This conditional use permit application requests use of an existing warehouse and fire lane for a tiny home/factory built operation. The site is located at 12420 W Thunderbird Rd in El Mirage, AZ. It is inside the Luke AFB 1988 JLUS 65 Ldn, “high noise or accident potential zone” as defined by A.R.S. § 28-8461 and is inside the “territory in the vicinity of a military airport” also defined by A.R.S. § 28-8461. As described in the application, this request will not have a negative impact on Luke AFB Flight Operations so long as no new structures are erected as stated in the Narrative. Since the site will be located inside the “territory in the vicinity of a military airport,” it will be subjected to approximately 165 over flights per day, as low as 1,500 feet above the ground. We recommend you review the sound attenuation requirements found in A.R.S. § 28-8482. In addition, a strong notification program on the part of the applicant is essential to inform the tenant about Luke AFB operations.
