required prior to the City’s construction permit approval. 61. An Approval to Construct (ATC) will be required from MCESD for the water and sewer line extensions. 62. Any cutting of the pavement in Ramirez Road will require Pavement Cut Fees per the most current Fee Schedule. 63. A Plat or similar instrument will be required if any additional right of way or easement dedications are necessary and it shall be recorded prior to Certificate of Occupancy. 64. Any modifications to the farmer’s irrigation system would be an agreement between the developer and the property owner but the modifications may be reviewed by the City. 65. The City will not release any permits until EPCOR provides the City with their approval of the plans and reports. The above comments are meant to be general in nature and are not considered to be all inclusive. Additional comments will arise during the formal permit submittal.
