Dear Fellow Arizonans,
I urge you to deny the zoning changes requested by BNSF for the proposed 4,400-acre intermodal
hub in Wittmann, AZ. As a concerned resident, I believe this project poses serious, long-term risks to
our community across several key areas:
1. Public Health and Safety
A 24/7 industrial facility of this scale will flood our neighborhoods with noise, air pollution, and
exposure to hazardous materials. The nonstop operation threatens the health and peace of families
who live nearby.
2. Traffic Overload
This project will result in an influx of semi-trucks, estimated at 7 semi-trucks every second—a
staggering volume that will choke our already congested roads and endanger drivers. Residents are
rightly concerned this would make daily life unbearable.
3. Environmental Damage
This project would strain limited water resources, potentially draining them in a single year. It also
risks irreversible harm to local ecosystems, wildlife habitats, and the desert landscape that defines
our region.
4. Destruction of Community Character
Our area is rural, peaceful, and home to ranches and families who chose this lifestyle deliberately.
Turning it into a freight hub would permanently change the character of our community and
destroy the qualities that make it livable.
5. School Zone Safety

Routing thousands of heavy trucks near schools puts our£children directly at risk. Walkers, bikers, and
young drivers will face new and unnecessary dangers every day.
6. Hidden Economic Costs
While BNSF promises jobs, the£costs to homeowners, small businesses, and property values£could
far outweigh the benefits. Many residents feel trapped by the project, are fearful of the£property value
impact and are now uncertain about their future.
This is more than a zoning issue—it’s about£protecting the health, safety, and future£of our
community. I respectfully ask that you£reject BNSF’s zoning request£and stand with the residents who
call this place home.

I am writing today to respectfully request that each of you vote NO on the proposed zoning
change that would allow BNSF Railway to construct an intermodal hub in Wittmann,
Arizona.
Oppose CPA2024006
While I understand and acknowledge the need for intermodal transportation infrastructure
in Arizona, this proposed location is entirely inappropriate for such a large-scale industrial
development. Wittmann is a small rural community with a population of just 606 residents.
In stark contrast, BNSF plans to bring in approximately 76,000 individuals to construct this
facility—an influx that would completely overwhelm the area and forever change the quiet
rural character that families have cherished for generations.
Beyond the scale of the project, the hub will bring increased diesel truck traffic, air and
noise pollution, excessive lighting, and a host of environmental and safety concerns. These
impacts will not only affect the residents of Wittmann but also neighboring communities
such as Morristown, Wickenburg, Surprise, El Mirage, and Sun City West.
Please consider the long-term effects this development would have on our way of life, our
property values, our health, and our environment. I urge you to stand with the residents and
families of this region and vote NO on the zoning change for this location.

Supervisor Lesko, as you can see I am a resident of Surprise
and live it The Grand. I am absolutely opposed to BNSF
building their intermodal Railway in Whitmann and ask that you,
as my County Supervisor, vote to not permit this to go forward.
Thus far, the information that has been shared with the
community by BNSF indicates an enormous change not only in
rural Whitmann but also to the entire Northwest Valley. I'm very
concerned about the health impact of this project and the
continued expansion of businesses throughout this area. I have
lived here for 14 years and have seen unprecedented growth of
industry and it has profoundly affected the quality of life that I
thought I was moving to years ago. I ask you to help us

Dear Honorable Commissioner Lesko,
I oppose the BNSF Railway project due to its lack of
transparency and the absence of thorough economic impact
studies and quality-of-life surveys. Additionally, I disagree with
the use of any of my tax money to fund any part of this project.
There are numerous wide-open spaces in Arizona where this
project could be built without being imposed on us. This matter
should not move forward without a public vote.

I am opposed to the expansion of the BNSF RR at Wittman.
Grand Ave (Hwy 60) and the 303 is a nightmare to get thru
now. We have lived here 15 years and the noise level from
HWY 60 without the increased truck and rail traffic is very high.
The pollution is considerably worse with the current traffic and
the addition of the 303. If Hwy 60 were to be widened to
accomadate the additional traffic, I believe it would only
complicate the situation. It appears that both Hwy 60 and the
303 are at or near capacity during rush hour traffic. I don’t
believe it would be possible to accommodate the additional
traffic, noise, and pollution. Until such time that we have public
transportation, pollution controls in place, and noise level
controls, I would ask that you prohibit the RR from building a
terminal at the proposed Wittman location.

I am very much opposed to BNSF building at intermodal site at
Wittman, AZ. I foresee many negative issues from this project
such as major traffic on Grand Ave/highway 60 which is already
in poor shape and the current congestion at 163rd Ave in
Surprise. I foresee air quality will worsen much more than it
already is. Our situation with water source will be impacted. I’m
very concerned that property values in Sun City West will be
affected.
I moved to Sun City West 10 years ago and I really love living
here. Please fight to oppose this BNSF project.

I adamantly OPOSE the BSNF railroad intermodal facility being
built here in Wittmann off of the 60/Grand Ave. The amount of
increased traffic caused by semi trucks will be detrimental to
the already over trafficked grand Ave. that has multiple
accidents daily, many of them serious and/or fatal. The two lane
roads cannot handle anymore vehicles. The amount of
increased trains is ridiculous. It will be nearly impossible to
cross the railroad tracks due to the number of trains. It will
cause huge delays in travel time. The noise and pollution that
this facility will cause will be detrimental to the families (esp. the
children who attend school right by the proposed area), the
wildlife that have already been pushed further and further out
due to overbuilding. It will also cause harm/damage to the
desert landscape that these animals depend on for food and
shelter. This is an ABSOLUTELY NOT VOTE for this Wittmann
resident. NO, NO, NO Thank you.

Supervisor Lesko, this email is being written as an individual and not as Mayor. The Town of Wickenburg Town
Council has not yet discussed the BNSF project as a Council and therefore has not taken a position. 
I have attended quite a number of meetings where discussions have been held by representatives both for and in
opposition to the BNSF LLP project in Wittmann. I have also read many emails and Facebook posts as well as
documentation from both BNSF and the opposition. 
 
I understand the need for an intermodal facility and associated big-box distribution. However, due to my numerous
concerns about air quality, environmental issues, safety, transportation, water, and other factors, I am personally
strongly opposed to the location.
