submittal for a multi residential rezone for the address of 11733 W River Rd. 3 Existing 
Structure The property was previously zoned as SN-Suburban Neighborhood, and was 
classified as a church. Contains working electrical, water, and gas services. The finish plan 
maintains majority of the exiting floor plan with a perimeter laundry room addition. Phases will 
begin with a general focus on Unit’s 2 & 3 and has an estimated construction period of 1 year 
till projected completion. 
Drainage  
 
Additional drain line may be required and is shown on the plumbing plan. Drainage pipe 
is sized to 6” at max for mainline, 3” for showers and tubs, and 1 1/2” for sinks. Final Drainage 
Report will be required. 
Traffic Impact Statement 
11733 W River Rd has an existing 7 car parking lot near the front of the property. The rezone 
will not effect the current surrounding traffic area. A traffic impact analysis may be require.

parcel number 501-35-117. 
 
 Stated parcel is currently zoned as SN Suburban Neighborhood, and owner seeks to 
rezone property to MU Mixed Urban Multi-Residential housing complex. Multi-residential 
housing complex will be composed of 3 single family residential units and 1 office space.  
 
Plot will require 3 additional water meters, 3 additional electric meters. Natural gas lines 
are to remain undisturbed and will require a separate plan for future construction. Stove, 
Dryers, and water heater appliances will be electric powered.  
 
Construction process will take place in phases with an estimated timeframe of 5-10 
months till completion, refer to projected phasing plan on pg. A1 of incorporated building plan. 
Drainage  
 
Parcel number 501-35-117 carries a 4’± downhill natural grade slope from south to 
north. Water run-off is naturally directed toward River Rd. Sanitary Drainage line will require a 
Back Flow Valve. 
  
Traffic Impact Statement 
Additional 10 parking space per mandates. 1 parking space must be allotted for ADA 
accessible vans.

R602.2 Grade. Studs shall be a minimum No. 3, standard or stud grade lumber.  
 
R602.1 General. Wood and wood-based products used for load-supporting purposes shall 
conform to the applicable pro- visions of this section.  
 
R602.3.4 Bottom (sole) plate. Studs shall have full bear- ing on a nominal 2-by (51 mm) 
or larger plate or sill hav- ing a width not less than to the width of the studs.  
 
R602.3.2 Top plate. Wood stud walls shall be capped with a double top plate installed to 
provide overlapping at cor- ners and intersections with bearing partitions. End joints in top 
plates shall be offset not less than 24 inches (610 mm). Joints in plates need not occur over 
studs. Plates shall be not less than 2-inches (51 mm) nominal thickness and have a width 
not less than the width of the studs.  
 
R602.4 Interior load-bearing walls. Interior load-bearing walls shall be constructed, 
framed and fireblocked as speci- fied for exterior walls.  
R602.5 Interior nonbearing walls. Interior nonbearing walls shall be permitted to be 
constructed with 2-inch by 3- inch (51 mm by 76 mm) studs spaced 24 inches (610 mm) on 
center or, where not part of a braced wall line, 2-inch by 4- inch (51 mm by 102 mm) flat 
studs spaced at 16 inches (406 mm) on center. Interior nonbearing walls shall be capped 
with not less than a single top plate. Interior nonbearing walls shall be fireblocked in 
accordance with Section R602.8.  
R602.6 Drilling and notching of studs. Drilling and notch- ing of studs shall be in 
accordance with the following:  
1. Notching. Any stud in an exterior wall or bearing parti- tion shall be permitted to be cut 
or notched to a depth not exceeding 25 percent of its width. Studs in nonbear- ing 
partitions shall be permitted to be notched to a depth not to exceed 40 percent of a single 
stud width.  
2. Drilling. Any stud shall be permitted to be bored or drilled, provided that the diameter of 
the resulting hole is not more than 60 percent of the stud width, the edge of the hole is not 
more than 5/8 inch (16 mm) to the edge of the stud, and the hole is not located in the same 
sec- tion as a cut or notch. Studs located in exterior walls or bearing partitions drilled over 
40 percent and up to 60 percent shall be doubled with not more than two successive 
doubled studs bored. See Figures R602.6(1) and R602.6(2).  
R602.6.1 Drilling and notching of top plate. Where pip- ing or ductwork is placed in or 
partly in an exterior wall or interior load-bearing wall, necessitating cutting, drilling or 
notching of the top plate by more than 50 percent of its width, a galvanized metal tie not 
less than 0.054 inch thick (1.37 mm) (16 ga) and 11/2 inches (38 mm) wide shall be 
fastened across and to the plate at each side of the opening with not less than eight 10d 
(0.148 inch diameter) nails having a minimum length of 11/2 inches (38 mm) at each side 
or equivalent. The metal tie must extend not less than 6 inches past the opening. See Figure 
R602.6.1.  
R302.11.1.1 Batts or blankets of mineral or glass fiber. Batts or blankets of mineral or 
glass fiber or other approved nonrigid materials shall be permitted for compliance with the 
10-foot (3048 mm) horizontal fireblocking in walls constructed using parallel rows of 
studs or staggered studs.  
R302.11 Fireblocking. In combustible construction, fire- blocking shall be provided to cut 
off both vertical and hori- zontal concealed draft openings and to form an effective fire 
barrier between stories, and between a top story and the roof space.  
R302.4 Dwelling unit rated penetrations. Penetrations of wall or floor-ceiling assemblies 
required to be fire-resistance rated in accordance with Section R302.2 or R302.3 shall be 
protected in accordance with this section.  
 
R305.1 Minimum height. Habitable space, hallways and portions of basements 
containing these spaces shall have a ceiling height of not less than 7 feet (2134 mm). 
Bathrooms, toilet rooms and laundry rooms shall have a ceiling height of not less than 6 
feet 8 inches (2032 mm).  
 
R314.3 Location. Smoke alarms shall be installed in the fol- lowing locations:  
1. In each sleeping room.  
2. Outside each separate sleeping area in the immediate vicinity of the bedrooms.  
3. On each additional story of the dwelling, including basements and habitable attics and 
not including crawl spaces and uninhabitable attics. In dwellings or dwell- ing units with 
split levels and without an intervening door between the adjacent levels, a smoke alarm 
installed on the upper level shall suffice for the adjacent lower level provided that the 
lower level is less than one full story below the upper level.  
4. Smoke alarms shall be installed not less than 3 feet (914 mm) horizontally from the door 
or opening of a bathroom that contains a bathtub or shower unless this would prevent 
placement of a smoke alarm required by this section.  
R314.3.1 Installation near cooking appliances. Smoke alarms shall not be installed in 
the following locations unless this would prevent placement of a smoke alarm in a location 
required by Section R314.3.  
1. Ionization smoke alarms shall not be installed less than 20 feet (6096 mm) horizontally 
from a perma- nently installed cooking appliance.  
2. Ionization smoke alarms with an alarm-silencing switch shall not be installed less than 
10 feet (3048 mm) horizontally from a permanently installed cook- ing appliance.  
3. Photoelectric smoke alarms shall not be installed less than 6 feet (1828 mm) horizontally 
from a per- manently installed cooking appliance.  
R314.6 Power source.  
1.Smoke alarms shall be permitted to be battery oper- ated 
where installed in buildings without commercial power.  
R315.3 Location. Carbon monoxide alarms in dwelling units shall be installed outside of 
each separate sleeping area in the immediate vicinity of the bedrooms. Where a fuel-
burning appliance is located within a bedroom or its attached bath- room, a carbon 
monoxide alarm shall be installed within the bedroom.  
R315.6 Power source.  
1.Carbon monoxide alarms shall be permitted to be battery 
operated where installed in buildings without commercial power.  
R315.7.4 Combination detectors. Combination carbon monoxide and smoke detectors 
installed in carbon monox- ide detection systems in lieu of carbon monoxide detectors 
shall be listed in accordance with UL 2075 and UL 268.  
 
Plumbing 
P2601.2 Connections to drainage system. Plumbing fixtures, drains, appurtenances and 
appliances used to receive or discharge liquid wastes or sewage shall be directly connected 
to the sanitary drainage system of the building or premises, in accordance with the 
requirements of this code. This section shall not be construed to prevent indirect waste 
connections where required by the code.  
 
P2603.2 Drilling and notching. Wood-framed structural members shall not be drilled, 
notched or altered in any man- ner except as provided in Sections R502.8, R602.6, R802.7 
and R802.7.1. Holes in load-bearing members of cold-formed steel light-frame 
construction shall be made only in accor- dance with Sections R505.2.6, R603.2.6 and 
R804.2.6. In accordance with the provisions in Sections R505.3.5, R603.3.3 and R804.3.4, 
cutting and notching of flanges and lips of load-bearing members of cold-formed steel 
light- frame construction shall be prohibited. Structural insulated panels (SIPs) shall be 
drilled and notched or altered in accor- dance with the provisions of Section R613.7  
 
P2603.1 General. In the process of installing or repairing any part of a plumbing and 
drainage installation, the finished floors, walls, ceilings, tile work or any other part of the 
build- ing or premises that must be changed or replaced shall be left in a safe structural 
condition in accordance with the require- ments of the building portion of this code.  
 
P3003.1 Tightness. Joints and connections in the DWV sys- tem shall be gas tight and 
water tight for the intended use or pressure required by test.  
P3002.3 Fittings. Pipe fittings shall be approved for installa- tion with the piping material 
installed and shall comply with the applicable standards indicated in Table P3002.3.  
 
M2003.1 General. Hot water boilers shall be provided with expansion tanks. 
Nonpressurized expansion tanks shall be securely fastened to the structure or boiler and 
supported to carry twice the weight of the tank filled with water. Provi- sions shall be made 
for draining nonpressurized tanks without emptying the system  
 
M2005.1 General. Water heaters shall be installed in accor- dance with Chapter 28, the 
manufacturer's instructions and the requirements of this code. Water heaters installed in an 
attic shall comply with the requirements of Section M1305.1.2. Gas-fired water heaters 
shall comply with the requirements in Chapter 24. Domestic electric water heaters shall 
comply with UL 174. Oiled-fired water heaters shall comply with UL 732. Solar thermal 
water heating systems shall comply with Chapter 23 and SRCC 300. Solid fuel-fired water 
heaters shall comply with UL 2523.  
 
N1103.4 (R403.4) Mechanical system piping insulation (Mandatory). Mechanical 
system piping capable of carrying fluids greater than 105°F (41°C) or less than 55°F 
(13°C) shall be insulated to an R-value of not less than R-3.  
 
HVAC 
M1401.1 Installation. Heating and cooling equipment and appliances shall be installed in 
accordance with the manufac- turer’s instructions and the requirements of this code.  
 
M1401.4 Outdoor installations. Equipment and appliances installed outdoors shall be 
listed and labeled for outdoor installation. Supports and foundations shall prevent 
excessive vibration, settlement or movement of the equipment. Supports and foundations 
shall be in accordance with Section M1305.1.3.1.  
 
M1501.1 Outdoor discharge. The air removed by every mechanical exhaust system shall 
be discharged to the out- doors in accordance with Section M1504.3. Air shall not be 
exhausted into an attic, soffit, ridge vent or crawl space.  
 
M1601.1 Duct design. Duct systems serving heating, cooling and ventilation equipment 
shall be installed in accordance with the provisions of this section and ACCA Manual D, 
the appliance manufacturer’ s installation instructions or other approved methods.  
 
M1601.4.5 Fireblocking. Duct installations shall be fire- blocked in accordance with 
Section R602.8.  
 
M1601.4 Installation. Duct installation shall comply with Sections M1601.4.1 through 
M1601.4.10.  
 
N1103.1 (R403.1) Controls (Mandatory). Not less than one thermostat shall be provided 
for each separate heating and cooling system.  
 
M1503.5 Kitchen exhaust rates. Where domestic kitchen cooking appliances are 
equipped with ducted range hoods or down-draft exhaust systems, the fans shall be sized in 
accordance with Section M1505.4.4.  
M1504.2 Duct length. The length of exhaust and supply ducts used with ventilating 
equipment shall not exceed the lengths determined in accordance with Table M1504.2.  
M1505.2 Recirculation of air. Exhaust air from bathrooms and toilet rooms shall not be 
recirculated within a residence or circulated to another dwelling unit and shall be exhausted 
directly to the outdoors. Exhaust air from bathrooms, toilet rooms and kitchens shall not 
discharge into an attic, crawl space or other areas inside the building.  
M1505.4.1 System design. The whole-house ventilation system shall consist of one or 
more supply or exhaust fans, or a combination of such, and associated ducts and controls. 
Local exhaust or supply fans are permitted to serve as such a system. Outdoor air ducts 
connected to the return side of an air handler shall be considered as providing sup- ply 
ventilation.  
M1505.4.2 System controls. The whole-house mechanical ventilation system shall be 
provided with controls that enable manual override.  
M1505.4.3 Mechanical ventilation rate. The whole- house mechanical ventilation system 
shall provide outdoor air at a continuous rate as determined in accordance with Table 
M1505.4.3(1)  
M1401.3 Equipment and appliance sizing. Heating and cooling equipment and 
appliances shall be sized in accor- dance with ACCA Manual S or other approved sizing 
meth- odologies based on building loads calculated in accordance with ACCA Manual J or 
other approved heating and cooling calculation methodologies.  
M1601.4.5 Fireblocking. Duct installations shall be fire- blocked in accordance with

R602.2 Grade. Studs shall be a minimum No. 3, standard or stud grade lumber.  
 
R602.1 General. Wood and wood-based products used for load-supporting purposes shall 
conform to the applicable pro- visions of this section.  
 
R602.3.4 Bottom (sole) plate. Studs shall have full bear- ing on a nominal 2-by (51 mm) 
or larger plate or sill hav- ing a width not less than to the width of the studs.  
 
R602.3.2 Top plate. Wood stud walls shall be capped with a double top plate installed to 
provide overlapping at cor- ners and intersections with bearing partitions. End joints in top 
plates shall be offset not less than 24 inches (610 mm). Joints in plates need not occur over 
studs. Plates shall be not less than 2-inches (51 mm) nominal thickness and have a width 
not less than the width of the studs.  
 
R602.4 Interior load-bearing walls. Interior load-bearing walls shall be constructed, 
framed and fireblocked as speci- fied for exterior walls.  
R602.5 Interior nonbearing walls. Interior nonbearing walls shall be permitted to be 
constructed with 2-inch by 3- inch (51 mm by 76 mm) studs spaced 24 inches (610 mm) on 
center or, where not part of a braced wall line, 2-inch by 4- inch (51 mm by 102 mm) flat 
studs spaced at 16 inches (406 mm) on center. Interior nonbearing walls shall be capped 
with not less than a single top plate. Interior nonbearing walls shall be fireblocked in 
accordance with Section R602.8.  
R602.6 Drilling and notching of studs. Drilling and notch- ing of studs shall be in 
accordance with the following:  
1. Notching. Any stud in an exterior wall or bearing parti- tion shall be permitted to be cut 
or notched to a depth not exceeding 25 percent of its width. Studs in nonbear- ing 
partitions shall be permitted to be notched to a depth not to exceed 40 percent of a single 
stud width.  
2. Drilling. Any stud shall be permitted to be bored or drilled, provided that the diameter of 
the resulting hole is not more than 60 percent of the stud width, the edge of the hole is not 
more than 5/8 inch (16 mm) to the edge of the stud, and the hole is not located in the same 
sec- tion as a cut or notch. Studs located in exterior walls or bearing partitions drilled over 
40 percent and up to 60 percent shall be doubled with not more than two successive 
doubled studs bored. See Figures R602.6(1) and R602.6(2).  
R602.6.1 Drilling and notching of top plate. Where pip- ing or ductwork is placed in or 
partly in an exterior wall or interior load-bearing wall, necessitating cutting, drilling or 
notching of the top plate by more than 50 percent of its width, a galvanized metal tie not 
less than 0.054 inch thick (1.37 mm) (16 ga) and 11/2 inches (38 mm) wide shall be 
fastened across and to the plate at each side of the opening with not less than eight 10d 
(0.148 inch diameter) nails having a minimum length of 11/2 inches (38 mm) at each side 
or equivalent. The metal tie must extend not less than 6 inches past the opening. See Figure 
R602.6.1.  
R302.11.1.1 Batts or blankets of mineral or glass fiber. Batts or blankets of mineral or 
glass fiber or other approved nonrigid materials shall be permitted for compliance with the 
10-foot (3048 mm) horizontal fireblocking in walls constructed using parallel rows of 
studs or staggered studs.  
R302.11 Fireblocking. In combustible construction, fire- blocking shall be provided to cut 
off both vertical and hori- zontal concealed draft openings and to form an effective fire 
barrier between stories, and between a top story and the roof space.  
R302.4 Dwelling unit rated penetrations. Penetrations of wall or floor-ceiling assemblies 
required to be fire-resistance rated in accordance with Section R302.2 or R302.3 shall be 
protected in accordance with this section.  
 
R305.1 Minimum height. Habitable space, hallways and portions of basements 
containing these spaces shall have a ceiling height of not less than 7 feet (2134 mm). 
Bathrooms, toilet rooms and laundry rooms shall have a ceiling height of not less than 6 
feet 8 inches (2032 mm).  
 
R314.3 Location. Smoke alarms shall be installed in the fol- lowing locations:  
1. In each sleeping room.  
2. Outside each separate sleeping area in the immediate vicinity of the bedrooms.  
3. On each additional story of the dwelling, including basements and habitable attics and 
not including crawl spaces and uninhabitable attics. In dwellings or dwell- ing units with 
split levels and without an intervening door between the adjacent levels, a smoke alarm 
installed on the upper level shall suffice for the adjacent lower level provided that the 
lower level is less than one full story below the upper level.  
4. Smoke alarms shall be installed not less than 3 feet (914 mm) horizontally from the door 
or opening of a bathroom that contains a bathtub or shower unless this would prevent 
placement of a smoke alarm required by this section.  
R314.3.1 Installation near cooking appliances. Smoke alarms shall not be installed in 
the following locations unless this would prevent placement of a smoke alarm in a location 
required by Section R314.3.  
1. Ionization smoke alarms shall not be installed less than 20 feet (6096 mm) horizontally 
from a perma- nently installed cooking appliance.  
2. Ionization smoke alarms with an alarm-silencing switch shall not be installed less than 
10 feet (3048 mm) horizontally from a permanently installed cook- ing appliance.  
3. Photoelectric smoke alarms shall not be installed less than 6 feet (1828 mm) horizontally 
from a per- manently installed cooking appliance.  
R314.6 Power source.  
1.Smoke alarms shall be permitted to be battery oper- ated 
where installed in buildings without commercial power.  
R315.3 Location. Carbon monoxide alarms in dwelling units shall be installed outside of 
each separate sleeping area in the immediate vicinity of the bedrooms. Where a fuel-
burning appliance is located within a bedroom or its attached bath- room, a carbon 
monoxide alarm shall be installed within the bedroom.  
R315.6 Power source.  
1.Carbon monoxide alarms shall be permitted to be battery 
operated where installed in buildings without commercial power.  
R315.7.4 Combination detectors. Combination carbon monoxide and smoke detectors 
installed in carbon monox- ide detection systems in lieu of carbon monoxide detectors 
shall be listed in accordance with UL 2075 and UL 268.  
 
Plumbing 
P2601.2 Connections to drainage system. Plumbing fixtures, drains, appurtenances and 
appliances used to receive or discharge liquid wastes or sewage shall be directly connected 
to the sanitary drainage system of the building or premises, in accordance with the 
requirements of this code. This section shall not be construed to prevent indirect waste 
connections where required by the code.  
 
P2603.2 Drilling and notching. Wood-framed structural members shall not be drilled, 
notched or altered in any man- ner except as provided in Sections R502.8, R602.6, R802.7 
and R802.7.1. Holes in load-bearing members of cold-formed steel light-frame 
construction shall be made only in accor- dance with Sections R505.2.6, R603.2.6 and 
R804.2.6. In accordance with the provisions in Sections R505.3.5, R603.3.3 and R804.3.4, 
cutting and notching of flanges and lips of load-bearing members of cold-formed steel 
light- frame construction shall be prohibited. Structural insulated panels (SIPs) shall be 
drilled and notched or altered in accor- dance with the provisions of Section R613.7  
 
P2603.1 General. In the process of installing or repairing any part of a plumbing and 
drainage installation, the finished floors, walls, ceilings, tile work or any other part of the 
build- ing or premises that must be changed or replaced shall be left in a safe structural 
condition in accordance with the require- ments of the building portion of this code.  
 
P3003.1 Tightness. Joints and connections in the DWV sys- tem shall be gas tight and 
water tight for the intended use or pressure required by test.  
P3002.3 Fittings. Pipe fittings shall be approved for installa- tion with the piping material 
installed and shall comply with the applicable standards indicated in Table P3002.3.  
 
M2003.1 General. Hot water boilers shall be provided with expansion tanks. 
Nonpressurized expansion tanks shall be securely fastened to the structure or boiler and 
supported to carry twice the weight of the tank filled with water. Provi- sions shall be made 
for draining nonpressurized tanks without emptying the system  
 
M2005.1 General. Water heaters shall be installed in accor- dance with Chapter 28, the 
manufacturer's instructions and the requirements of this code. Water heaters installed in an 
attic shall comply with the requirements of Section M1305.1.2. Gas-fired water heaters 
shall comply with the requirements in Chapter 24. Domestic electric water heaters shall 
comply with UL 174. Oiled-fired water heaters shall comply with UL 732. Solar thermal 
water heating systems shall comply with Chapter 23 and SRCC 300. Solid fuel-fired water 
heaters shall comply with UL 2523.  
 
N1103.4 (R403.4) Mechanical system piping insulation (Mandatory). Mechanical 
system piping capable of carrying fluids greater than 105°F (41°C) or less than 55°F 
(13°C) shall be insulated to an R-value of not less than R-3.  
 
HVAC 
M1401.1 Installation. Heating and cooling equipment and appliances shall be installed in 
accordance with the manufac- turer’s instructions and the requirements of this code.  
 
M1401.4 Outdoor installations. Equipment and appliances installed outdoors shall be 
listed and labeled for outdoor installation. Supports and foundations shall prevent 
excessive vibration, settlement or movement of the equipment. Supports and foundations 
shall be in accordance with Section M1305.1.3.1.  
 
M1501.1 Outdoor discharge. The air removed by every mechanical exhaust system shall 
be discharged to the out- doors in accordance with Section M1504.3. Air shall not be 
exhausted into an attic, soffit, ridge vent or crawl space.  
 
M1601.1 Duct design. Duct systems serving heating, cooling and ventilation equipment 
shall be installed in accordance with the provisions of this section and ACCA Manual D, 
the appliance manufacturer’ s installation instructions or other approved methods.  
 
M1601.4.5 Fireblocking. Duct installations shall be fire- blocked in accordance with 
Section R602.8.  
 
M1601.4 Installation. Duct installation shall comply with Sections M1601.4.1 through 
M1601.4.10.  
 
N1103.1 (R403.1) Controls (Mandatory). Not less than one thermostat shall be provided 
for each separate heating and cooling system.  
 
M1503.5 Kitchen exhaust rates. Where domestic kitchen cooking appliances are 
equipped with ducted range hoods or down-draft exhaust systems, the fans shall be sized in 
accordance with Section M1505.4.4.  
M1504.2 Duct length. The length of exhaust and supply ducts used with ventilating 
equipment shall not exceed the lengths determined in accordance with Table M1504.2.  
M1505.2 Recirculation of air. Exhaust air from bathrooms and toilet rooms shall not be 
recirculated within a residence or circulated to another dwelling unit and shall be exhausted 
directly to the outdoors. Exhaust air from bathrooms, toilet rooms and kitchens shall not 
discharge into an attic, crawl space or other areas inside the building.  
M1505.4.1 System design. The whole-house ventilation system shall consist of one or 
more supply or exhaust fans, or a combination of such, and associated ducts and controls. 
Local exhaust or supply fans are permitted to serve as such a system. Outdoor air ducts 
connected to the return side of an air handler shall be considered as providing sup- ply 
ventilation.  
M1505.4.2 System controls. The whole-house mechanical ventilation system shall be 
provided with controls that enable manual override.  
M1505.4.3 Mechanical ventilation rate. The whole- house mechanical ventilation system 
shall provide outdoor air at a continuous rate as determined in accordance with Table 
M1505.4.3(1)  
M1401.3 Equipment and appliance sizing. Heating and cooling equipment and 
appliances shall be sized in accor- dance with ACCA Manual S or other approved sizing 
meth- odologies based on building loads calculated in accordance with ACCA Manual J or 
other approved heating and cooling calculation methodologies.  
M1601.4.5 Fireblocking. Duct installations shall be fire- blocked in accordance with
