Mr. Torres,  
Please see the comments from the El Mirage Technical Advisory Committee 
(TAC) for the proposed Light Manufacturing Use in an Urban Corridor 
Conditional Use Permit Zoning Application.   
 
BUILDING & SAFETY (J. Macias) 
1. A new Certificate of Occupancy will be required for the change of use 
from commercial use to manufacturing.  
2. Plans for a Tenement Improvements required.   
3. Fire Separation for the interior wall shall be required.  
 
ECONOMIC DEVELOPMENT  
4. No comment. 
 
ENGINEERING 
5. See attached memorandum. 
 
EPCOR WATER 
6. No comment. 
 
FIRE DEPARTMENT 
7. Fire Suppression, I believe the building is fire suppressed. I would like to see 
the proposed changes or additions to the fire systems 
8. Access into and around the facility 
9. Any alterations to the inside of the facility

Site Plan  
10. Provide Parking Calculations for Manufacturing & Industrial Uses (1/450 sq. 
ft. and 1 space for each company vehicle)  
11. Please add the following statement to the site plan.  
a.  “Any change of use or occupancy of any building or buildings, including 
additions thereto requiring more parking, shall not be permitted until such 
additional parking spaces as required by this chapter are furnished.” 
12. Revise the parking area to show surrounding landscape and distance 
from property line.  
13. Staging area and exterior yard shall be screened with a six (6) foot high 
block wall from public view.  
14. How will the manufacturing exterior area be separated from the rest of 
the commercial use? 
15. Show existing landscaping and ground material.  
16. Landscaping along the back of the property line is required and shall 
remain. 
17.  Fire Lane shall match the site plan below:

18. Fire access shall be provided If gates are installed to separate the areas.  
 
Zoning Comments  
19. The applicant in writing shall consent and add the following stipulations to the 
site plan: 
a. The right to a use and occupancy permit shall be contingent upon 
the fulfillment of all general and special conditions imposed by the 
Conditional Use Permit procedure. 
b. All the special conditions shall constitute restrictions running with the 
land and shall be binding upon the owner of the land, his or her 
successors or assigns. 
c. All conditions specifically stated under any conditional use listed in 
Zoning Code Chapter 154 shall apply and be adhered to by the 
owner of the land, his or her successors or assigns. 
d. All the special conditions shall be consented to in writing by the 
applicant. 
e. The proposed light manufacturing use shall not generate noise, 
vibrations, and odors that may become a nuisance to the general 
public.  
f. No expiration date of the Conditional Use Permit is being proposed 
by staff; however, failure to meet and maintain these stipulations will 
result in revoking the Conditional Use Permit. 
g. Applicant will obtain and maintain a Business License. 
h.  
 
POLICE DEPARTMENT 
20. No comment. 
 
PUBLIC WORKS 
21. No water or wastewater comments at this time.

51 State – Conditional Use Permit Review

Below are the Engineering Department’s comments for the above referenced submittal provided 
in June 2021. These items will have to be addressed prior to the Planning and Zoning 
Meeting. 
 
Plans 
1. Provide aerial photo of subject site and surrounding areas. 
2. Provide color photographs of subject site and surrounding improvements and show photo 
reference numbers on the context plan  
 
Exterior Elevations 
3. Label the view shown (i.e. North Elevation, etc.) 
 
The below items will have to be addressed during the Construction Plan Submittal. 
 
Narrative 
4. Will any new water or sewer services be required to serve this portion of the building? 
 
Site Plan/Civil Plans   
5. Include the following items, as applicable: 
a. Name and mailing address of the engineer/architect 
b. Topographic contours at a minimum interval of two feet 
c. Ingress and egress points 
d. Traffic flow on site 
e. Sidewalks, walkways, driveways, loading areas and docks 
f. Fences and walls 
g. Exterior signs 
h. Landscaping 
i. Utilities and utility rights-of-way or easements 
j. Surface water holding ponds and drainage ditches with surface water drainage 
arrows 
k. Exterior lighting 
6. Provide dimensions for the 5,000 square foot portion of the building.

7. Revise the building setbacks for both lots, which are 5 feet for all yards. Increase the size 
of the text for the setbacks and property boundary dimensions as they are difficult to read. 
8. The trash enclosure shall be constructed per City Detail EM-113 or a City approved 
substitution. 
9. Provide Parking Calculations per City Code Section 154.105(E)(2). Provide the necessary 
number of ADA spaces. 
10. Parking spaces shall be 9’ wide x 18’ long. A minimum 25-foot wide drive aisle shall 
also be provided to allow for two way traffic. Provide dimensions on the plans. 
11. MAG type curbing is required around all proposed parking lots. 
12. No portion of the parking area shall be located within 3 feet of a property line. Verify the 
proposed parking lot meets this setback. No parking will be allowed within 15 feet of the 
existing fire hydrant. 
13. What kind of surfacing will be used in the “Proposed Area”? At a minimum, it shall be 
paved with materials suitable to control dust and drainage. Explain what the “Material 
Receiving” and “Ship Ready Staging Area” will include? 
14. The fire access road shall be designed to handle 75,000 lbs. The minimum inside radius 
of the access road shall be 19.5 feet and the outside radius shall be 45 feet. Provide 
dimensions on the plans. 
15. A Grading and Drainage Plan will be required to show that the site drains away from the 
building. Show the finished floor elevation of the building. 
16. Show location, high water level (HWL), bottom elevations, volume required and volume 
provided for any existing or proposed retention basin. Show the basin overflow 
elevations and the ultimate overflow elevation of the site. The finished floor elevation 
must be a minimum of 14 inches above the low outfall of the site and one foot above the 
HWL of the basin. 
17. Does the existing domestic water service have a backflow preventer? If not, one shall be 
installed. 
18. The existing hydrant will require a marker per MAG Detail 122. 
19. Will the industrial use produce liquid wastes containing grease, oil, lint or sand that will 
require an interceptor? 
20. Are any exterior lights proposed? If so: 
a. Any lighting used to illuminate an off-street area shall be arranged so as to deflect 
light away from any adjoining residential zone or from the public streets. The 
source of lights shall be hooded or controlled in some manner so as not to light 
adjacent property. The foot candles generated from the proposed site shall be 0.0 
at the residential property lines to north and west of the site. 
b. Any light or combination of lights which cause light on a public street, other than 
lights specifically intended for that purpose, shall not exceed one foot candle as 
measured from the center line of the street. Show the foot candles along the 
centerline of alley to the north to verify that the proposed lighting will not exceed 
the maximum limit. 
21. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. 
Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final 
design. 
 
Drainage Report 
22. A Final Drainage Report will be required showing the amount of runoff volume required 
by the site for both pre-construction and post-construction. If additional volume is 
necessary, show the new basin(s) or extension to the existing basin(s).

Preliminary Water & Sewer Reports 
23. Water and Sewer Reports were not provided but will be required during the Civil Plan 
Review. Demand calculations per the City’s Water and Sewer Design Criteria shall be 
included. 
 
Traffic Impact Statement (TIS) 
24. Provide trip generation estimates (daily trips, AM/PM peaks) based on the latest version 
of the ITE Manual. 
 
Miscellaneous 
25. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP 
Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to the 
City’s construction permit approval. 
26. A Haul Permit will be required if 500 cubic yards or more of material will be brought 
into or out of the site. This will require a separate application, an exhibit showing the haul 
route and insurance from the company performing the haul. The fee is $300. 
27. A Dust Control Permit from the County will be required prior to the City’s construction 
permit approval.
